14. General Summary of Function/Purpose of Position
Follow the policies, procedures, Directors Office Memorandums (DOMs), and guiding principles of the Department of Corrections to provide background information to the courts on offenders convicted in Circuit Court and to supervise those convicted.

Duty 1

General Summary of Duty 1 % of Time 40
Prepare Pre-Sentence Investigation (PSI) reports – The PSI is a background report that judges use to help formulate a proper sentence/sanction for offenders during sentencing court.
Individual tasks related to the duty.
·  Read police reports and related Court documents to establish a factual basis.
·  Interview offender and those related to or familiar with offender for background information.
·  Speak with a treatment specialist and/or other rehabilitative experts. Also contact victim if necessary for an impact statement.
·  Formulate a probation plan after reviewing all pertinent information, including risk level and sentencing guidelines, if supervision is an option.
·  Make recommendation to the Court once all information is evaluated.

Duty 2

General Summary of Duty 2 % of Time 40
Caseload Management – Provide supervision of offenders on probation/parole with the main goal being protection of the community.
Individual tasks related to the duty.
·  Enforce Probation Order once offender is sentenced to community supervision.
·  Enforce supervision standards in an effort to help the offender have proper adjustment in the community.
·  Conduct report days at the probation office.
·  Make various field contacts and perform field work in order to monitor the offender’s progress.
·  Manage offenders schedule when necessary.
·  Perform substance abuse testing on offenders.
·  Maintain road notes on all offenders.
·  Transport offenders in State owned vehicles.
·  Office Arrest: Whenever the agent is aware of serious violations which may require the removal of the parolee from the community, the agent may be required to place a parolee in restraints for transportation to a local lockup. Occasionally this may require use of physical force or chemical agent to over come resistance. Under emergency circumstances, the agent may also be required to transport the parolee to and from hearings and lockups as needed.

Violation Reports – Done on offenders who have not complied with supervision standards.
Individual tasks related to the duty.
·  Investigate violation to determine the facts.
·  Determine whether to seek formal charges.
·  If court sanctions are needed, prepare the Show Cause or Bench Warrant and send it to court.
·  Depending on outcome, explain new conditions to offender or prepare discharge request.
Duty 4

Administrative and Miscellaneous Tasks – Perform tasks assigned by supervisor and record keeping.
Individual tasks related to the duty.
·  Miscellaneous special projects or reports assigned by supervisor or management.
·  Maintain files on offenders.
·  Prepare court and probation documents with regard to terminations and extensions of probation.
·  Track proper supervision level on offenders.
·  Prepare in-depth monthly reports to ensure accurate tracking of offenders.

Court Appearances – Represent the Department of Corrections at court.
Individual tasks related to the duty.
·  Appear in court when necessary.
·  Answer questions during sentencing process.
·  Appear in court with witnesses when needed.
·  Testify during violation hearings.

Training.

·  Complete yearly training requirements.
·  Attend seminars and related classes in the field of Corrections.
·  Participate in monthly staff meetings.
16. Describe the types of decisions you make independently in your position and tell who and/or what is affected by those decisions. Use additional sheets, if necessary.
Decisions made would be whether to file violation charges on a probationer. This affects family and friends of the probationer, which may cause hardship on those individuals, especially if the probationer ends up in jail or prison.
Make recommendations to the judge on the type of sentence for the probationer. This has a similar affect as the above example. The public can also be affected in either a negative or positive way in terms of protection of society.
17. Describe the types of decisions that require your supervisor’s review.
Decisions that may be clouded or in the gray area when reviewing policy. For example, whether the supervision level can be lowered on a probationer or regarding agent safety.
18. What kind of physical effort do you use in your position? What environmental conditions are you physically exposed to in your position? Indicate the amount of time and intensity of each activity and condition. Refer to instructions on page 2.
Field work requires regular contact in offenders’ homes, some of which are in high crime areas. Occasionally homes occupied by offenders are not well kept and may be contaminated with trash. There is potential during contact with offender to be exposed to active Tuberculosis (TB), Hepatitis carriers, and infrequent exposure to blood.
Office Arrest: Whenever the agent is aware of serious violations which may require the removal of the parolee from the community, the agent may be required to place a parolee in restraints for transportation to a local lockup. Occasionally this may require use of physical force or chemical agent to over come resistance. Under emergency circumstances, the agent may also be required to transport the parolee to and from hearings and lockups as needed.

23. What are the essential duties of this position?
The essential duties of the position is to protect the public and promote rehabilitation of offenders by:
Accurately completing PSI’s, court reports, and other documents on individuals convicted in Circuit Court. This includes road book maintenance.
Supervise those convicted by establishing a communications network with organizations such as local police, and health care professionals to be aware of all available options for the offender in the community.
These duties must be done within the parameters of the department’s policies, procedures, DOM’s, and guiding principles.

Required paperwork has greatly expanded which has reduced the amount of time an agent can devote to direct supervision of the offender.
Accountability (i.e. paperwork) has expanded as a result of legislative action and direction.
25. What is the function of the work area and how does this position fit into that function?
Supervisors/Management in the work area assigned and review tasks, including reports.
Field Agents investigate and supervise offenders while preparing all the necessary paperwork regarding offenders.
Clerical support provide a finished copy of the reports and also do a wide variety of functions including Offender Management Network Information (OMNI) input and reception duties.
All of the above positions work together to protect the public and promote rehabilitation of the offender, which is the work area function.

26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Possession of a bachelor's degree in criminal justice, correctional administration,
criminology, psychology, social work, counseling and guidance, child development,
sociology, school social work, social work administration, education psychology, family
relations, or theology.
EXPERIENCE:
Experience is not mandatory.

Investigating/Interviewing skills.
Good writing skills are a must.
Computer skills are desirable.
