REGULATION OF INTERNAL ORDER

ADOPTED AT THE GENERAL ASSEMBLY OF SEPTEMBER 2002

REGULATION ON THE TECHNICAL COMMISSIONS OF THE ICMM

Reference: Statutes of the ICMM, Article 20.

ARTICLE 1: Definition

The technical commission is an entity, created in the ICMM in order to deal with certain technical aspects of medicine and their repercussion on military medicine as defined in article 3 of the statutes.

ARTICLE 2: Dependence

Four technical commissions depend from the Chairman of the Scientific Council:

  1. the commission on administration and medico-military logistics;
  2. the commission on odontostomatology;
  3. the commission on pharmacy;
  4. the commission on veterinary sciences.

The number of technical commissions is not restricted.

Pending the need, creation of new technical commissions may be envisaged.

Each request should be accompanied by an analysis of the need and introduced to the General Assembly by the secretariat general for approval.

ARTICLE 3: Composition

The technical commissions are composed of a Chairman nominated by the National Delegate. The Chairman of the Scientific Council will introduce this candidate to the General Assembly that will designate him as Chairman by vote.
He is chosen among the members of the active personnel of the military medical service in function of his specialisation and the technicity of the commission.

He is assigned for this function by the General Assembly, in ordinary meeting, for a period of four years.

This mandate can be renewed once

In order to allow him to fulfil his function, the National Delegate at the General Assembly, will guarantee for him participation to all the working activities of the commission, including the travelling costs.

The chairman may ask for members belonging to the active personnel of the military medical services in function of their specialisation and the technicity of the commission. The Chairman of the Scientific Council assigns them for this function for a period of four years. This mandate can be renewed once

A special attention should be given on the diversity to have it as large as possible in order to reflect an optimal representation of the regions or the continents.

ARTICLE 4: Functioning

The National Delegate at the General Assembly will guarantee for the chairman a regular contact of the chairman with the Secretary General concerning all administrative problems and those of general organisation, costs related to it included.

The same contact must be guaranteed with the Chairman of the Scientific Council concerning the scientific and technical programmes.

He is member of the Scientific Council.

He ensures a technological and scientific surveillance of his discipline.

He assumes the responsibility to present to twice a year an article or a report of a scientific congress in his discipline to be published in the International Revue of the Armed Forces Medical Services and on the web site of the ICMM.
He has an advisory role in the meetings and the General Assemblies of the ICMM.

Each chairman of a technical commission may put in this regulation of Internal order specific modalities of functioning for his commission.
He will address each proposal for changes in the composition to the Secretary General.

In the period of six months before an International Congress of the ICMM he will present, to the Chairman of the Scientific Council, a report concerning the activities of his commission and an overview of the projects. This report will be integrated in the report of the Chairman of the Scientific Council to the General Assembly of the ICMM.
