SENATE RESOLUTION
In Memory
of
B. Frank Rapstine
WHEREAS, The Senate of the State of Texas joins the citizens
of Amarillo in mourning the loss of wellknown businessman and
civic leader B. Frank Rapstine who died February 24, 1993, at
the age of 72; and
WHEREAS, One of the city's most wellloved citizens, the
esteemed Texan made notable contributions to his profession and
to his various business ventures throughout his long and productive
career; and
WHEREAS, Born in White Deer, Texas, Mr. Rapstine earned
a bachelor's degree in agricultural economics and chemistry from
Texas Tech University; he served his country with valor during
World War II as a lieutenant commander in the United States Navy;
and
WHEREAS, The numerous important achievements of
this exceptional individual contributed to the development
and progress of his city; he was a research chemist for
Phillips Petroleum Company from 1946 until 1948 before becoming
owner and operator of the Golden Loaf Bakery; a contractor
for construction and land development from 1950 until 1979,
Mr. Rapstine had worked as an oil and gas business owner and
petroleum landman since 1963; and
WHEREAS, Licensed by the Texas Department of Insurance, he
was coowner of an insurance business from 1967 to 1978 and was
a licensed securities dealer and real estate broker; he was also
involved in mining and gemstones; and
WHEREAS, Mr. Rapstine gave freely of his time and abilities
to the Amarillo Art Center, Carson County Square House Museum, and
Panhandle Plains Historical Museum; and
WHEREAS, The respected individual was deeply involved
in community life as chairman of the building committee for
Potter County Courts Building, a member of the Panhandle Regional
Planning Commission, and the Potter County Grievance chairman; he
also ably served on the Texas Constitutional Revision Committee; and
WHEREAS, A caring and giving Christian gentleman who
lived his faith in his daily life, Mr. Rapstine was a member of
Saint Hyacinth's Catholic Church; and
WHEREAS, A devoted husband and father, he leaves a legacy
of compassion and commitment that will be cherished by his family
and those with whom he was associated; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
73rd Legislature, hereby extend sincere condolences to his
bereaved family: his wife, Louise; his daughters, Mary Haynes,
Katie Dunn, Inge O'Brien, Greta Crofford, and Breanna Coffin; his
son, Ronnie Frank Rapstine; his brothers, Gene Rapstine and
Robert Rapstine; and his eight grandchildren; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
the members of his family as an expression of deepest sympathy from
the Texas Senate, and that when the Senate adjourns this day, it do
so in memory of B. Frank Rapstine.
