announces a Call for Project Proposals

„One-off[1] national publications for groups vulnerable to HIV”

Call for proposals is announced within the framework of the Programme “Overcoming HIV/AIDS epidemics in Ukraine” implemented by the International HIV/AIDS Alliance with a support of the Global Fund to fight AIDS, Tuberculosis and Malaria.

ICF “International HIV/AIDS Alliance in Ukraine” (hereinafter – “CFP organiser”) is an international charitable foundation, providing support to communities and community action playing valuable and effective role in the response to the HIV/AIDS epidemic.

The International HIV/AIDS Alliance in Ukraine prioritises community support to reduce HIV infection in the population groups most vulnerable to HIV, develop community support for HIV-positive people and those close to them, reduce the stigmatisation of, and improve services for, people living with HIV and those groups most vulnerable to HIV, and identify, share and replicate best practice in most effective public response to the epidemic.

Justification of the CFP

According to Ukrainian and international experts the number of HIV-positive people in Ukraine now exceeds 1% of adult population, and this index is growing dangerously fast. Without a coordinated response to the epidemic HIV morbidity rates may reach by 2010 1 million 440 thousand people. Groups, most vulnerable to HIV, are injecting drug users, female sex workers, people living with HIV, men having sex with men and prisoners.

Information, Education and Communication materials are crucial to HIV-risk reduction among vulnerable groups and can make a significant contribution to slowing the epidemic. IEC materials attract clients to projects which work on HIV/AIDS issues, explain the aims of prevention work, introduce and reinforce paradigms of safer behaviour, and provide an opportunity for active participation of vulnerable groups in project work (materials development).

In order to support Ukraine in its response to HIV/AIDS epidemic, the Global Fund to fight AIDS, Tuberculosis and Malaria (hereinafter - GF) provided Ukraine with a grant for considerable increase of programme activities towards overcoming of the epidemic.

The International HIV/AIDS Alliance in Ukraine, as a temporary principal recipient of the GF grant, invites non-profit organisations with experience of working on HIV/AIDS issues with vulnerable groups to take part in a CFP for publications (booklets or leaflets) for regional distribution for the following groups and covering the following topics:

For injecting drug users:

A comprehensive booklet on Hepatitis A, B and C (urgency substantiation, definition, causes, symptoms, treatment, prevention)

A booklet on psychological dependence (formation, symptoms, overcoming methods, counselling)

A booklet for clients of substitution therapy programmes (what is ST, who might require therapy, ST and ART, advantages and disadvantages)

A booklet on trombophlebitis (urgency substantiation, definition causes, symptoms, treatment, prevention)

For prisoners:

A booklet taking into account the specifics of this group covering general HIV/AIDS, tuberculosis and hepatitis prevention and care, and principles of harm reduction

A periodical publication (newspaper, newsletter) covering the above topics

Men having sex with men:

A booklet taking into account the specifics of this group covering general HIV/AIDS and other STI prevention and care, and types of services available

Sex workers and their clients:

A booklet taking into account the specifics of this group covering general HIV/AIDS and other STI prevention and care, and types of services available

Subject and goal of CFP

Subject of CFP is a project proposal, which meets the requirements of this announcement and aims to arrange information and education work among groups vulnerable to HIV.

The goal of the CFP is to increase the access of people vulnerable to HIV to accurate, relevant materials promoting safer behaviour and developed with their participation.

CFP participation conditions

Invited to participate are non-governmental organisations which meet the following criteria:

-At least one year experience of working with vulnerable groups on HIV/AIDS issues in Ukraine

-Experience of publishing IEC materials for and with vulnerable groups

The organisation, which applies for publication of two of three IEM, should submit separate project proposals on each publication. If the organisation is recognised as a winner on more than one publication, these different activities can be united into a single project.

Project requirements

Project submitted should meet the following criteria:

  • Conformity with the application form attached.
  • Realistic and achievable plans proposed.
  • Availability of capacities in the organisation to carry out activities proposed.
  • Participation of vulnerable group members in the development and implementation of plans and activities under the project.
  • Coordination of measures with the same types of activity, taken by other organisations.

The project will run for four months after the grant agreement signing.

The organisation should produce one booklet or leaflet or, if a periodical for prison inmates, at least two issuesduring the project term. Only those projects that fully meet CFP requirements will be accepted. The group of experts elected by CFP organiserat their own discretion determines the consistency of plans and application forms submitted with CFP requirements. The participants agree that CFP organiser does not return the materials at any stage of their processing, unless a special request from the participant executed in writing is duly sent to the CFP organiser.

Selection of CFP winner, remuneration.

CFP winner will be recommended by the Expert Committee after the assessment of project proposals. Application Assessment Committee will select up to 12 (twelve) most effective, relevant and realistic projects in accordance with the subject and goal of CFP and criteria stated above. The Committee makes assessment of project proposal at its own discretion, on the basis of its understanding of the goals and tasks of the CFP.

Application Assessment Committee may determine the successful project proposal under condition that the successful candidate introduces its recommendations to the proposal. The final decision concerning the winner is taken by CFP organiser.

The remuneration of the successful candidate will be provision of funding for the project of the winner in accordance with the budget, submitted with the project proposal taking into consideration the recommendations of the Application Assessment Committee (in the amount up to 7000 US Dollars depending on the assessment of the project by the Committee). The successful organisation will also receive advisory and methodological assistance on related HIV/AIDS issues.

The liability of the CFP organiser does not exceed the remuneration amount, stipulated by CFP conditions.

For participation in CFP you should submit project proposal and budget, drawn up in accordance with the relevant forms, provided with this announcement, and supplements to the project proposals, listed in the application form.

CFP organiser is not liable for the performance of Ukrainian mail, for any mail faults in view of which the materials (application form and any other documents, required for participation in CFP) were not delivered / delivered with a delay, were lost or damaged; for the performance of communication operators; in force majeure circumstances. CFP organiser is not liable for the failure to contact CFP participant, in the event when any of participant’s information communicated is not correct. The participants are solely liable for the accuracy of the information provided by them.

In the event of controversial interpretation of CFP conditions and/or issues, not stipulated by CFP conditions, the final decision is to be taken by CFP organiser. The decision of CFP organiser is final and is not subject to any appeal.

Project proposal submission deadline is 21 January 2005 (by postage mark).

  • Project proposals submitted to the ICF “International HIV/AIDS Alliance in Ukraine” after the deadline stated above will not be considered.
  • Grants will not be provided to the commercial organisations, political parties and physical persons.
  • CFP materials are not subject to any reviews.
  • Successful organisations will be notified within 3 weeks from the project proposals submission deadline.
  • The reasons of rejection or accepting of the project will not be communicated or explained.
  • CFP results will be published on the web-site of International HIV/AIDS Alliance in Ukraine

[1]In the framework of this project it is also possible to produce periodical publications for prisoners. Periodical publications for other vulnerable groups shall not be considered under this Call for Proposals.
