The Mississippi Department of Information Technology Services (ITS) is seeking the services described below for purchase by the ITS, Information System Services (ISS) Division, WALL Team. Our records indicate that your company currently has a valid proposal on file at ITS in response to General RFP No.3303 for Consulting Services. Our preliminary review of this proposal indicates that your company offers services that are appropriate to the requirements of this project. Therefore, we are requesting your configuration assistance for the components described below. Please submit a written response for the requested services.

BACKGROUND

The WALL Team provides development services for internal and external customer projects. With this procurement, ISS wishes to acquire an additional developer with experience in Microsoft technologies to supplement the WALL Team in designing and implementing web-based, custom applications based on the Microsoft platform. The immediate needs for these consulting services are to work with an ISS Technology Consultant assigned to the Mississippi Gaming Commission to develop and implement a new Charitable Gaming System, as well as serve in a mentoring capacity for members of the WALL Team.

ITS/ISS would like to contract with the winning vendor for a single individual to begin as soon as a contract can be executed and continue at least through the completion of the Mississippi Gaming Commission (MGC) development project. The MGC project is estimated to require 300 hours of the selected individual’s resources on a full-time basis. ISS will continue to use the individual after the completion of the MGC project on a supplementary, as needed basis for an additional 350 hours with a total initial commitment not-to-exceed 650 hours and to terminate 12/30/2003.

  1. SPECIFICATIONS

This LOC is for the services of one (1) developer; however, vendors will be allowed to submit up to two individuals for consideration.

Vendor must propose a Developer that will be responsible for adding experienced assistance to the WALL Development Team at ITS/ISS in developing and deploying assigned web applications. The incumbent will be required to perform a variety of development functions on an array of key projects.

The mandatory requirements for the Developer are as follows:

1.1An Experience Questionnaire must be completed and submitted with vendor’s response for each individual proposed. All relevant experience must be included in the Experience Questionnaire. Proposals received without Experience Questionnaires for each individual proposed will be eliminated from consideration. Vendors must list each specification (1.1.1, 1.1.2, 1.1.3). Questionnaires that do not list each specification may be eliminated from further consideration. Example of an incorrect entry would be 1.1.1-1.1.3. It is preferred that each entry be for a different company.

1.2Vendor must provide at least three (3) references for proposed individual. ITS prefers that references be from completed and/or substantially completed jobs that closely match this request. Reference information can be submitted on the Experience Questionnaire. Reference information must include at a minimum entity, supervisor’s name, supervisor’s telephone number, length of project, and a brief description of the project. References that are no longer in business are not acceptable. Multiple references from one project are not acceptable.

1.3Reference checks will be conducted as the final step of the evaluation process and will only be performed for the top candidates. Individuals receiving negative references may be eliminated from further consideration.

1.4Individuals must list a minimum of 3 years experience in the Experience Questionnaire for the following competencies (be specific to each section below when listing experience, e.g. “1.4.1 Visual Basic – 3 years, 6 months”):

1.6Vendors must propose individuals with at least 5 years experience in application/systems development life cycle; including analysis, design, development, testing, implementation, training, and maintenance support.

1.7ITS/ISS reserves the right to extend this agreement with the winning vendor, beyond the initial 650 hours. In order to do so, vendors must propose a fixed, fully loaded hourly rates (to be incorporated into the initial contract in the possibility of an extension) that would cover both a 40-hour-per-week extension and an as-needed extension.

1.8Vendors must propose individuals with strong oral and written communication abilities in the English language as well as have customer service and time management skills.

1.9Vendors must propose individuals that can work a minimum of 50 hours per week during the initial phase of the contract up until the end of the State of Mississippi’s fiscal year which ends June 30, 2003, after which time the individual must be able to work a regular 40 hour week.

1.10Individual(s) will be required to work on-site at ITS/ISS located at the 301 N. Lamar Street, Suite 508, Jackson, Mississippi 39201 an average of 40 hours-per-week during normal business hours (Monday – Friday, 8:00 AM – 5:00 PM).

1.11A copy of the individual(s) resume must be included. Proposals received without resumes may be eliminated from consideration. However, ITS will not use a resume to add experience to the Experience Questionnaire. The Experience Questionnaire must certify the amount of experience in years and months (e.g. 3 years, 2 months) and the applicable specification(s) met by each project.

1.12A telephone number must be included for each individual proposed so they can be contacted for a telephone interview. ITS will pay toll charges in the continental United States. The Vendor must arrange a toll-free number for all other calls. ITS will work with the vendor to set up a date and time for the interview; however, we must be able to contact the individual directly. Individuals scoring less than 50% of telephone interview points may be eliminated from further consideration.

1.13The references given the in the Experience Questionnaire must meet the following criteria:

1.13.1Be able to be reasonably (i.e. within 2-3 attempts) contacted by phone or email.

1.13.2Be able to be reached directly without any vendor involvement.

1.13.3Failure to reach a reference will result in a score of zero (0) for that specific reference

1.14Vendor must propose a fully loaded cost inclusive of travel to do all work on-site at ITS/ISS.

1.15Vendor’s proposal may be eliminated if they propose more than two individuals.

1.16Individuals proposed must be a U.S. citizen or meet and maintain employment eligibility requirements in compliance with all INS regulations. Vendor must provide evidence of identification and employment eligibility prior to the award of a contract that includes any personnel who are not U.S. citizens.

1.17The individual assigned to this project will remain part of the project throughout the duration of the contract as long as the personnel are employed by the Vendor, unless replacement by the Vendor at the request of ITS. This requirement includes the responsibility for ensuring all non-citizens maintain current INS eligibility throughout the duration of the contract.

1.18ITS/ISS reserves the right to eliminate any proposed individual that fails to meet the above requirements.

2.ADDED VALUE

ITS/ISS is requesting that each vendor propose any additional value-added features, skills or experience that may distinguish his/her candidate from the group and facilitate the State’s selection process of the lowest and best proposals. ITS/ISS will make the sole assessment of the relative merits of each added-value proposal to the agency.

Vendor must deliver their response to Aaron Van Hoff at ITS by Monday, June 16, 2003 by 3:00 P.M. (Central Time). Reponses may be delivered by hand, via mail or by fax. Fax number is (601) 354-6016. ITS WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF PROPOSALS. It is solely the responsibility of the vendor that proposals reach ITS on time. Vendors should contact Aaron Van Hoff to verify the receipt of their proposals. Proposals received after the deadline will be rejected.
