MINUTES HELENA CITY COUNCIL
REGULAR MEETING
September 12, 2016
The Council of the City of Helena met in a regular scheduled meeting on Monday night, September 12, 2016 in the Helena Municipal Building at 6:00 P.M., regular place and time for holding said meetings.
Council President Cris Nelson called the meeting to order at 6:00 P.M.
Leigh Hulsey led prayer.
The Pledge of Allegiance was led by Mike Jones.

Members: Mayor Hall, Cris Nelson, Leigh Hulsey, Mike Jones, and Harold Woodman
Absent: Leslie Bartlett
Visitors: Alice Lobell, Laura Joseph, John Wilder, Dan Dearing, Pete Folmar, Chad Campbell, Bill Miller and others (list attached)
Council President Cris Nelson declared a quorum present and meeting was open for business.
5. Minutes Approved/Corrected from Prior Meeting(s)
Harold Woodman motion to approve the Pre-Council minutes and Regular Meeting Minutes from August 22, 2016 with a second by Leigh Hulsey.
AYE: Leigh Hulsey, Mike Jones, and Harold Woodman
NAY: None
ABSTAIN: Cris Nelson
Motion carried.
6. Bills
Mike Jones made a motion to approve the bills with a second by Harold Woodman.
AYE: Cris Nelson, Leigh Hulsey, Mike Jones, and Harold Woodman
NAY: None

7. Report from Mayor Hall
Mayor Hall advised the following: Thanks Council for all their hard work on budget; Advised that Colonial Pipeline had a leak and it outside the city limits, with no threat to the city.
8. Resolution 09122016- Holidays for City Employees 2016-2017 Fiscal Year
Leigh Hulsey made a motion to approved Resolution 09122016 with a second by Mike Jones.
AYE: Cris Nelson, Leigh Hulsey, Mike Jones, and Harold Woodman
NAY: None
Motion carried.
9. Clastran- Matching fund request for FYE 2015-2016 services
Mike Jones made a motion to approve the matching funds request with a second by Harold Woodman.

10. Leigh Hulsey made a motion for immediate consideration to add to agenda expense up to $6,000.00 for firewall protection for the Fire Department with a second by Harold Woodman.

NAY: None
Motion carried.
Mike Jones made a motion to approve up to $6,000.00 for firewall protection for the Fire Department with a second by Leigh Hulsey.

11. Proclamation- Family Day-September 26, 2016-Alabama Family Rights Association and the Exchange Club of Shelby County.
Brenda Walker was present and advised that Family Day is on September 26, 2016 and thanked the City for their support.
Leigh Hulsey made a motion to approve Proclamation proclaiming September 26, 2016 as Family Day with a second by Harold Woodman.

12. Proclamation-September Histiocytosis Awareness Month
Mike Jones made a motion to approve Proclamation proclaiming September as Histiocytosis Awareness Month with a second by Harold Woodman.

NAY: None
Motion carried.
13. Proclamation- Constitution Week- September 17-23, 2016
Mayor Hall went over the Proclamation proclaiming September 17-23, 2016 as Constitution Week, no motion needed.
14. Presentation of the 2016-2017 Helena Teen Council
The following are the Helena Teen Council for 2016-2017: Taylor Causey, Sarah Collins, Lauren Decroes, Taylor Hinch, Kerrian Pruitt, Will Rogers, and Caylie Yarborough.
The following are the Helena Teen Council Ambassadors for 2016-2017: Natalie Blocker, Jacob Bradford, Lauren Caver, Kirsen Gardner, Morgan Jacobs, and Madison Laney.

15. Council Comments
Harold Woodman: Welcomed Laura Joseph and Alice Lobell; Thanks to all the Helena Teen Council; Thanked Cris Nelson and advised she was a wonderful leader.
Mike Jones: Welcomed and thanked the new teen council/ Thanked Cris Nelson; Thanks to the fire/police department on all they have done at Colonial Pipeline.
Leigh Hulsey: Dido to all that has been said.
Cris Nelson: Dido as well to all that has been said and thanks all for help on budget and it should be approved in two weeks.

There being no further business Harold Woodman made a motion to adjourn meeting at 6:21 P.M with a second by Mike Jones .
