REPORT OF THE HEAD OF TRANSPORTATION SERVICES

ON OBJECTIONS TO TRAFFIC REGULATION ORDERS
1  Matter for Consideration

1.1.  To consider objections to recently advertised Orders

2. Recommendation

2.1  Recommendations on those Orders which have prompted objections are included on the attached sheets.

3.  Information

3.1  The following Orders for waiting restrictions have been recently advertised:-

(a)  Constitution Hill Road – waiting restrictions

(b)  Rossmore Road/Good Road – waiting restrictions

(c)  Alton Road and Wyndham Road – waiting restrictions

(d)  Windsor Road – No waiting outside the school

3.2 Representations have been received in respect of all four items, and these have all been circulated to the Committee members. The representations to items i) to iii) are summarised, and recommendations made on the attached sheets. There was only one representation to item iv), a letter of support. The Order has therefore been made as advertised.

Summary of Proposals / No waiting at any time along both sides between Hatherden Avenue and Heathlands and a short extension to the restrictions on the western side of the road at the junction with Ringwood Road
Objections and Support / Two letters of objection and one letter of support have been received.
The two objectors suggest that parking should be retained along one side of the road, one suggests that the restrictions should be on the eastern (residential) side of the road.
A local resident has written to support the restrictions but expressing concerns that the parking will merely be displaced to other parts of the road.
Conclusion / The restrictions have been proposed on response to concerns about obstructed visibility it the Jelicoe Close junction and the Fourways access.

Summary of Proposals / Waiting restrictions to protect the junction.
Objections / An objection has been received from No 49A Good Road. The resident feels that the restrictions are not needed. He has parked his van outside his house for many years without any obvious problems.
Conclusion / The restrictions have been proposed to keep the junction clear of parked cars. Parking is predominantly associated with the nearby shop, but it is inappropriate to park at a junction at any time.

Location / Alton Road and Wyndham Road area
Ward / Parkstone
Summary of Proposals / Waiting restrictions on both sides of Alton Rd and at the junctions with Corfe View Road and Windsor Road. Waiting restrictions on the southern side of Wyndham Road and at the turning head.
Objections / 9 letters of objection have been received (one was a petition with 8 signatures). Eight of the objections come from residents of Alton Road and Powell Road (some residents of Powell Road park in Alton Road), and a resident of Corfe View Road.
The objectors suggest that there is no need for the restrictions apart from short periods at school times. They feel that the restrictions could lead drivers to travel faster along the road and would merely displace the parking elsewhere.
Some residents object that the restrictions would them parking close to their homes. Some objectors expressed concerns that school clildren could be put at greater risk if their parents are forced to park further awy from the school.
One resident suggested that the lines are only needed at the brow of the hill and at the top end of Windsor Road.
A parent of a child at Baden Powell School has objected that the restrictions will force her to park further away from the school.
Support / Two letters of support have been received from residents of Wyndham Road.
Two local residents wrote asking for yellow lines between Windsor Road and Corfe View Road shortly before the proposal was advertised.
Conclusion / The proposal was prompted by a petition from local residents.The extent of the restrictions could be reduced to apply only in Wyndham Road, at the junctions and on the brow of the hill.
Recommendations / that the restrictions are confirmed in Wyndham Road and at the Alton Road junctions with Windsor Rd and Corfe View Road.
