Officers Present – Pres. DeLaina Harris, Sec. Suzann Harrington, Treasurer Krista Brown, Points Keeper Pam Worthen.
Board members present – LRC, Patsy Barnard & Dara Duck; MRC Ricky Meeks & Wayne Neighbours; SCRC Nakia Ritchey & Mark Nelsen; SRC DL Worthen & Charles Phillips.
The minutes were read from the Oct. meeting. Motion was made, seconded & passed to accept minutes as read.
A print out of all the checking account activity for 2013 was handed out to everyone present and a treasury report was given by Krista Brown showing a current balance of $2145.93. Motion made, seconded & passed to accept the report as read.
Connie Neighbours agreed to perform an audit on the checking account books as requested by DeLaina Harris.
Proposed Mid-State 2014 Rule Changes
BENEFIT SHOWS
1. Benefit shows: Vote on A & B below. If both fail, the current rule allowing for benefits to be scheduled any time during the show schedule will remain inplace. (MRC)
PassFailA. Clubs that host benefits should have the first shows of the season. (This rule will change the club’s rotation order of hosting shows. Since there are 2 benefits each year, the first 2 clubs will have to be dropped to the bottom the following year.)
PassFailB. Clubs that have the first shows of the season will host the benefits.
2. All clubs will work the benefits with the host club working up to the show start time and again at the end of the show. (MRC)
YEAR END AWARDS
3.Year End Award Qualifications – To be eligible to receive a top 5 year end award in a specific class, a person must have: (Please vote on A-C separately)
Pass Fail A. Shown in that class 50% of the shows
(current rule is “to have shown that class a minimum of 3X”)
Pass FailB. Shown in 50% of the shows
Pass FailC. Paid the entry fee for that class at the last show of the season.
4.Year End Awards - Add “Anyone that finishes in the top 5 but doesn’t meet award qualifications will forfeit their award and no one will be moved up to a higher position for the purpose of filling an award position.”
STATE SHOW QUALIFICATIONS
5.State show qualification and year end awards- A person may only qualify 1X per event to ride at the state show and/or to receive a year end award. (SRC)
6.State show participation: Reword existing rule regarding paying entry fee at last showto say: (The changes are in bold lettering)
All exhibitors qualifying to participate at the State Horse Show and those qualifying for year end awards (remove – in non-state events) in all classes are required to pay their entry fees for these classes at the last Mid- State Horse Show regardlessif they actually participate in the class at the last show. Failure to doso will result in that person not being allowed to show that class at the state show and/or forfeiture of year end award(s) for that class.
TIES
7.Add the following as step H to the guidelines of breaking ties for the state show dueto there being two ties after 9 shows in 2013 that could not be broken using the existing process.
H.The person who reached the tied point level first, will be the winner of the tie. If the point level is achieved at the same show, the person placing the highest at that show will be the winner. All 5th place ties that meet the year end award requirements will receive a year end award.
8.Year End Award – All top 5 ties will be broken, using the steps listed under the state show participation rules, to determine the final placing for awards with the exception of 5th place ties. All 5th place tiesthat meet the award qualifications will receive an award.
CLASSES
9.Lead Line – Vote on A & B options. If both fail, the lead line class will remain the same as it is now. Both A & B can fail but only one can pass.
Pass FailA. This class will not be judged; however, all participants that meet the award guidelines will receive a year end award of lesser value than awards for the other classes. A dress code will not be enforced. Move this class to be the last pleasure class. (after Ranch horse)
Pass Fail B. Leave the pleasure lead line as the 2nd class and add a lead line barrels. The barrels will be set up on a smaller pattern and run before the pony barrel class. Points may be accrued but a top 5 will not be awarded. All participants in lead line classes that meet the award guidelines will receive a year end award of lesser value than awards for the other classes.
10.Horsemanship patterns: Patterns will be worked in numerical order due to each pattern increasing with difficulty regardless of show order.
Example: If show #3, scheduled for LRC is rained out, then pattern 3 will be worked at the next show, regardless if the show is at LRC or another club. If the #3 show that was rained out is actually the 5th show, then pattern #5 is what will be worked at the make up show. (SRC)
OTHER
11. Dragging – During speed classes with age divisions, the arena will be raked after a specified number of riders, not to exceed 10 between drags, regardless of where the age division ends. (SCRC)
12. Riding in arena before show and during break: Riders should all be riding in samedirection for safety purposes.(SCRC)
13. Change guidelines for rule changes from January to previous October with rule changes being voted on the next January. Any changes made at the state level may still be presented and accepted as current year rule changes.
14. Lottery: ChangeMid-State guidelines to match the state level guidelines. Our rulescurrently state “those people that finish 6th – 10th” are eligible for the lottery butthe state rules say “Eachassociationiseligibletosend5additionalridersfor eachclass.” The wording of the state rule allows for people lower than 10th to sign upfor the lottery if a position is available.
Voting Results for State level issues:
Fail1. Add a lead line class. LRC - No MRC - No SRC – NoSCRC – Yes
Pass2. No assistance allowed once timer starts in speed events. – Unanimous yes
Pass3. Change payout format of the jackpot flag class from equal payout to
1D=50%, 2D=30%, 3D=20% unanimous yes
Fail4. Change flag pattern by moving turning barrel down the arena 15 ft. and setting up panels inside arena to form side gates for the youth flag classes. Unanimous No
Pass5. Have smaller cuts for Ranch Horse. Unanimous yes
Pass6. Youth flag classes must run with center gate shut. Unanimous yes
Fail7. Combine buckaroo and youth horsemanship classes. Unanimous no
Pass8. Add a pony speed class but rotate it with the pony flag class. Unanimous yes
Pass9. Add an Adult Horsemanship class if the Non-Pro class is dropped. Unanimous yes
Pass10. Keep the Ranch Horse class. Unanimous yes
Fail11 Keep the Heavy Shod gaited class. Unanimous No
Pass12. Keep the pony flag class. LRC- No, MRC – yes, SCRC – yes, SRC – yes
Suggestions to be taken back to State level
1. Add a restricted walk trot class
2. Rather than combining buck/youth horsemanship, add a horsemanship class similar to what was done with the walk trot 11 & up, but the age division for new class can be 15 & up and change the current class to be 14 & under.
3. The expense of trophies for the pony flags/speed class should remain as it was for 2013 and not be taken out of the state assoc. budget.
The next Mid-State meeting will be Feb. 20, 2014 @ 7:30 PM at the SheridanRec.Center.
After the meeting was adjourned, the subject of the $125 scholarship money paid by each club was brought up for discussion. It was suggested to waive the $125 fee due to the MS budget having a larger starting balance than was anticipated. The only club not represented for this vote was Lorance so a vote was taken on this issue. The vote passed unanimously. This will leave a start up balance of approximately $1295.93.
