The ETSI Centre for Testing and Interoperability (CTI) is seeking to recruit a technical expert with expertise in the 3rd Generation Partnership Project (3GPP) technologies and testing.

The successful candidate will be the project leader responsible for a team of 16 -18 international experts, mainly from Europe and Asia, that are developing test specifications for 3GPP TSG RAN Working Group 5 (RAN5). He or she will have proven full knowledge of 3GPP air interface protocols, a strong background in testing and test methodology and management skills.

The project leader is expected to liaise with 3GPP officials, the relevant 3GPP working groups, the UE industry certification bodies as well as within the ETSI Mobile Competence Centre (MCC).

JOB DESCRIPTION

JOB TITLE Technical Expert

DEPARTEMENT CTI

IMMEDIATE SUPERIOR CTI Director

The responsibilities of this post include project management (planning, resource management, budget, funding etc.) as well as providing the project experts with technical guidance, such as TTCN-3 good practice or the development of feasible test models and test architectures.

Tasks and/or responsibilities

·  Lead the 3GPP testing expert team (from 3GPP partners) for the RAN5 and GERAN3 UE/MS test suite development (in TTCN-3)

·  Manage the project budget, ensure funding for the project (through dialogue with 3GPP), manage experts’ contracts, and plan the work schedule

·  Ensure TTCN test suites development is delivered in the timely manner for UE certification bodies, such as GCF and PTCRB

·  Lead the Release and Configuration management for TTCN deliveries, including release and version control

·  Act as the contact person for all 3GPP TTCN related technical issues, TTCN verifications and TTCN Change Requests, management of TTCN CR agreement on behalf of 3GPP RAN5 Leadership

·  Act as a technical rapporteur for all TTCN related 3GPP test specs

·  Manage and ensure the provision (technical development) of conformance test specification in support of 3GPP

·  Work closely with TSG RAN/RAN5 and TSG GERAN/GERAN3 to provide quarterly project reports

·  Organize and chair RAN5 TTCN workshops – up to 2 physical meetings per year in addition to the routine conference calls among key test industry representatives

·  Participate in the relevant 3GPP meetings and provide the necessary Change Requests relevant for the test models, test interfaces and TTCN-related documentations - International travel will be necessary

Skills and Profile

·  Diploma in Telecommunications Engineering, or similar

·  In-depth expertise of protocol/signalling at the air interfaces of 3GPP radio technologies, including GERAN, UTRA/eUTRA, IMS (both network and UE sides)

·  Proven project management skills and experience

·  Experience of the global mobile / UE conformance assessment, certification systems and test deployment processes

·  Knowledge of Conformance Testing methodology and, in particular, the methodologies for 3GPP system simulators (UE signalling Tester)

·  Experience of working with TTCN-3

·  Previous experience of participating in RAN5 and or GERAN3 is not essential but is highly desirable

Additional qualities

·  Team player with organisational skills and the ability to work autonomously when required

·  Excellent oral and written communication in English

·  Ability to communicate in another European language

·  Ability to participate and interact positively with delegates in the various international technical meetings and working groups

·  Ability to communicate and motivate the experts from different cultures and social backgrounds

Annex 3

GENERAL INFORMATION
ON CONDITIONS OF EMPLOYMENT FOR ETSI SECRETARIAT STAFF

1. SALARY

The annual gross salary will range from 50000 € to 70000 €. Salaries will be fixed in accordance with relevant experience and qualifications.

2. DURATION OF THE CONTRACT

Candidates to be recruited as staff will be offered a permanent position.

3. PLACE OF WORK

The post will be based in Sophia Antipolis near Nice, France. Freedom to travel world-wide will be required.

4. LANGUAGE

The working language at ETSI is English. Knowledge of French and German is appreciated.

5. TRAVEL AND REMOVAL EXPENDITURES

ETSI will reimburse travel and removal costs for the new employee and his/her family for their relocation. The same costs will be reimbursed at the end of the contract, when the employee returns to his/her country.

6. EDUCATION ALLOWANCE

Staff members who are not French nationals are eligible for an education allowance (ranging from 1 680 to 7 500 Euros) for each dependent, school-age child, which is subject to French tax and social security charges.

7. PENSIONS

The employee will be affiliated to the French pension organization.

8. SOCIAL SECURITY AND INCOME TAX

Gross salary and all allowances are subject to social security contributions, including pension contributions, deducted at source, in accordance with French law.

In addition to the French social security system, ETSI subscribes to a complementary insurance scheme. The cost of this subscription is shared by ETSI and the employee, with the employee contribution deducted from monthly salaries.

French regulations will be applied for income tax which will be paid directly by the employee.

These amounts are only estimations. They vary with the changes in French law.

9. ANNUAL LEAVE

Staff members are entitled to annual leave with full pay, at the rate of 2.5 working days for each month employed by ETSI.

Staff members not recruited locally are entitled to reimbursement of travel expenses for “home leave” of their family and themselves to return to their original residence. This allowance is also subject to social security contribution and income tax.

10. ALL OTHER MATTERS ARE REGULATED BY FRENCH LAW

As an employer, ETSI is subject to French labour law (“code du travail”) and in particular the national labour agreement (“convention collective of research offices, and consulting companies”).
