1.1 Minutes from the July 19, 2005 meeting were approved as written.
1.2 Action items – Ed Engelhard reported on one open action item from the July meeting. The issue was slow response on the part of primes as it related to suppliers’ request for clarification of specifications, etc. Ed reported that the SSC was establishing a mentoring process which would help suppliers with this problem to get in contact with the appropriate person at the prime’s facility. This resolution was accepted and the item was closed.
2.0 Introduction to the SSC & Meeting Rules
David Michaud reviewed the purpose of the SSC, focus and meeting rules. See attached presentation for details.
3.0 2005 Supplier Survey Report
Ed Engelhard reported on the results of the 2005 supplier survey analysis team. The analysis team grouped the survey questions into eight categories and evaluated the health of the Nadcap program based on the responses to the questions in these areas. The team looked at the responses, drew conclusions, and if appropriate, assigned the topic for a group within Nadcap to work on improving. Ed thanked both the team who developed the survey and the analysis team for their hard work on these projects. See attached presentation for details.
4.0 Nadcap Report
Arshad Hafeez reported on the pre-assessment audit process. The Nadcap Internal Procedure (NIP 7-06) describing the new Pre-Assessment Audit process has been published. A communication that describes the process, including pricing will be released to the supplier base in the coming weeks. See attached presentation for an overview of the process.
Arshad Hafeez discussed the new electronic post audit questionnaire feedback form. Suppliers are required to submit their feedback on an auditors’ performance in eAuditNet when they submit their NCR response(s) to the Staff Engineer. This feedback will be considered during the auditors’ annual review. Arshad shared the current results of the feedback form with the suppliers and indicated that we were in the middle of a six month trial and that if suppliers had concerns over the auditors being able to view supplier feedback, they should contact a member of the Supplier Support Committee or their Staff Engineer. 5.0 SSC Initiatives
Ed Engelhard presented an overview of all of the SCC activities in the past quarter. Ed discussed the change in SSC leadership and structure; discussed the sunset of the Ambassador Award team and the creation of the Metrics project. See attached presentation for details.
Johanna Lisa – Chairperson, Communications Sub-Team presented the newly restarted mentoring project. Business cards of people who wanted mentoring, or who were interested in being mentored (mentees) were collected. See attached presentation for details.
Jim Cummings reported on the Escapes Team proposal. The team has completed their proposal and presented it to the group. The team developed a definition of an escape, prepared a reporting process and form. The proposal is being presented to various groups within Nadcap for review. The entire supplier base will be sent the information for review and comment. See attached presentation for details.
6.0 New business
A question was raised about the e-mail that was sent from PRI scheduling to the Nadcap Supplier base regarding the identification of outbuildings.
Arshad Hafeez and John Stecklow responded to the issue. The “outbuilding” issue is not covered specifically in the contract between PRI and the supplier. The main point of the new process is to ensure accountability for where the manufacturing of hardware is taking place and the relative audits and accreditations of the processes in those facilities. The practice must be that suppliers identify the facilities which are to be included in their audit up front – so that all facilities which are used under that accreditation are audited per the requirements of the Task Group. If the supplier does not properly identify the buildings which are included in the audit up front, there may be additional work and additional cost to audit the appropriate buildings.
Another question which was raised was how this approach could affect the management structure at a supplier (ref. item #4 in the e-mail). Arshad Hafeez answered that this meant that the supplier had to have an individual in each facility who was responsible for quality and accountable to the Quality leadership in the company.

A question was raised from the Heat Treat STSTG about the number of cycles that are calculated during an audit. They suggested that at times there were administrative questions being raised about an audit via eAuditNet which should not be counted as a typical cycle. Response: Chet Date said that the NMC was looking at this issue and until we have a permanent resolution, suppliers should use e-mail and not eAuditNet for these kinds of queries. He also mentioned that a note will be put into eAuditNet reminding suppliers to use e-mail for these types of inquiries.
Another question from the HT STSTG - they requested that the QML be made accessible to suppliers outside the eAuditNet system as not everyone outside of Nadcap understands that eAuditNet is accessible to everyone and there is no cost to access the data. Response was that the use of a user id and password for eAuditNet access is a necessary security measure. However, PRI will entertain suggestions on ways to improve or publicize access. The issue was given to the SSC Communications Sub-Team for review.
Question on FAA acceptance of Nadcap for fasteners. It was answered by Chet Date who cited FAA 8120 which gives authority for primes to use Nadcap in connection with their supplier surveillance program.
7.0 Next Nadcap meeting
Ed Engelhard reviewed the logistics for the next Nadcap meeting.
