1.Background
TheScienceandTechnology needsoftheStatearemetbytheMadhyaPradeshCouncilof ScienceandTechnology(MPCST),Bhopal.Itisrecognizedasanodalagency fortheDepartmentof ScienceandTechnology, Government ofIndia,NewDelhitocatertotheneedsofscienceand technologyrequirement of the State and also to advise government on policies and measures necessary to promote utilization of Science and Technologyfor achieving the socio-economic objectivesoftheState.
UnderthisschemetheCouncilprovidesfinancialassistance toScientists/Researchers/ AcademiciansofdifferentUniversities,Medical/Agriculture/Engineering/ScienceColleges,Colleges ofHigherEducationandotherNonGovernmentOrganizations(NGOs)ofMadhyaPradesh.
TheScientistsandResearchersfromtheStateareencouragedtosubmitproposalsrelatingto

2.Eligibility of Applicants
The forwarding officer is requested to go through the maximum number of proposal to be forwarded in a financial year. (see Annexure - I)
(A)Organizations
TheInstitutions/Investigators seekingaprojectfromtheCouncilshouldhave adequateinfrastructure topursuetheresearchproject. Theinstitutions shouldbe UniversitiesandCollegesrecognizedbyUGC/AICTE/ICMR/ICAR, Statelevel Research Institutes,NGOsof the Sate reputedwith backup,highlyqualified expertiseinthefield/areaandfacilitiestocarry outsucharesearchproject.The CouncilwillnotprovidefinancialsupporttoInstitutionsof GovernmentofIndia. The research should be necessarily applied research.
(a)EligibilityCriteriaforNGOs
Forthepurposeoffinancialassistance,NonGovernmental Voluntary Organizations with legal status as a Society registered under Societies RegistrationAct1860orunderthecorresponding StateAct,asaTrustregistered undertheIndianTrustsAct,1982ortheCharitableandReligiousAct,1920 are eligiblesubjecttotheconditionsthat:
(i) TheRegistrationwithArticleofAssociationoftheOrganization should bethree yearsoldandcurrentlyvalid.
(ii) Asthisscheme isrelated toRD,i.e.ResearchProgramme,soresearch andother developmentactivitiesshouldclearly bementionedintheobjectivesofthe Organization.
(iii)Theannualreportsoflast 03yearsoftheOrganizationmustbesubmitted.
(iv) The Organization has a proven track record of working with people’s participation.
(v)TheOrganizationhasa BankorPostOfficeaccountforthelast threeyears.
(vi)The Organization needs to be submitted certified photocopies of Permanent
AccountNumber(PAN)andServiceTax No.etc.
(vii)The area of operation of the projects must necessarily be Research and
Development with relevance to the development of State of Madhya Pradesh.
(viii) TheOrganizationshouldhavesuccessfully completedatleastoneprojectwith assistanceeitherthroughCentral/Statefundingagency orsomeotherinstitutional sourceoffunding. (Enclose proof successful completion of project).
(ix)TheOrganizationshouldbebroadbasedandrepresentativein character.
(x) TheofficebearersandmembersoftheGoverningBodyoftheOrganization shouldnotberelatives. Thelistof presentExecutiveCommittee/GoverningBody shouldbeavailablealongwithinformationofFormNo.27ofRegistrar,Firms andSocietyProcedure.
(xi)TheBankAccountOperationshouldbebyjointsignaturesoftheofficebearers. (xii) TheincomeoftheOrganizationshouldnotbeonlyfromindividualdonations,
membershipfeeandloans.
(xiii) Beforeagrant isreleased,theGranteeshouldbeaskedto executeabondwithtwo sureties[a]hewillabidebytheconditionsofthegrantby thetargetdate,ifany specified therein [b]thathewillnotdivertthegrantandentrustexecution ofthe schemeorworkconcernedtoanotherinstitution(s)ororganization(s) [c]shall abideby any otherconditionsspecifiedintheAgreementandintheeventof his/herfailingtocomplywiththeconditionsorcommittingbreachofthebond, theGranteeandsuretiesindividually/jointlywillbeabletorefundtosanctioning grantauthority, theentireamount ofgrantwithinterestattherateasperhighest rateofBankdeposit.
(xiv)Incase,theorganizationhasitsbranches,theproposalmustbeforwardedand
submittedbyitsHeadOfficetotheCouncil.
(B)Investigators
(i)ThePrincipalInvestigatorand Co-Investigator mush haveDoctorate Degreeandprevious experience inthefieldoftheproposedstudy. The person who has submitted his/ her thesis and awaiting award of the same or pursuing research will not be considered for submission of research project. Importancewillbegiventotheprojectswhere preliminaryworkhasbeendoneonthetopicsubstantiatedbythepublications and in the interest of the State of Madhya Pradesh.
(ii) The Investigator can submit research proposal with three year’s minimum experience in relevant field.
(iii)ResearchproposalscanbesubmittedbytheScientist/Researcher/Academician whoisapermanentemployeeoftheinstitution/organization whereheworksand basicfacilitiesareavailabletohim/herforconductingtheresearch.(Enclose proof of being a permanent employee).
(iv) MaximumoneprojectwillbesanctionedtoaPrincipalInvestigator/ Co-Investigator at a timeso that newresearchersmayalsoavail theopportunityofthescheme. Fresh proposals will considered only after final completion of previous project.
3.ModusOperandi
1. Theapplicantwillsubmittheprojectproposalonprescribedformatpreparedas pertheguidelinesofMPCST. TheprojectwillhaveaPrincipalInvestigator who wouldberesponsibleforitsformulationandimplementation.Proposalmay be upto3yearsmaximum duration.
3. Theobjectivesofthe projectmustbe well definedandindicatingthelikely deliverables.
4. Thetechnicalprogrammeoftheschemehastobeascomprehensive aspossible, outliningallocationofworks,workscheduling,annualactionplan,etc.
5. Allprojectsproposalshavetoroutethrough theHeadofInstitutions andmustbe supportedwithallrelevantdocuments.
6. The proposals received will be screened and evaluated by the empowered committeeconstitutedforthepurpose.
4.FinancialSupport
TheCouncilwillprovidefinancialsupportforstaff,i.e.ProjectFellow@Rs
18,000/-for JRF (Junior Research Fellow) permonthforNET/GATE qualifiedcandidatesandessentialequipmentsandcontingencyfortheprojectoveraperiodof1-3 years. Thecomputerandsoftwarearenotallowedundertheproject. Theequipments willbecomethepropertyofthehostinstitutionsaftercompletionoftheprojectafter takingapprovalofMPCST. The equipment may be used by the other researchers as per prior approval of MPCST.
5. Release of Funds
Thecontingencyamountsanctionedfortheresearchprojectwillbereleased immediately.Salarywillbereleasedafterthesubmissionofthepapersrelatedto appointmentofthestaffundertheproject.Theremainingamountwouldbereleased afterreceivingthefollowingdocumentsintheprescribedformat.
(i)AnnualProgressReport.
(ii)AuditedStatementofExpendituresandUtilisationCertificate.
(iii)MidtermappraisalbyReviewCommitteeorExpertsafterpresentationbythe
PrincipalInvestigator.
6.Monitoring
ThePrincipalInvestigator shallsubmithalfyearlyandannualreportinprescribed formattimely totheMPCST.Thereportmustcontaindetailsabouttheworkdone, achievements,resultsanddulyauditedaccounts(incaseofannualreport).
The MPCST may inspect the said research at any point of time and the Head of the Institution and Principal Investigator must ensure the progress during inspection, failing to provide the same, strict action will be taken against the PI during the next Expert Group meeting.
Release of fundswill be withheldin the event ofnon-receiptofUtilization
CertificateandProgressReportsintimeorunsatisfactoryprogressofwork.
Oncompletionoftheproject,theProjectInvestigatorshallsubmittotheMPCST afinalreportintheprescribedformat,whichshallbeexaminedby the expertsgroupof MPCST, foridentifying projectresults,theirsignificance, andfollowuprequired therein.
TERMSANDCONDITIONSOFTHEGRANT
(Tobesignedandenclosedwithconcernedfilledproforma)
1. Approval of the Research Proposaland the grant released wouldbe for the specificprojectmentionedinthisproposalandgrantshouldbeexclusively spent ontheprojectforwhichithasbeensanctioned withinthestipulated time. The Instituteisnotpermittedtoseekorutilisefundsfromany otherOrganisation (Government, Semi Government, Autonomous or Private) for this research project. Anyunspentpartof amountwouldbesurrenderedtothe Councilthrough an account payee demand draft drawn in favour of “TheDirector General, MadhyaPradeshCouncilofScienceandTechnology, Bhopal”, andcarry forward offunds ofthenextfinancialyearforutilisation for thesameprojectmay beconsideredonlywiththespecificapprovaloftheCouncil.
2. TheImplementing Institute/PrincipalInvestigatorwillfurnishprogressreportof workontheprojectevery sixmonths. Theprogressoftheprojectwillalsobe reviewed/monitored atleastonceinayearbytheconcernedTaskForce/Project Monitoring Committee,etc. Inaddition,theCouncilshalldesignate Scientists/SpecialiststovisittheInstituteperiodicallyforreviewingtheprogress ofworkandforsuggesting suchmeasuresastoensureearlyrealisationofthe objectivesoftheproject. Oncompletion oftheproject,fivecopiesofa consolidatedreportoftheworkdoneonthesubjectwouldbesubmitted tothe Council.
3. TheInstitutewouldfurnish totheCouncilaUtilisation Certificateandanaudited statementofaccounts/expenditure dulysignedbythePrincipalInvestigator, the HeadoftheInstituteandtheHeadoftheFinanceWing,pertaining tothegrantat theendofeachfinancialyearaswellasaconsolidatedstatementofexpenditure atthecompletionoftheproject. Asrequiredtheywillsubmittheevidencesof expenditure(BillsandVouchersetc.).
4. AstampedreceiptissenttotheCouncilonreceiptoftheCheque/Demand Draft towardseach release.
5. TheInstitutewouldmaintainseparateauditedaccountsfortheproject. Ifitis found expedient tokeepapartorwhole ofthegrantinabank account earning interest,theinterestthusearnedshouldbereportedtotheCouncil.
6. Investigators/Institutes wishestopublishbooks/researchpapers/populararticles basedontheresearchworkdoneunder theCouncilprojectsshould acknowledge thefinancialsupportreceivedfromtheCouncil.
7. TheInstitutemaynotentrusttheimplementationoftheworkforwhichthegrant is being sanctioned to anotherinstitutionand to divert the grant receipts as assistancetothelatterinstitution. However,insuchsituationsthepriorexpert permissionoftheCouncilmaybeobtained. Incasethegranteeisnotina
position toexecuteorcompletetheproject, itmayberequired torefund theentire amountof grantwithinterestreceivedbyit,totheCouncil.
8. TheCouncilreservestherighttoterminatethegrantatanystageandalsoto recovertheamounts alreadypaidwithinterest, ifitisconvincedthatthegranthas notbeenproperly utilisedortheworkontheProjecthasbeensuspendedforany longperiodorappropriateprogressisnotbeingmade.
9. TheProjectwillbecome operative witheffectfromthedateof releaseof thefirst installmentfortheProject.
10. IftheInvestigator towhomagrantforaProjecthasbeensanctioned leavesthe Institutionwherethe Project isbeingimplemented,he/sheshallsubmitfivecopies ofcompleteanddetailedreportoftheworkdonebyhim/herontheProjectand themoneyspenttillthedateofhis/herreleaseandshallalsoarrange torefund the unspentbalance,if any.
11. Theentitymustbecomplied withrulesandregulationsonmatterofeconomyand efficiency.
12.The amount of all grantee institution shall be open in inspection by the
SanctioningAuthority/Auditwhenevertheinstitutionis calledupontodoso.
13. TheGranteeInstitutionisliabletorefundentiregrantwithinterestifthey shall abidebyanyotherconditionsspecifiedintheAgreement.
14. The SanctioningAuthorityhasrightstophysicalverificationof workperformance at thecostofGrantee Institution.
15. Allinformationfromthestageofproposalinprescribedformats(neatly typed), financialstatement,physicalprogress andtechnicaldatareports,FinalTechnical ReportshallbealsosenttotheCouncil.
16.Other terms and conditionswill be there as applicable in State Government
