Active in Myanmar since 2005, the award-winning non-profit organisation Yangon Film School (YFS) gained a unique reputation for providing solid filmmaking skills to a new generation of filmmakers in Myanmar.

Yangon Film School brings together ethnically diverse, often disadvantaged, talented and passionate young men and women in Myanmar with experienced professionals for intensive training programmes held in Yangon and other sites across the country.

The School’s vision is to establish Yangon Film School as a permanent,Myanmar-run centre of excellence in film production training in Myanmar, spearheading a growing community of film professionals that will promote the country’s transition to a democratic nation.

We believe that the position of Country Director at Yangon Film School in Myanmar represents a great opportunity for an experienced and visionary project management professional to make a significant contribution to the growth of the School during an exciting time in the country’s development.

Summary of Position

The Yangon Film School Country Directorwilloversee implementation of the School’s curriculum and all other operations in Yangon, Myanmar. He or she will manage finances and administration and lead fundraising efforts for long-term sustainability. The positioninvolves working with diverse stakeholders including students, staff, partners and donors, while pursuing YFS’ vision. The key qualities sought for this position are robust project managementskills including reporting to an array of donors as well as demonstratedtrust-building and leadership skills.A knowledge of Myanmar and film and/or media is an advantage.

The YFS Country Director reports directly to the School’s HQ in Berlin which exercises constant oversight, but alsoto the YFS Steering Committeein Yangon in quarterly meetings. The position, which is based in Yangon and will commenceon 15March 2016,is for a 9-month contract initially, with an option to extend pendingperformance and financial resources.

Responsibilities (inexhaustive list)

  • Oversee implementation of the Yangon Film School’s programme of film trainings and other activities in Myanmar;
  • Serve as Yangon Film School’s representative in Myanmar, establishing and maintaining excellent relations with the government, students, donors, media and local film industry and development sectors and civil society;
  • Take full responsibility for the financial management of Yangon Film School in Myanmar including budget management and financial reporting;
  • Ensure implementation of local financial management system and standard operating procedures, ensuring full legal and donor compliance and alignment with YFSand donor’s policies;
  • Monitor and evaluate results achieved by different projects and the programme as a whole;
  • Identify local and international partners for multifaceted project strandsincluding outreach and film conservation programmes;
  • Identify funding opportunities and other financial partnerships;
  • Work with HQ to lead fundraising efforts for newprojects and assist in proposal writing and budgeting;
  • Ensure that relevant HQ staff receive appropriate material for their communication and fundraising activities;
  • Ensure high programme quality drawing on the School’s robust film education methodologies;
  • Stay abreast of the international filmmaking and film-educational field to ensure that the School’s work remains innovative and professional;
  • Work together with the YFS HQ in Berlin to create a long-term programme and exit strategy for YFS Myanmar;
  • Recruit and manage programme staff in Myanmar and oversee ongoing capacity-building efforts in staff members;
  • Be directly engaged in the continued development of the organisation, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its institutional learning efforts.

Qualifications

  • At least 5 (five) years’demonstrated experience in project and grant management including budgeting,fundraising and reporting;
  • Bachelor’s degree in a related area required (Master’s degree preferred);
  • Excellent managerial, interpersonal and networking skills and ability to conduct professional working relationships, in particular to manage and inspire a team in the field of film education and production;
  • Demonstrated knowledge of major donor rules and regulations and ability to manage and prioritize multi-donor funding;
  • Demonstrated experience in setting up and managing monitoring systems and initiating regular evaluations of the programme;
  • Dynamic leader with creative problem-solving skills and proven ability to work collegially within a team;
  • Native or fluent speakers of English with robust grant- and copywriting skills;
  • Experience of working in Myanmar (knowledge of spoken and written Myanmar an advantage);
  • Familiar with Myanmar’s political, social and cultural environment;
  • Knowledge of filmmaking and/or media and (film) education an advantage;
  • IT-literate, knowledge of film production technical workflow an advantage;
  • Excellent motivator and communicator across cultural divides;
  • Experience of human resource management including the ability to recruit staff and monitor performance
