The Townsville Sailing Club in conjunction with Yachting Queensland invites you to attend the Inaugural Sail Townsville 2013 Regatta’s and participate in the following events:

Queensland F18 State Championships

Friday 23rd – Sunday 25th August

Queensland Tasar State Championships

Saturday 24th – Sunday 25th August

Kite Townsville Championships

Friday 30th August – Tuesday 3rd September

Sail Townsville Open Dinghy Regatta

Friday 30th August – Sunday 1st September

North Queensland Youth Championships

Friday 30th August – Sunday 1st September

INVITATION

The Townsville Sailing Club, as the Organising Authority, in conjunction with Yachting Queensland, invites applications for entry into the inaugural Sail Townsville Regatta to be conducted on the waters of Cleveland Bay.

The regatta is open to all “Off the Beach” classes, and will incorporate the following events:

·  Queensland F18 State Championships – Friday 23rd August – Sunday 25th August

·  Queensland Tasar State Championships – Saturday 24th August – Sunday 25th August

·  Kite Townsville Championships – Friday 30th August – Tuesday 3rd September

·  Sail Townsville Open Dinghy Regatta – Friday 30thAugust – Sunday 1stSeptember

·  North Queensland Youth Championships – Friday 30thAugust – Sunday 1stSeptember

1.  RULES

a.  The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

  1. Prescriptions and Special Regulations (SR)- Part 2 (for Off the Beach Boats) of Yachting Australia Inc (YA) will apply to the regatta, except for Kiteboards, whereby only SR5.01 will apply
  2. Class Rules, where applicable, will apply
  3. Appendix F will apply for North Queensland Kite Board Championships
  4. If there is a conflict between languages, the English text will take Precedence.

2.  ADVERTISING

  1. All advertising will be in accordance with ISAF Regulation 20.
  2. Boats may be required to display advertising chosen and supplied by the organising authority.

3.  ELIGIBILITY AND ENTRY

All competitors must be a current financial member of an affiliated yacht/sailing club and hold a current Yachting Australia Silver Card

a.  Kite Townsville Championships

Competitors shall be members of a National Kiteboarding Class Association in good standing with the IKA. National Associations shall be paid up members of the IKA. Proof of this must be provided on request.

b.  Queensland F18 State Championships

Open to F18s competitors who are current financial members of the Australian F18 Association and have a valid measurement certificate. Boats shall comply with class rules and shall possess a current measurement certificate (Copy to be submitted at Registration)

c.  Sail Townsville Open Dinghy Regatta

The regatta is open to all “Off the Beach” classes. Subject to numbers of entries, boats may be allocated to divisions based on current yardsticks. There are no age limits.

d.  Queensland Tasar State Championship

Open to Tasar competitors who are current financial members of the

Qld (Nth or Sth) Tasar Association. Boats and crew must comply with class rules and may be required to undergo measurement and weight scrutiny at any time during the Regatta.

e.  North Queensland Youth Championships

·  The regatta is open to the following international classes:

·  International Optimist

·  Laser 4.7

·  Laser Radial (Girls and Boys)

·  International 420 (Girls and Boys)

·  29er

·  Sailboard (Girls and Boys)

·  BicTechno (Girls and Boys)

·  Hobie 16

·  O’pen Bic

·  The regatta is open to the following national classes:

·  Sabot 1up and 2up

·  Pacer

·  Flying Eleven

·  125’s

  1. All competitors shall apply with rule 46 and 55.
  2. All competitors shall be under 19 years at the start of the regatta.
  3. Proof of age and Yachting Australia membership shall be required.
  4. Eligible boats may be entered by completing online registration through the Townsville Sailing Club Website or the Yachting Queensland Website, together with the required fee to Townsville Sailing Club by no later than Friday 16th August 2013.

4.  FEES

Required fees are as follows:

·  Kite Townsville Championships – $250

·  Queensland F18 State Championships – $180

·  Sail Townsville Open Dinghy Regatta – $110

·  North Queensland Youth Championships – $80

·  Queensland Tasar State Championships – $110

Entry includes tickets to any welcome and presentation functions and a regatta T-shirt

5.  SCHEDULE OF EVENTS:

6.  MEASUREMENTS

Each boat shall comply with the relevant measurement criteria as per their class rules.

7.  SAILING INSTRUCTIONS

The Sailing Instructions will be available at registration. Sailing Instructions may be available earlier via the official website –

8.  VENUE

The venue will be the Townsville Sailing Club located at 3 Mariners Drive, Breakwater Marina, Townsville, QLD, Australia 4810. The competition sailing will take place on the waters of Cleveland Bay directly off the “Strand Foreshore”.

9.  COURSES

The courses will be trapezoid with inner and outer loops, windward/returns or triangles. All courses will be detailed in the Sailing Instructions

10.  SCORING

  1. The Low Point Scoring System of Appendix A will apply.
  2. Three (3) races are required to be completed to constitute a series.
  3. When from five (5) to six (6) races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
  4. When from seven (7) to ten (10) races have been completed, a boat’s series score will be the total of her race scores excluding her worst two score.
  5. When nine (11) or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst three scores.

11.  SUPPORT BOATS

Support boats shall be identified with a white flag displaying the sail numbers of boats represented. All support boats are required to register at the Regatta Office prior to the regatta.

12.  RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

13.  TELEVISION AND MEDIA

Attendance at a media/press conference each day may be required for the top three competitors as well as individual heat winners. Suitable notification will be given.

14.  RIGHTS TO USE NAME AND LIKENESS

By participation in an event, a competitors automatically grants to the Organising Authority and the sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at the discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of the competition for said event in which the competitor participated and in all material related to the said event without compensation.

15.  PRIZES & DIVISIONS

  1. Prizes will be given as follows:
  2. Prizes will be awarded to 1st, 2nd and 3rd in each class/division.
  3. Other prizes may be awarded at the discretion of the race committee.

Minimum six (6) entries are required to establish a class/division.

16.  DISCLAIMER OF ENTRY

Competitors participate in the regatta entirely at their own risk. See Rule 4 (Decision to Race). The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17.  INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10m per event or equivalent.
