  1. CALL TO ORDER – MayorMansfieldcalled to order the September, 2014, regular meeting of the Oakland City Commission. The following Commissioners were present: John Blubaugh, Debbie Caudill, and Jimmy Hopkins. Also present: Kevin Croslin, City Attorney; Tamela Hunt, Resident; Leslie Carr, Oakland Elementary Family Resource Coordinator; Charlotte Catalan, resident; Amelia Blubaugh, City Clerk.
  1. READING OF MINUTES
  1. August 11 Regular Meeting – Upon motion by John Blubaugh, seconded by Debbie Caudill, and passed unanimously by roll call: Jimmy Hopkins, yes; John Blubaugh, yes; Mayor Mansfield, yes; Debbie Caudill, yes; the Commission approved the Minutes of August 11,2014, Regular Meeting.
  2. August 26 Special Meeting – Upon motion by John Blubaugh, seconded by Debbie Caudill, and passed unanimously by roll call: Jimmy Hopkins, yes; John Blubaugh, yes; Mayor Mansfield, yes; Debbie Caudill, yes; the Commission approved the Minutes of August 26, 2014, Special Meeting.
  1. TREASURER’S REPORT –No statement received as of meeting date.
  1. STREETREPAIR –No bids received yet.
  1. CITY ATTORNEY REIMBURSEMENT –Upon motion by John Blubaugh, seconded by Debbie Caudill, and passed unanimously by roll call: Jimmy Hopkins, yes; John Blubaugh, yes; Mayor Mansfield, yes; Debbie Caudill, yes; the City Commission voted to increase Kevin Croslin’s monthly reimbursement from $75 - $100.
  1. PROPERTY TAXES –
  1. ESTABLISH RATE – Rate will remain unchanged from 2013; 0.076
  2. FIRST READING OF TAX ORDINANCE – Upon motion by John Blubaugh, seconded by Debbie Caudill, and passed unanimously by roll call: Jimmy Hopkins, yes; John Blubaugh, yes; Mayor Mansfield, yes; Debbie Caudill, yes; the City Commission approved the first reading of the ordinance establishing the 2014 property tax rate.
  1. CHARITY RUN – Attachment shows proposed route; part of the contract includes a requirement for presence of EMS, police. The Commissioners approved the race being held in Oakland pending any information from the City Attorney that would indicate it puts the City at too great a risk.
  1. MISCELLANEOUS –
  2. Additional tax invoice for 2013 amount will be sent to those residents who have an unpaid balance.
  1. CITIZENS COMMENTS – Charlotte Catalan requested the City Commission host a Halloween party for residents. The Commission approved the idea pending a proposed list of expenses to be prepared by the City Clerk.
