Prior to the commencement of the meeting, Mr Hall gave a presentation on the proposed Tesco development. He confirmed the store would be food items only; sales area larger than existing co-op; modern eco friendly build – timber framed with brick/timber panels. The proposed sports centre was also discussed – plans for 4 court main hall, viewing area, fitness/health suite, treatment and consulting rooms and large storage capacity. The war memorial was also discussed; its siting and area around had been discussed with the local British Legion. Questions raised covered the concerns relating to the size of area around war memorial for Remembrance Day. Mr Hall offered to put to Tesco the proposal to close the store for the duration of the service; other options included relocation of the memorial and road closure during service. Other questions covered concerns relating to traffic on Stanley Avenue and exiting onto High Street; design of sports centre, and why only a food store. The matter of a pool was raised and Mr Hall confirmed that ELDC would not fund the running of a pool. There was some discussion on the merits of the Golf Road proposal and the Tesco proposal. Mr Hall confirmed Tesco were not in discussions with Lindum regarding the supermarket proposal on Golf Road.
The Chairman thanked Mr Hall and Mr Pilgrim who then left before the planning meeting commenced.

33. DECLARATIONS OF INTEREST
Cllr A Howard declared a personal interest in Minutes 35, 36, 37, 38, and 40 as a member of East Lindsey District Council; a personal and prejudicial interest in Minute 37 Ref. N/110/00686/11 as a friend of the applicant and Ref. N/110/02547/10 as a member of sports club in negotiations with applicant.
Cllr Mrs J Cook declared a personal and prejudicial interest in Minute 37 Ref. N/110/02547/10 as a nearby resident.

35. CLERK’S REPORT AND UPDATE
The Clerk confirmed that Lincolnshire County Council had considered the Town Council’s request regarding footpath at Sandhurst Road and the matter will be considered at their sub committee in September.
36. ELDC PLANNING DECISIONS
N/110/00759/11 Alterations to shop front and provision of air conditioning units
33 High Street, Mablethorpe. Conditionally approved – noise report to be submitted to cover measures to prevent any noise nuisance. (Town Council supported).
N/110/00856/11 Erection of 2 chalet bungalows – plots 51 and 52 Henshaw Avenue, Sutton-on-Sea. Conditionally approved – surface water to be discharged to mains surface water system; roads and footways to be constructed to specification for adoption; only in accordance with flood risk submitted; no fence above 1m to be erected between frontage and emergency link road.
(Town Council supported).
N/110/00847/11 Extension to provide porch, installation of sewage treatment plant, construction of vehicular access – The Cottage, Alford Road, Sutton-on-Sea. Conditionally approved – gates to be set back 5m from carriageway; turning space to be constructed before access brought into use. (Town Council supported).
N/110/00760/11 Internally illuminated fascia and hanging signs – 33 High Street, Mablethorpe. Approved. (Town Council supported).
37. PLANNING APPLICATIONS

N/110/01144/11 Erection of replacement beach hut – Chalet 28 South Promenade, Sutton-on-Sea. That this application be supported.
N/110/01192/11 Erection of foodstore as a renewal to previous approval – car park, Trusthorpe Road, Sutton-on-Sea. That this application be supported providing the comments of Lincolnshire County Council Highways regarding parking and access, and LCC Historic Officer regarding archeological survey were taken into account.
N/110/01171/11 To remove condition 4 imposed on earlier approval relating to emergency link footpath and fence – land off Golf Road, Mablethorpe. Note: the meeting was adjourned to allow member of the public to address councillors to outline local support for the reinstatement of the fence. On reconvening the meeting, the application was supported with the request that all emergency services be made aware of the reinstatement.
N/110/01207/11 Change of use of former care home to provide bed and breakfast accommodation – Beach Care Home, Queens Park Close, Mablethorpe. That this application be supported.
N/110/01213/11 Erection of 2 bungalows – north of Lansdowne Drive, Sutton- on-Sea. That this application be supported.
N/110/00686/11 To continue to use premises as café – 21A High Street, Sutton- on-Sea. (Note: Cllr Prince declared a personal interest; Cllr Howard left the room during discussion and voting on this item). That this application be supported.
N/110/01269/10 Change of use agricultural land to domestic, erection of garage, change of use domestic land to form agricultural access and extension to dwelling – Ryde House, Trusthorpe Road, Sutton- on-Sea. It was proposed and seconded to support only the change of use of agricultural land to domestic and the extension to the dwelling rather than object to all. This proposal was lost 5-2. Object.
N/110/02547/10 Amended plans relating to the erection of a supermarket, petrol station, restaurant, 180 dwellings, 50 care apartments, education facility, recreational area, school drop off area and accesses – land south of Jacklin Crescent, Mablethorpe. As 4 members declared a prejudicial interest in this item, this left the committee inquorate – therefore no decision could be taken. Item to be deferred to September meeting.

38. NEIGHBOURHOOD DEVELOPMENT ORDERS
After considering the report attached to the agenda which outlined the principles of the Neighbourhood Development Orders (whereby a local council can designate areas and specific matters which can be deemed to be permitted development) and the lengthy process involved (working with Neighbourhood Management, business community and other relevant bodies including ELDC; need for proposals to pass an independent test and referendum), it was proposed, seconded and

40. TOURING CARAVAN POLICY
East Lindsey District Council’s proposal for a policy to allow small scale touring caravan sites to pass the exception test under Planning Policy Statement 25 was attached to the agenda and discussed. The proposition was “….for touring caravan sites of under 20 units if, and only if, all other tests and policies are satisfied, the Local Planning Authority can, with Town/Parish Council support, discuss with the applicant the potential for a financial contribution to be made to the Town/Parish Council to be used for wider community benefit ….if such agreement can be reached the applicant would be deemed to have satisfied the PPS25 exception test”

41. COMMUNICATIONS
The Clerk précised a letter from Lincolnshire County Council thanking the Town Council for its contribution to the flood resilience strategy following correspondence in October 2010.
The Clerk advised that if members wished items to be discussed by the ELDC Area Committee in October, these to be in by 20 September.
