MINUTES OF THE PONTARDDULAIS TOWN COUNCIL MEETING HELD ON THE 5TH JANUARY 2012

Prior to commencement of business the Mayor invited questions from members of the public. Mr R. Jenkins made comments on the junction of St Michael’s Avenue with Water Street and the possibility of a roadway from Station Road to Macmillan Distribution.
107. APOLOGIES FOR ABSENCE:
Apologies for absence were received from Councillors E. Miles, D. Richards and B. Lewis.
108. TO RECEIVE DECLARATIONS OF PERSONAL INTEREST FROM MEMBERS IN ACCORDANCE WITH THE COUNCIL’S CODE OF CONDUCT:
There were no declarations of personal interest.
109. TO RECEIVE AND CONSIDER THE MINUTES OF THE COUNCIL MEETING HELD ON THE 1ST DECEMBER 2011:
The above minutes were accepted as a true record.
(a) Junction St Michael’s Avenue and Water Street (public questions):
The Clerk reported an e-mail reply from the City and County of Swansea advising that they had carried out a comprehensive Stage 3 Safety Audit and the conclusion was that no further action was required. It was agreed that a site visit be arranged.
(b) South Wales Police (Min No 99(b)):
The Clerk reported an e-mail reply from the ABM University Health Board advising that the South Wales Police had now found alternative office accommodation.
(c) Christmas Illuminations (Min No 99(c))
Members agreed that the Christmas lights had been a success and it may not be necessary to provide additional lights to the tree in Dantwyn Square.
(d) Tesco Stores, Pontarddulais (Min No 99(d)):
The Clerk reported an e –mail reply from the Manageress of the above store explaining their recruitment policy.
110. TO RECEIVE REPORTS FROM COUNTY WARD MEMBERS:
County Councillor Miles responded to questions on the following subjects:
v Query sale of Junior School, Alltiago Road;
v Alleged speeding problems in Pentre Road;
v Christmas refuse collection;
v Money available for regeneration of Town Centre.
111. TO ANSWER QUESTIONS FROM COUNCILLORS (3 CLEAR DAYS NOTICE OF ANY QUESTION HAVING BEEN GIVEN TO THE PERSON TO WHOM IT IS ADDRESSED):
The Clerk reported a question he had received from Cllr Vonk concerning the lack of buses on Sundays between Pontarddulais and Swansea. It was agreed that the Clerk writes to the City and County of Swansea.
112. TO RECEIVE CORRESPONDENCE FROM THE CLERK:
A. CORRESPONDENCE:
The following correspondence was received and noted:
(a) One Voice Wales – Buckingham Palace Garden Parties;
(b) National Assembly fo Wales – consultation on Local Government Byelaws (Wales) Bill;
(c) Annual Return for the year ended 31 March 2011 – external audit certificate;
(d) Budget Consultation City and County of Swansea:
The Clerk presented a Budget Survey Questionnaire from the County seeking views on their budget for 2012 – 2013. It was agreed that, if they so wished, each Member would respond to the Survey.
(e) Strong Roots Project – Green FuturesTraining Programme:
The Clerk reported an invitation from One Voice Wales for a delegate to attend the above course at a cost of £10.00. Cllr Harris agreed to attend the course in Kidwelly on the 2nd February 2012.
B. GRANT UPDATE:
The Clerk provided Members with a written grant update. He wished to thank Cllr Downing and Messrs P. Gill, J. Evans and S. Williams for their assistance with moving his office materials into storage in the Canolfan. He had agreed with Pontarddulais Partnership that the Council would pay a room rental equivalent to the local commercial storage rates.
113. TO RECEIVE AND CONSIDER REPORTS FROM THE MAYOR:
The Mayor reported on her civic duties for the month of December 2011. The Deputy Mayor reported that he had attended the Children’s Pantomime in the Institute and expressed surprise at the quality of the perfomance.
114. TO RECEIVE AND CONSIDER REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES:
Cllr John informed Members that the next Local Produce Market would be on Wednesday 11th January 2012. Cllr Beynon advised Members that the next PACT meeting would be on the 24th January 2012.
115. TO AUTHORISE AND APPROVE THE EXPENDITURE FOR THE MONTH OF DECEMBER 2011:
The above expenditure was authorised and approved.

116. TO RECEIVE PLANNING APPLICATIONS PREVIOUSLY FORWARDED TO ALL COUNCILLORS:
(i) The Grove, Alltiago Road, Pontarddulais – outline application fo 2 No. detached dwellings;
(ii) 134 St Teilo Street, Pontarddulais – change of use from a retail unit to a tattoo studio;
(iii) 87 Ffordd Cambria, Pontarddulais – conservatory to rear of property;
(iv) 35 Alltiago Road, Pontarddulais – completion & use of existing building & site to one residential dwelling;
(v) 31 Goppa Road, Pontarddulais – single storey rear extension and covered verandah.
