CLASS TITLE:OPERATIONS REVIEW SPECIALIST

ALLOCATION FACTOR(S)

This is work identifying and analyzing complex management problems; and developing, recommending, and implementing solutions through a centralized management review program.

EXAMPLES OF WORK PERFORMED:

  • Reviews and evaluates management practices.
  • Makes recommendations and interpretations regarding the solution of managerial problems in reports and special studies.
  • Develops and coordinates implementation strategies for problems assigned in accordance with federal, state and department objectives.
  • Makes specific recommendations for improving departmental executive decision-making capabilities.
  • Makes general recommendations regarding areas of management where additional evaluation is needed.
  • Reviews proposed changes in laws and regulations to determine what impact they may have on departmental managerial policy.
  • Conducts investigations into employee misconduct and areas of potential fraud and abuse.
  • Monitors the management information systems; designs and implements modifications when necessary.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from a college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
