Technology Development Programme (TDP) PhD Research Co-Funding Scheme: Co-funding of PhD Research Projects by MINDEF and NTU

MINDEF would like to collaborate with relevant NTU faculties in innovative research projects that have potential defence applications. The ‘TDP II PhD Research Funding Scheme’ will support Singaporean-PhD-students and their project through a co-funding scheme by MINDEF & NTU. This is the second runafter a successful cycle where 7 projects and students have been awarded over 3 years.

  1. Objectives of the Co-funding scheme:
  2. To encourage faculties to participate in MINDEF-NTU R&D efforts so as to contribute to the build-up of selected cored defence technologies.
  3. To leverage on the co-funding by MINDEF and NTU to train Singaporean PhD students and groom them for a career in scientific research, especially in the areas of defence science & technology.
  1. Project Funding:
  • To engage a researcher/student to work on TDP research project as his/her PhD study requirements; hired under the MINDEF-NTU centers.
  • PhD candidate will be offeredcompetitive remuneration (ANNEX I) and full tuition fees.
  • No bond upon graduation.
  1. Project Duration:
  • Up to 4 years from the date of commencement of the PhD study.
  1. Application Procedure:
  • Interested Faculty to contact the following Center Directors of MINDEF-NTU research centers to discuss their PhD research project proposals (Refer to Annex II); where follow-up discussions with respective capability managers may be arranged.
  • The applicants shall use provided project proposal template and submit the proposal to ORTDS manager: Ariel Tan () by 15thSeptember 2016.
  1. Evaluation of Project Proposals:
  • The proposals will be evaluated by a NTU evaluation panel comprising Executive Director ORTDS, the Center Directors of the MINDEF-NTU centers, the relevant capability manager or subject matter experts, as well as the programme manager from FSTD.
  • Approval from both the FSTD and NTU panel will be required for every award.
  1. Application Timeline:

Admission for January 2017 Semester:
July 2016 / TDP II grant call opens and is cascaded to the faculty through the schools.
July – August 2016 / Applicants (who are NTU Faculty members) to discuss with Center Directors to identify potential research area and PhD candidate.
Identify qualified candidate (potential Singaporean PhD student) and submit research proposal to NTU’s Evaluation Panel via ORTDS.
(Deadline:30August 2016)
September 2016 / Review of applicants’ research proposal by the Evaluation Panel & FSTD
October 2016 / Successful applicant/PI will be informed of his/her’s awarded TDP project. The candidate should submit his/her PhD application if he/she had not done so.
The PI will proceed to start hiring process via the collaborating center.
January 2017 / Commencement of TDP project and PhD
  1. Selection Criteria for PhD Students:
  • Singaporean only.
  • At least 2nd upper Honours in Bachelor degree.
  • Relevant research areas as stated in ANNEX II.

ANNEX I

Summary of Remuneration Package & Terms of Hire

Annual Pay:
  • Fixed at S$3,400 per month, up to 4 years
  • Mandatory CPF contribution by employee & employer at prevailing rates
  • Not entitled for any merit increment and performance bonus
Benefits:
  • Health & Insurance benefits as per research staff entitlement
  • Annual Leave entitlement of 21 days per year
  • Hospitalization Leave of 60 days per year, inclusive of 14 days Medical Leave

Terms of Hire:
  • Staff Designation : Graduate Research Officer (GRO)
  • 2 years, renewable for another 2 years upon satisfactory progress
  • Hired under one of the MINDEF-NTU research centers

Requirements in the PhD Programme:
  • Fulfilment of components as stipulated by NTU
  • Project work to be related directly to Defence & Security
  • To attend a compulsory overseas conference trip (fully sponsored by the scheme)
