18 Officers and men of Delhi Police have been conferred President’s Police Medal for Distinguished Service (2) and Police Medal for Meritorious Service (16) on the eve of Independence Day - 2013. Shri Anil Kumar Ojha, Addl. CP/South-West Distt. and Shri Hari Singh Rawat, ACP have been awarded President’s Police Medal for Distinguished Service. While Inspector Jitender Singh, W/Inspector Ritambra Prakash, SI Chand Singh and W/ASI Sheela Wati are among those who have been awarded Police Medal for Meritorious Service.

PRESIDENT’S POLICE MEDAL FOR DISTINGUISHED SERVICE

Shri Anil Kumar Ojha : He is presently posted as Addl. CP/South-West Distt He joined Delhi Andaman Nicobar Island Police Service in 1983. The officer has rendered more than 30 years of unblemished and outstanding service in the Department in different capacities. He earned appreciation from Ministry of Home Affairs, Govt. of India, for his high level of performance shown during 1984 riots as well as appreciation from the senior officers for professional acumen. He was awarded Police Medal for Meritorious service in the year 2002 and Police Aantrik Suraksha Seva Padak in the year 2009.

Shri Hari Singh Rawat: He is presently ACP/HQ(P)/PHQ. He has worked in different Districts/ Units of Delhi Police including Addl. SHO P.S. Timar Pur, SHOs of P.S. Rajouri Garden and Pandav Nagar. He was instrumental in working out of a blind murder case of PS Rajender Nagar in which a student was murdered and accused was convicted to life imprisonment. He also rendered appreciable help in preparing the compendium of criminals 1st time in Crime Branch. He also remained with CBI on deputation and earned appreciation from Director CBI, Joint Director (Special) CBI, DIG Delhi Region, H.M. Customs and Excise Department of United Kingdom for high degree of investigative skill. He was awarded Police medial for Meritorious Service in 2000.

POLICE MEDAL FOR MERITORIOUS SERVICE

Inspr. (Exe.) Jitender Singh: He is presently posted as SHO/Alipur. He joined Delhi Police as Sub-Inspector on deputation from CRPF in 1988. He was promoted as Inspector in 2000. He has worked in different Districts/Units. He was instrumental in recovery of huge cache of sophisticated weapons like SLR, Carbines and Pistols from hard core gangs of Haryana etc. He was awarded POLICE MEDAL FOR GALLANTRY in 2007 besides ASADHARAN KARYA PURUSKAR for his excellent achievement.

Inspr. (Min.) Yugal Kishore: He joined Delhi Police as HC (Min.) in the year 1982. Now he is posted as Inspr. (Min). He has excellent knowledge of official work. He is a very capable, hardworking and dedicated officer who has never shied away from taking up extra work and having good reputation. He has an outstanding and clean service record.

W/Inspr. (Steno) Ritambra Prakash: She joined Delhi Police ASI (Steno.) in the year 1987. She was promoted as Inspector (Steno) in 2006. She is a very capable, hardworking and dedicated officer who has never shied away from taking up extra work. On promotion to the rank of Inspector, she served as P.S. to Special Commissioners of Police and presently in Armed Police. She has worked with utmost sincerity, dedication and devotion and always maintained the secrecy/confidentiality of the office.

Inspr. (Min.) Vijender Singh Rana: He Joined Delhi Police as Head Constable (Ministerial) in 1977. During his service, he earned promotion to the rank of Inspector. Throughout his service career, he has been performing his duties with a missionary zeal and maintained excellent conduct. He is dedicated to his work and imbibed with a spirit of service.

SI (Exe) Chand Singh: He joined Delhi Police in 1977 as Constable and he earned promotion to the rank of Sub-Inspector. He is dedicated to his work and imbibed with a sprit of service. He is a very disciplined, intelligent, sincere, punctual and hard working officer.

SI (Exe.) Sant Lal: He joined Delhi Police in 1976 as Constable and he earned promotion to the rank of Sub-Inspector. He is upright & honest and posted in P.T.C as a Drill Instructor which is very useful for the trainees.

SI (Exe) Satya Pal: He joined Delhi Police in 1976 as Constable and he earned promotion to the rank of Sub-Inspector. He is upright & honest and posted in P.T.C as a Drill/Commando Instructor which is very useful for the trainees. The officer has equipped himself well for Police work by his own diligence and hard work. He is extremely conscientious and looks forward to update his knowledge of Police work as well as outdoor training to the trainees.

W/SI (Exe.) Pushp Lata : She was enlisted in the rank of W/Const. (Exe) in Delhi Police.1986 & she later on appointed as W/ASI (Exe) 1988. Later on she was promoted in the rank of Sub-Inspector. she remained posted in various Districts and Units of Delhi Police and rendered good service there. During the service she has been awarded with 17 cash rewards.

SI (Sup./Ops.) Ram Nath Sharma: He joined Delhi Police as Constable in 1974 and he earned promotion to the rank of Sub-Inspector (Supvr./Ops.). He has been assigned with the responsibility of maintenance secrecy of communication network of security of VVIPs/VIPs with the help of most sophisticated equipment relating to the UHF digital trunking system being introduced in the sub-continent for the first time. The new system has since been installed in the Security Control Room, Central Distt. Control Room, PCR, PHQ, Repeater Stations, other Control Rooms and all the PCR Vans.

SI (Sup./Tech.) Rajinder Baboo: He joined Delhi Police as ASI/RT in 1987 and he earned promotion to the rank of Sub-Inspector (Supvr./Tech.). He is an excellent hand of repairing / maintenance all types of sets of different models/makes of UHF/VHF radio, special devices, Brust Error Control System for teleprinter ((BEST), repair of UPS, SMPS based power supplies, dot matrix printers, ink jet printers, monitors, computer hardware, EPABX related push button telephone instruments remote sensing devices specially used for bomb disposal, MCR and close circuit television etc.

W/ASI (Exe.) Sheela Wati: She joined Police as W/Const.(Exe.) in 1984 and she earned promotion to the rank of W/ASI (Exe.) in 1997. During her posting tenure in West/North Distt., she performed various arrangements i.e. Lok Shaba Election, Republic Day, Budget Session & Law and Order Arrangements very efficiently.

ASI (Dvr.) Ram Kishan: He joined Delhi Police as Constable (Driver) in 1973 and he earned promotion to the rank of ASI(Dvr.) He performed law & order duties with great Zeal/devotion on various occasions. In 1992, he apprehended one accused person with country made pistol, who had killed his wife in his house.

HC (Exe.) Som Dev: He joined Delhi Police as Constable in 1982 and he earned promotion to the rank of HC(Exe.) He remained good investigation officer and solved many heinous cases. In the various capacities of his tenure, he has worked diligently and with high sense of responsibility and maintained dignity and integrity of the Delhi Police force and moral values.

HC (Exe.) Bachchu Singh : He joined Delhi Police as Constable in 1982 and he earned promotion to the rank of HC(Exe.) He was remained posted in Traffic, Security, DAP & PHQ. He was earned 180 Commendation Cards etc. with cash reward of Rs. 38,190/-. His record remained very good during his entire service.

HC (Exe.) Sreekantan Nair: He joined Delhi Police as Constable in 1982 and he earned promotion to the rank of HC (Exe.) He is extremely knowledgeable and conscientious and well behaved. His attitude towards public and colleagues has been very cordial and helpful all the times. He never gave a chance of complaint to his Senior Officers and his integrity has been above board always.

HC (Exe.) Gainender Singh Rana: He joined Delhi Police as Constable in 1986 and he earned promotion to the rank of HC(Exe.). He is performing his official duties religiously with high sense of responsibility, devotion to duty and zealously since his induction in Delhi police force.

> GANG OF CHEATS WHO USED INTERNATIONAL BANKS DATA FOR PREPARING THE CLONE/FORGED, DEBIT/ CREDIT CARDS BUSTED

> SEVEN CARD SWIPING MACHINES, 26 CHEQUE BOOKS OF DIFFERENT BANKS BELONG TO DIFFERENT COMPANIES, 9 RUBBER STAMP OF DIFFERENT COMPANIES AND 10 PAN CARDS OF DIFFERENT NAMES AND FOUR DEBIT/CREDIT CARDS WERE RECOVERED.

With the arrest of an accused namely Arun Kumar S/O Hardev Kumar aged 30 years R/O Janta Colony, Chapra Mau, PS Chapra Mau, Distt. Kannoj, UP, Present Address HN- 402/1350 LIG Flats, New Kondli, Mayur Vihar III, Delhi, the South-East District Police has busted the gang of cheats involved in cheating by using cloned/forged credit/debit cards of different International banks and data of international customers. They prepared fake companies, opened bank accounts and obtained point of sale machines (cards swiping machines) and swiped the forged/cloned cards (debit/credit). 07 cards swiping machines of different banks, 26 cheque books of different banks, fake stamps, 10 PAN cards and 04 debit/ credit cards of different banks have been recovered from his possession. It is worthwhile to mention here that this gang has also used data of international customers.

INCIDENT & TEAM:

On 05.08.2013 one Sethumadhavan the Chief Manager of Federal Bank, Nehru Place filed a complaint regarding cheating committed by owner of Blue Waves Technology with the help of cloned Credit Cards/Debit Cards in the names of various customers of the bank. These cheating incidents came to the notice of Bank officials after the objection raised by the concerned customers. In the complaint, bank officials alleged that all the cards were of their international customers.

Several similar incidents were also reported in various parts of Delhi and NCR. To solve these incidents and to apprehend the culprits involved in these incidents, a team of Police Station Kalkaji consisting of SI Sanjeev Kumar I/C PP Nehru Place, ASI Subash Chander, HC Bhim Singh, Ct. Vikas, Ct. Satbir Bhati was formed under the supervision of Inspector Brijinder Singh SHO/ Kalkaji and Sh. Harcharan Verma ACP/ Kalkaji South East District.

ARREST, INTERROGATION & MODUS-OPERANDI:

After receiving the complaint, enquiry was made and it is found that the company Blue Waves Technology has shifted their office from B-4, Kalkaji Delhi to some unknown place. The details of transaction were analyzed and found that they started using fake cards from the POS of this company after shifting the office to some other place.

On 07.08.2013 a trap was laid through the Federal Bank. The above mentioned team laid a trap and apprehended above mentioned accused person. A case vide FIR No. 340/13 dated 07/08/2013 u/s 420/468/471IPC PS Kalkaji got registered and accused was arrested.

On interrogation accused Arun disclosed that after getting POS machine he shifted his office from Kalkaji to Govind Puri and started swiping the forged/ cloned credit/debit cards. A raid was conducted in his office at Govind Puri from where three POS (swiping machines) including the machine of complainant bank recovered with several other articles. The accused was produced before the court and police custody remand of accused was obtained up to 14/08/2013 to arrest the other co- accused and to recover any other incriminating materials.

On sustained interrogation, it was revealed that accused person along with his relatives Jitender, Vikas and Sanjeev came in contact with one Yasin through one of their common friend in Laxmi Nagar, Delhi and they became fast friends. They planned to prepare clone of credit cards and debit cards to earn quick and easy money. The accused persons are well verse in data hacking and they decided to hack the data of foreigner customers to avoid any complaint in India.

Yasin and Jitender have very good knowledge of computer and they all purchased credit/debit cards readers. They all are masters in hacking and stealing the data by hacking. After getting the desired data, they attached the data reader to computer and got all the data transferred to their computer and after that with the help of data writer/specially designed machine, prepared clone of credit/ debit cards. Once they prepared the clone of the cards, they swiped the cards on the POS machines already obtained by them by opening the bank accounts of fake companies. As soon as they received money in their accounts, they immediately withdrew it.

PROFILE:-

Arun Kumar was born in 1984 at his native village. His father was farmer and mother is house wife. He has studied up to 12th standard at Jyot Inter College, Mainpuri, UP and did his graduation from Kanpur University. He came to Delhi in search of job 10 years back and started working in Luxar Company. After that he worked in Tata telecom where he came into contact of Yasin. He along with his relative Jitender who is a computer savy alongwith Vikas and Yasin formed a group. Yasin and Jitender mainly obtained the data of bank customers by hacking their accounts and provided the same to Arun and Sanjeev who with the help of data prepared forged/ clone cards and swiped the same in the already obtained swiping machines from different banks and as soon as they received the money in their bank accounts they withdrew the same immediately through ATM and distributed among them.

RECOVERY:-

1.  07 Swiping machines (point of sale ) of different banks in the name of different companies.

2.  10 PAN cards of different names.

3.  Four credit/debit cards of different banks.

4.  09 rubber stamps of different companies.

5.  26 cheque books of different banks and different names

6.  Several receipt of purchasing the items of international customers whose data were used.

Several raids were conducted at the hide outs of other accused persons at Kannoj, Kanpur in UP and Laxmi Nagar and Mayur Vihar in Delhi but were not found so far. Investigation of the case is in progress and data from the different bank is to be collected to ascertain the total cheating amount.
