The Daviess County Board of Education met pursuant to notice for a Board meeting in Owensboro, KY on April 17, 2014 at 4:45 p.m. The meeting was held at the Daviess County Board of Education Office located at 1622 Southeastern Parkway.

Daviess County Board of Education members are: Mr. Frank G. Riney, III, Chairperson, Mr. P. Mike Clark, Vice-Chairperson, Mrs. Dianne B. Mackey, Ms. Merritt Bates-Thomas, and Dr. Randall E. King, M.D.

CALL TO ORDER

Roll Call / Prior to the meeting of the Daviess County Board of Education, the Board met for a Daviess County School District Finance Corporation Meeting at 4:30 p.m.
This was a special meeting due to a change in time. The meeting was properly advertised.
I. CALL TO ORDER
Mr. Frank Riney, Chairperson, called the meeting to order.
II. ROLL CALL
All Board members were in attendance. Superintendent Owens Saylor, Recording Secretary Peggy Inklebarger, Assistant Superintendent Julie Clark and Assistant Superintendent Matt Robbins were also in attendance.

VIII-A. Superintendent’s Remarks
Mr. Owens Saylor updated the Board of Education on current activities and welcomed everyone to the meeting. He shared experiences from the National School Boards Conference.
VIII-B. Recognition of High Attendance
Mr. Gray presented the schools with the highest attendance the traveling attendance banner to display in their building.
VIII-C. Recognition of Burns Middle School Problem Solving Team Winners
The Board congratulated Madison Morrison and Lea Rhinerson for earning first place honors. The team placed second and will advance to the International level of competition.

XI-B. Consideration and Approval of a Resolution Authorizing a Contract Rent and Lease with the Daviess County School District Finance Corporation, and Approving All Other Documents in Connection with the Proposed Daviess County School District Series 2014A Bond Issue
The Series 2014A bonds are issued to finance the following:
Daviess County High School renovations
Country Heights Elementary School renovations
Mr. Matt Robbins recommended the Board approve the 2014A Bond Issue.
Merritt Bates-Thomas moved to approve the recommendation and Dianne Mackey seconded.

XI-C. Consider Approval of Engagement Letter and Independent Auditor’s Contract with Riney Hancock CPA’s PSC for 2013-14 Audit.
Our 2012-13 annual audit was completed by Riney Hancock CPAs PSC. As required by regulation, the Board must contract with an auditing firm for the current year by April 30. The audit contract is a standard contract required by the Kentucky Department of Education for all school districts in Kentucky.
The final executed contract will be sent to KDE.
The fee for the FY2014 audit is $35,875. The fee for the FY2013 audit was $36,590. This year’s fee represents a reduction of ($715) or 1.95% less than FY 2013.
Mr. Matt Robbins recommended the Board approve the engagement letter and audit contract with Riney Hancock CPAs PSC to perform the 2013-14 annual financial audit.
Mike Clark moved to approve the recommendation and Dianne Mackey seconded.

XI-D. Consider Approval of Bid # 14-02 (Custodial Paper Products)
Bid # 14-02 (Custodial Paper Products) was opened on Thursday, March 27, 2014. Bids were mailed to twelve prospective bidders and nine bids were received for evaluation.
Samples were required for all bid items. Maintenance’s custodial staff reviewed the samples and gave input as to which vendor the bid should be awarded.
Mr. Matt Robbins recommended the bid be awarded and approved as indicated below.
Mr. Mike Clark moved to approve the recommendation and Ms. Merritt Bates-Thomas seconded.
Voting yes: All Board members.
XI-E. Consider Approval of the Bid # 14-03 (Instructional Supplies)
Bid # 14-03 (Instructional Supply Catalog & Central Warehouse Inventory) was opened on Tuesday, April 1, 2014. Twelve invitations to bid were mailed to prospective bidders and six were received for evaluation. This bid covers the period of July 1, 2014 through June 30, 2015.
Mr. Matt Robbins recommended the Board approve and award the Instructional Supply Catalog portion of the bid to Teacher’s Aide (20%) and Wal-Mart (shelf price). Both vendors have supplied our district in the past and have done an excellent job servicing our schools. It is very helpful to have both local vendors approved due to the variety of unique items each vendor supplied. It should also be noted that the other vendors submitting instructional catalogs, School Specialty, Travis School and Kurtz Brothers, are approved through our educational purchasing cooperatives (GRREC and KEDC) at the same terms provided to us in this bid.
He recommended the Warehouse Inventory portion of the bid be awarded based on the low bidder and in the event of a tie, the award went to the vendor with the most overall items. This portion of the bid covers the period of of May 1, 2014 through April 30, 2015.
Dianne Mackey moved to approve the recommendation and Merritt Bates-Thomas seconded.

XI-F. Consider Approval of Bid #14-04 (Office Supply Catalog and Office Furniture Discount)
Bid # 14-04 was opened on Tuesday, April 1, 2014. Eight invitations to bid were mailed to prospective bidders and five were received for evaluation. This bid covers the period of July 1, 2014 through June 30, 2015.
Mr. Matt Robbins said “We recommended awarding the Office Supply Catalog portion of the bid to Office Equipment Company (33% discount) and Petter Supply (37%) discount). Office Max is an approved KPC vendor and we also recommend them.
We also have a component of the bid for Office Furniture. We requested vendors to bid a discount off of the manufacturer list prices for Hon products. In evaluating the best overall value, we recommend awarding the bid to Petter Supply.”
Mike Clark moved to approve the recommendation and Merritt Bates-Thomas seconded.

XI-G. Consider Approval of Bid #14-06 (Printer Toner and Service)
Bid # 14-06 (Printer Toner and Service) was opened on Tuesday, April 1, 2014. Ten invitations to bid were mailed to prospective bidders and five bids were received for evaluation. This bid covers the period of May 1, 2014 through April 30, 2015.
Mr. Matt Robbins said “This bid is for toner cartridges and services for district printers. Section 1 represents toner we stock in our warehouse. Section II represents other toner commonly used in the district. All cartridges bid are remanufactured.
This bid also included any service relating to the remanufactured cartridges. This would include cleaning of any cartridges that leak and replacement of those cartridges. Because the bid includes services, we recommend awarding the entire bid to one vendor.
Based on price, references and service provided, we recommend awarding this bid to Laser One.”
