APLA BOD MEETING MINUTES

Meeting called to order 7:02 CT
In attendance were Victor Rompa, Richard McCullough, Nate Hamblin, Mark Schmiedeshoff, Mike Bachkosky, Dale Merritt, Jeff Fryhover, Bruce Smiley

President’s Report: President Rompa has established the focus of 2014 as to be:

Focus in 2014:

·  Fiscal Prudence

·  Increase participation/membership

·  Hunt test operations

·  Expand Judging Pool

President Rompa stated he could not make the next meeting MOTION To not hold a BOD meeting in Sept Seconded Approved unanimously

Treasurer’s Report: McCullough provided a detailed and itemized budget report outlining assets, accruals, liabilities & equities The final checking account balance as of today is $7223.15 We incurred some large bills for ribbons and HT equipment.

MOTION to approve the treasurer’s report SECONDED, APPROVED unanimously

Secretary’s Report:
As of today 337 active members 139 with lapsed membership 18 new members in the last 30 days
MOTION to accept the secretary’s report Seconded Approved unanimously
MOTION to accept the minutes of the 7/15/14 BOD meeting. SECONDED, APPROVED unanimously

Elections Motion to approve the following time table for elections
9/30 Deadline for nominations 10/6 Mail Ballot Nov 14 Deadline to receive ballots Nov 17 Count ballots Nov 18 announce to BOD
(note this schedule was replaced with a new schedule as the rules to a bylaws change has it own schedule that must be followed and is in conflict with the above schedule) The new schedule is:
Oct 9, 2014 This call for nominations is posted to the Web Site as an article and a posting to the members only section of the forum, the APLA Facebook page and was emailed to all members
Nov 12, 2014 11:59:59 PM ET DEADLINE for nominations to be received by the Secretary
Nov 15, 2014 Ballots mailed to members in good standing
Dec 15, 2012 11:59:59 pm ET Deadline for receipt of ballots by Secretary
Dec 16 Ballots will be counted at 4866 Oregon Rd, Cameron, NY. All members are invited to attend. The two counters will be Mark Schmiedeshoff, Secretary and Lori Schmiedeshoff, member of the Elections committee.

Considerable discussion on the topic of Electronic balloting vs USPS balloting Currently the bylaws require USPS balloting Discussion on how balloting for the Hall of Fame went very well with Ballotbin and should we pursue Electronic Balloting for general elections. Current bylaws do not allow us to use electronic balloting so the following motion was made to follow the requirements for the membership to vote on bylaw changes.
MOTION To continue Elections using USPS mail (as is required currently by the bylaws) to include a proposal on the 2015 ballot to change the language to allow for electronic mail on the 2016 ballot. This would be pursued following bylaw change rules.

MOTION Any changes to the rules shall be posted to the APLA website one month before the Hunt Test Session No Second Denied

Discussion on the changing of the current rule that does not allow for a refund for a dog which titles on Sat for a 4XGMPR and is still registered to run on SUN. The BOD felt that the cost of the birds had been realized by the APLA and that the dog should have the opportunity to continue to run on SUN even though it titled on Sat

SPONSORSHIP Currently we can accept gifts but cannot offer a tax write off to the sponsor We need to discuss this with a lawyer

Audit Bruce Smiley will conduct a financial audit for next meeting

HUNT Test Committee Richard McCullough

All the Hunt Test s are approved and moving forward

The CO test ask Sandy to email all members, 2 days before the deadline, as an alert to the registration deadline The BOD felt that was a good communication venue and would like to see it adopted for all future tests

Executive session

MOTION to go into Executive Session to discuss Personnel Issues Seconded Approved unanimously
MOTION to go back into General Session Seconded Approved Unanimously

JUDGES COMMISSION MIKE BACHKOSKY
Mike stated that there were numerous apprentices scheduled to run this fall

Vic asked Mike to look into the necessity to adjusted the judges guidelines to reflect the reduction of birds in the APR and MPR tests. Mike felt that there was no need for language change as there was no impact to judging
Rules committee will create a Judges written Test that will need to be passed for judges to retain their judging credentials
