OVERHEAD TRAVELLING ELECTRICAL CRANE CONTRACT BRIEFE
TENDER NO. 1/2017
1.0 The Contract is to design , deliver, construction and testing of an Electrical Overhead Traveling Crane over the Existing Gas Turbine N0. 7 to be installedat Samra Power Station of double hoists , the working load for main hoist is 100 Ton (minimum) and working load for auxiliary hoist is 30 Ton (minimum) as described in the technical and general specifications and in accordance with the instructions to persons tendering and the general conditions of the contract.
1.1 Tenderers are required to explicitly confirm in their proposal an acceptance of the end compliance with SAMRA`s instruction & general conditions to bidders, and sign the completed tender invitation attached form of tender, fill in the schedules and forward the complete tender documents to be received by SEPCO not later than 2 O’ clock after noon on 23rd Of May 2017

1.3TENDERERS, classified as metal Installation companies third grade and above areinvitedtosubmitafirmfixedlumpsumpricefor design, furnish,transport,installing,test,start-up,commission,and guarantee for two(2)yearstheperformanceofallrelatedworktothis Tender of an Outdoor Overhead Traveling Crane above the Gas TurbineUnit no 7.Nopartialtenderingwill beaccepted
1.4 Theplantsiteis4KM northeastofHusseinThermalStationandis about35KM northofAmman.TheCrane willbelocated above Gas Turbine no.7 in Samra Power Plant located southofthe mainroadconnectingSamraWaste WaterTreatmentPlanttoAl Hashemya/Zerqa.Thesiteisabout570M abovesealevel.
1.5 SCOPE OF WORK
Thecontractwillbea LumpsumTurnkey contractandthescopeof workwillinclude,butnotlimited to, thecompleteengineeringand design,supply ofmaterialandequipment,delivery,handling, erecting,installing,testingofall crane equipmentincludingall necessary civil,structural, andsupervisionof maintenance fortwoyearsaftercommercialoperation,foracomplete Crane .
2.0PREPARATIONANDSUBMISSIONOFTENDERS
2.1 TheOWNERisnotresponsibleforandwillnotpayanyexpensesor compensationforcostincurredbytheTENDERERinpreparationand submissionofhisTender.
2.2 Sealed Tendersshallbesubmittedby the TENDERER.Amongthe signaturesshall be thatofa responsible principal ofthe TENDERER. Signingthe Tenderbindsthe TEDERERtostrictcompliancewithall conditionsstated in the TenderDocuments. Tendersand all required attachmentsshallbesubmittedwithallcopiessignedandpackaged assetforthbelow.
TheTENDERERshallarrangehisofferinthesamesequenceand arrangement as that ofthespecification.
2.3 ThedocumentscomprisingtheTender(i.e.theTenderDocuments issuedtothe TENDERERSandthedocuments tobesubmittedby the TENDERERS)shall bepreparedandsubmittedasfollows:
2.3.1 Eachpackageshallbesealedandhavewrittenonitsbackthename oftheTENDERER andhisaddress.
2.3.2 TheTENDERERshallstampandinitialeachpageoftheTableof Contentsoftheoriginal TenderDocumentandthedrawinglistasan indicationthatthematerialswerereceived, read, andunderstood. TheTENDERERshallpreparethree(3)copies fromthisoriginal filled indataandsubmitteddocumentsshall beinEnglish.
2.3.3 The Documents required above shall be logically compiledand boundinArgus typebindersasone(1)original andthree(3)copiesproperly markedassuch,eachcompletewithall attachmentsandshall besealed,addressedanddeliveredasfollows:

2.4With no reason or explanation, The purchaser is not Obligated to award the order upon the basses oflowest offer & the purchaser can award partial orders or to cancel the tender after opening the offers.
2.5The purchaser will not be responsible for, nor pay for , any expense or loss which may be incurred by a tenderer in the preparation of his tender.
2.6Stamp duty and award fees are payable on Jordanian contracts according to Jordanian laws and after the placing of a contract, it is the contractor’s responsibility to purchase legal stamps to the requisite amount depending on the contract value.
2.7The foreign bidders who participate in this tender must submit their bids through a registered local agent or through theirregistered office in Jordan.
2.8A nonrefundable fee of ( JD 180 ) will be charged for each set comprising one copy of the tender documents .
3.0TENDERER'S QUALIFICATIONS
3.1 Tendersare solicited only from firms having proven capabilitiesfor performing theworkasforeseenunder thisTender.
3.2.Qualification:
3.2.1. The Contractor for the Turn-key contract must have experience in installing Turn-key Contracts forsimilar capacity of the required overhead crane Contract, duringthepasttenyears
3.2.2 Thesubcontractormusthaveexperienceofexecutingsamenatureoftheworksduringthepasttenyears,which isintendedtobeexecutedfor thistender.
3.2.3 Allequipment manufacturers musthave manufactured similar,capacitycranes,withatleast oneamongthese forfiveyears. The followingarethemajor equipment :
4.0TENDER BID BOND
4.1 TheTENDERERmustsubmitwithhisTender,abidbondamounting toJ.D 30,000to theorderofSamraElectricPowerCompany inone (1)of thefollowingforms:
•AbankguaranteeissuedbyalocalbanksituatedinJordanand acceptabletotheOWNER.
•AcertifiedcheckissuedbyalocalbanksituatedinJordanand acceptabletotheOWNER or cash.
4.2Any Tendernot secured with a Bid Bond will be rejected bythe
OWNER as Non-responsive.
4.3 ThisBondshallbevalidforonehundredeighty(180) daysafter closing date for submission of Tenders. The successful TENDERER'S Bondwill bedischargeduponfurnishing the PerformanceBond.
4.4 Bid Bonds will be discharged/returned to the unsuccessful TENDERERSaspromptly aspossibleafteritis determinedthat they willnotbeawardedtheContract. Nointerestwillbepaid by the Owner ontheBid Bond.
4.5 TheBidBondwillbeforfeitedifaTENDERERwithdrawshisTender duringthe period ofTendervalidity,and inthe case of the successful TENDERER,ifthe TENDERERfailstosignthe Contractorto furnish therequisitePerformanceBond. Theseactionswillbetakenbythe OWNER withoutnecessityofnotarial warningor judicial proceeding.
5.0 Performance Bond
Within ten (10) days from the acceptance of the Contract , the CONTRACTOR shall submit a Performance Bond to the extent of ten percent (10%) of the Contract Price as a guarantee for the due and faithful performance of the Contract. Such guarantee shall be binding notwithstanding any variations, alterations or extensions of time that may be given or be agreed upon.
The Performance Bond shall be drawn on a Bank in Jordan approved by the OWNER and shall be payable to the order of the OWNER at his first request. The performance bond to be valid upon accept all the contract work.
6.0 Maintenance Bond ( Warranty Bond )
Within fourteen (14) days after notification that the OWNER intends to issue the Certificate of Completion of Work, the CONTRACTOR shall submit a duly executed Maintenance Bond ( Warranty Bond ) in the amount of five percent (5%) of the final Contract Value . Failure to submit such a bond will preclude the issue of the Certificate of Completion of Work and will be regarded as a delay with respect to the completion Date(s) specified.as the attached form and to be valid for two years.
