JOB DESCRIPTION

OVERALL JOB FUNCTION

Key Task / Performance Standards
1. / To act as the Association’s on site inspector during the course of all contracts (i.e. new build/refurbishment/cyclical/planned maintenance etc).
Key Task / Be fully familiar with the Association’s Design Guide and Housing Association Guide and to contribute to the review fo the Design Guide as required.
Performance Standards
Ensure that all work complies with the requirements of the working drawings, specification and contract documentation.
Key Task / Ensure that good building practice is adhered to on site.
Make visual inspections on site.
Ensure that statutory approvals are complied with fully and raise any area of concern immediately to the Development Manager.
To be fully familiar with and to comply with Health and Safety requirements and the Association’s Health and Safety Policy.
Taking measurements and samples on site to make sure the work and materials meet the specifications and quality standards.
Ensure full compliance at all times with the CDM regulations.
Attend site meetings and technical meetings as appropriate and participating at these in accordance with the Associations procedures.
To protect and promote the interests of the Association when dealing with Consultants and Contractors.
To check receipt of contract instructions, site instructions, minutes of meetings, revised drawings and cost reports to ensure that these are issued in good time and accurately reflect the progress of works.
Undertake Design Audit to ensure proposed schemes meet full requirements of the Housing Association Guide and Clanmil’s own design brief.
Performance Standards
2. /

To report on a Schemes progress to the appropriate Development Officer.

/ Maintain accurate site diaries and forward these to Clanmil on a yearly basis for use as discoverable documentation. These are to include details such as:
  • Progress and any delays
  • The number and type of workers employed
  • Weather conditions
  • Visits to the site
  • Drawings received
  • Details of any significant events.
Contact the Development Officer on a weekly basis to update on progress/problems.
Complete weekly progress sheets and forward these to the Development Officer and Architect raising any issues of concern with the Development Officer.
Alert the Development Officer to any variances in the specification and what action is required to oversee the completion of this action.
/ Alert the Development Officer to any possible delays in the programme, potential claims or items which may involve additional costs and work collaboratively with the Architect to reach a conclusion on the requires action.
To assist in PQQ mini competition and quality scoring where necessary.
To assist in the performance review of all Contractors and external Consultants.
3. / To keep abreast of Building Regulations, Construction law and new construction methods.
Key Task
/ Attend relevant seminars.
Performance Standards
Read and learn from technical literature making use of the Association’s Technical library.
To provide regular feedback information into the design process regarding problems with building components and any changes in Building Regulations/Construction Law.
4. /

Carry out inspections as required.

/ To liaise with the relevant Maintenance Officers on latent defects and to assist in the investigation/report/recommendation of any action as required.
To carry out property inspections, defect diagnosis and assign in the preparation of schedules of works and contract documentation, as required.
5. /

To contribute to the administration of the Property Services Department.

/ Carry out research as directed by the Development Manager and/or Director of Property Services.
Attend meetings as directed by the Development Manager and/or Director of Property Services and to prepare reports, organise presentations and take minutes as appropriate.
/ Be fully familiar with the requirements of the Housing Association Guide, CDM regulations and other relevant legislation.
Ensure filing is kept up to date at all times.
Ensure all records are maintained in accordance with quality system requirements, data protection legislation and that confidentiality of records is maintained at all times and provide these to the Development Officer, as required.
6. /

To adhere to and administer all internal standards within the Association.

Key Task / Ensure phone answered within 3 rings and to pick up other phones that are ringing.
Performance Standards
Ensure letters are responded to within 5 days.
To register and respond to complaints in accordance with the Association’s policy.
Ensure name badge is worn when in contact with customers and that you communicate your name in all dealings with the public.

To adhere to the policies and procedures of the Association, with attention to the Section 75 Equality Scheme.

/ Ensure adherence to the Association’s Financial Regulations.

Ensure confidentiality of information.
Adhere to the Association’s Health and Safety policy and procedures to assist in ensuring a safe working environment is maintained.

To operate all office equipment efficiently.

/ Ensure efficient use of resources with minimum wastage when using computer, photocopier, fax etc.
Ensure confidential waste is shredded as per instructions.
Seek assistance from appropriate members of staff in the event of problems arising with computer or other equipment.
9. /

To take on additional specific areas of work as required by the Director of Property Services or by a Senior Manager.

/ To ensure work is carried out in accordance with instructions and on time.

FACTOR

/ ESSENTIAL REQUIREMENTS / DESIRABLE REQUIREMENTS

QUALIFICATIONS

/ Professional qualification from a building/construction body e.g. Chartered Institute of Building or the Institute of Clerk Works and Construction Inspectorate of Great Britain.

EXPERIENCE / KNOWLEDGE

/ Have a minimum of five years recent experience as a Clerk of Works/Site Supervisor.
Have a thorough knowledge of good building practice/CDM regulations.
An ability to interpret and understand drawings.
Have a wide understanding of the building industry, including knowledge of materials, trades, methods & legal requirements. / Previous experience in supervising social housing developments.

SKILLS / ABILITIES

/ Good interpersonal skills.
Ability to liaise effectively with internal and external agents.
Ability to work under minimum supervision.
Ability to write reports/problem solve.
Good communication skills.
Be attentive to detail when checking work and materials.

OTHER

/ Must be able to travel to meet the requirements of the post.
Be available for evening/weekend work, if required
