REQUEST FOR PROPOSAL

LAWN CARE SERVICES

The City of Lake Saint Croix Beach is soliciting proposals from qualified lawn care providers to mowing, trimming, and related lawn care services to the city’s parks, trail, levee, and public lands. A three (3) year agreement with the City is preferred, beginning January 1, 2015 through December 31, 2017. Based on satisfactory performance, the City may extend the agreement for two (2) additional years without solicitations from other firms. In the event of unsatisfactory performance, or when in the best interest of the City, proposals may be solicited before the end of the three year period.

The Lake St. Croix Beach Parks Commission, with the assistance of the City Clerk/Administrator will evaluate the proposals and make a recommendation to the City Council at the October 20, 2014 City Council meeting. The City Council will make the final decision in awarding the Contract. At the discretion of the City of Lake Saint Croix Beach, providers submitting proposals may be requested to make oral presentations as part of the evaluation process.

The City of Lake Saint Croix Beach does not express or imply any obligation to reimburse responding providers for any expenses incurred in preparing proposals in response to this request. If your firm would like to consider this engagement, we invite your response postmarked no later than October 1, 2014, with two (2) copies of the proposal mailed in a sealed envelope, and also one electronic copy in PDF format e-mailed to . BACKGROUND

The City of Lake St. Croix Beach (population 1,140) is located on the eastern border of Washington County along the scenic St. Croix River. Located just two miles south of Interstate 94 at Exit 258, The City is bounded on the north by the City of Lakeland, the south by the City of St. Mary's Point, the west by the City of Afton, and on the east by the Minnesota/Wisconsin boundary in the St. Croix River.

The City of Lake St. Croix Beach has two municipal parks, a beach, and a portion of the St. Croix Valley Bike Trial runs through the city. In addition, to the parks and trails, the city owns other public lands, including but not limited to, levees, city hall, right-of-ways, and ditches that need to be mowed and/or fertilized or controlled for weeds.

SUBMISSION

The written proposal should include all attachments and exhibits, submitted as follows: two (2) copies of the written proposal mailed to the City of Lake Saint Croix Beach, and one (1) electronic copy of the proposal e-mailed to the City in PDF format. Proposals received after the deadline will not be accepted. Modifications or corrections received after the closing date will be rejected.

For the city to accept the proposal, the provider must complete all of the following:

1)  Cover letter. Provide company name, address, telephone, fax, and email, as well as the contact name, phone number and email address of the person submitting the proposal.

2)  Attachment A. Please complete all sections of Attachment A, including Part I and Part II.

3)  Provide a copy of a Certificate of Insurance naming the City of Lake St. Croix Beach as a certificate holder. The amount of insurance coverage shall include at a minimum:

A.  A single limit or combined limit or excess umbrella general liability insurance policy of an amount of not less than $500,000 for property damage arising from one occurrence, $500,000 for bodily injuries, damages, and/or death to any one person, and $1,500,000 aggregate, for total bodily injuries, damages, and/or death arising from any one occurrence.

B.  A single limit or combined limit or excess umbrella automobile liability insurance policy, if applicable, covering owned, non-owned and hired vehicles used regularly in the provision of services under this Agreement, in an amount of not less than $500,000 per accident for property damage, $500,000 for bodily injuries, damages, and/or death to any one person, and $1,500,000 aggregate, for total bodily injuries, damages, and/or death arising from any one accident.

C.  Workers Compensation Insurance and employers liability as required by law including all states endorsement in an amount of $100,000 for each occurrence.

D.  A list of three work related references with their name, address, and contact name and number.

The evaluation process consists of the following steps:

  1. The Parks Commission, on or after October 7, 2014, with the assistance of the Interim City Clerk/Administrator will evaluate, select and recommend proposals to the City Council.
  2. Selection of the successful proposal will be at the sole discretion of the City Council. The City Council reserves the right to reject any or all proposals.

INQUIRIES

Should any discrepancies or omissions be found in the RFP or if there is a question as to their meaning, the provider shall notify the City at once. All questions/inquiries must be received by e-mail at no later than September 30th.
