Item 13/01 Chairman’s welcome
The Chairman welcomed the District Councillor, Councillors, Police Officers and members of the public to the monthly meeting.
Public Forum
Matters raised were the condition of Station Road. It was agreed to request Highways to survey and repair.
Town and Country Planning Act – Enforcement – regarding the condition of verges outside some properties.
Empty property in Stain Lane adjacent to Glendene. It was agreed to notify Planning Enforcement for attention.
Item 13/02 Apologies for absence
Apologies were received and accepted from County Cllr Palmer, Cllr Smith and Cllr Mrs Simpson.
Item 13/03 Declarations of Pecuniary Interest from members in accordance with Localism Act 2011
None.
The Chairman invited Police Officers to make their report.
PC Palmer circulated copies listing the recent offences investigated in the local area to Councillors. The officers verbally outlined the major issues, responding to questions raised by Councillors.
The Chairman thanked the officers for their attendance and they left the chamber at 8.05 pm.
The Chairman invited the District Councillor and Mr Roworth of Natural England to speak.
District Cllr Mrs Harrison stated that she had historical correspondence filed since 1979, including bridleway right issued by LCC. There is evidence of use, although in 2005 there was an accident between a kite buggy and horse rider which became a Health and Safety issue. Legitimised permits were issued to a limited number of local riders with the privilege of riding on both sides of the dunes. A Liaison Group comprising Simon Cooter from Natural England, the District Councillor and representatives from Theddlethorpe, Saltfleetby and Skidbrooke with Saltfleet Haven Parish Councils met regularly to discuss matters.
Mr Roworth affirmed that nothing had changed since the time of Simon Cooter leaving. Horse riding had not been prevented and was in fact welcomed. The only problem was the quad bike access through Churchill Lane.
The Chairman agreed with the District Councillor that there should be a compromise for local use. He considered that this might apply to a maximum of 20 local residents, and he requested a return to the former facility.
It was agreed to write to Natural England with a view to restoring the liaison between NE and the Parishes, and the freedom of local riders to exercise their horses with minimal restriction.
Cllr G Marriott-Dodington highlighted the amount of litter in Sea Lane car park since litterbins had been removed.
Mr Roworth advised that there is an ongoing problem with dog fouling.
Mr Roworth was invited to have the NNR leaflet included on the Parish Council website.
The Chairman thanked Mr Roworth for his attendance and he left the chamber at 8.40 pm.
Item 13/04 To resolve to advertise for the appointment of Parish Clerk
Councillors agreed that the notice given in the December issue of Marshlander was acceptable for any potential candidate for the appointment to apply.
Mrs Natalie Fenner was the only applicant. Her professional experience and recent appointment as Clerk to Skidbrooke with Saltfleet Haven Parish Council, made her a most suitable candidate.
It was unanimously resolved that Mrs Fenner be appointed with effect from 1st March 2013, with a review and appraisal by the Chairman and Vice Chairman in August 2013.
Item 13/05 Minutes of the monthly meeting held on 22nd November 2012
It was proposed by Cllr Mrs Lister, seconded by Cllr Handley and resolved that the minutes of the meeting held on 22nd November 2012 were correct. They were duly signed and passed as a true record by the Chairman.
Item 13/06 District Councillor’s Report
District Councillor Mrs Harrison advised that ELDC was required to save £2m on Council Tax base for 2013/14.
Item 13/07 Chairman’s Report
The Chairman recorded his appreciation to Highways for their excellent work in recent adverse conditions.
He advised that he has still to talk with Martin Gill and other potential maintenance contractors.
Cllr G Marriott-Dodington noted that gritters were out over the Christmas period when warm conditions had been forecast. He considered this to be a waste of public money.
Cllr Miss Sheppard advised that a defibulator had been obtained for the Primary School. This would be available to the community and training courses for volunteers are being arranged.
Item 13/08 Clerk’s Report – Financial Statement
Financial Statement for January was circulated and agreed by Councillors.
To resolve payment to Clerk – Postage/Stationery/Travel – October-January - £59.55
Proposed by Cllr Handley, seconded by Cllr Miss Sheppard and resolved unanimously to pay this invoice.
To resolve Precept on ELDC for financial year 2013/14
Following discussion on the potential outgoings for the coming year it was proposed by Cllr G Marriott-Dodington, seconded by Cllr Miss Lister and resolved unanimously to Precept the sum of £7,600 on ELDC for financial year 2013/14, increase of 4.8% on the current financial year.

Item 13/17 Reports from outside bodies
Councillors were advised that ConocoPhillips had arranged for the new central heating installed in the Village Hall.
Painting was also ongoing in the Village Hall.

The next monthly meeting will be held in Dilys Jones Room commencing 7.30 pm - Thursday, 28th February 2013.
There being no other business, the Chairman declared the meeting closed at 9.55 pm.
