The aim of the Service is to ensure that Young people leaving care from Manchester Children’s Services are properly prepared for their transition to independence through-

1.The provision of a range of services to ensure best outcomes consistent with Every Child Matters (ECM) and compliant with the National Standards for Leaving Care

2.Clear Pathway Plans completed within the time frame agreed with the Manchester Children’s Services and delivered in partnership

3.City wide multi agency approach to avoid duplication and aid best outcomes

4.Delivery on key targets around accommodation, ‘in touch’ and EET status of all young people accessing the Service

Initial Specific Responsibilities

The role is as a Team Manager within a Leaving Care Service. As such you will be responsible for the following:

  • Managing a team of Personal Advisors (Leaving Care) ensuring practice is in line with statutory requirements
  • Quality assure Pathway Plans and to ensure that these are SMART and aspirational in terms of supporting the YP to achieve.
  • Manage referrals into the service, assess eligibility and manage subsequent allocation processes.
  • Hold Team Meetings in order to share information, practice developments and share any arising issues with the Management Team for resolution
  • Act as Duty Manager on a rota basis, managing any issues that arise within the service and overseeing the delivery of an Emergency Support Service
  • Attend a variety of formal meetings in order to represent the Service and or on behalf of the CSM
  • Contribute to service development

Essential Additional Criteria (to be evidenced in conjunction with Generic Person Specification and Job Description competencies)

  • Knowledge of the Legislative Framework as is relevant to Care Leavers and associated Statutory Guidance
  • Experience of providing supervision within a performance management framework
  • Ability to deal with high volume and prioritise appropriately
  • Experience of applying safeguarding processes with regards to children and adults
  • Experience of managing Escalation processes and work professionally with multi-agency partners

The service is subject to funding until 31st March 2017 and if no further funding is secured then the post holder may be subject to TUPE or redundancy consultation.
