Job Description

Job Title:Executive Director

Supervised by:Board of Directors (Executive Committee)

Basic Functions:The Executive Director is responsible for the operation of Harmony Home Children Advocacy Center. Operations include the following: 1) coordinating and directing all activities carried on at Harmony Home; 2) day-to-day management, hiring, supervision and evaluation of center staff; 3) reporting to the Board of Directors; 4) oversees writing of all grants and working in conjunction with the board on all fundraising projects; 5) develop, overseeing and evaluation of all programs; 6) creating and managing the annual budget upon board approval; 7) developing and maintaining strong working relationships with key professionals within the community; and 8) ensuring that the Multidisciplinary Team is functioning at a high level.

Qualifications:Bachelor’s Degree mandatory; Master’s degree and minimum of 5 years experience in a non-profit management and related work with Child Protective Services and the criminal justice system preferred. Good organizational and management skills essential. Ability to work well with a variety of people. Grant-writing and fundraising experience preferred. Experience with the preparation and management of a budget preferred. Strong interpersonal and public speaking skills a must. Bilingual a plus.

RESPONSIBILITIES:

Management and Administrations:

  1. Responsible for overall management of Harmony Home Children’s Advocacy Center programs. Has chief administrative responsibility for services provide by Harmony Home and public accountability of the Center.
  2. Hiring, training, supervising and evaluating center staff.
  3. Termination of staff personnel in consultation and agreement with the Executive Committee of the Board of Directors.
  4. Assuring that all personnel records are maintained in accordance with all local, state, and federal laws.
  5. Responsible for overall management, monitoring and evaluating programs to determine if they are meeting established goals and objectives.
  6. Recommending and implementing new programs and collaborations to meet the needs of Harmony Home clients.
  7. Responsible for appropriate maintenance and implementation of all policies and procedures as directed by the Board of Directors.
  8. Responsible for facility maintenance and procurement and disposition of equipment and supplies.
  9. Draft policy material for presentation to the appropriate board committee and to the Board of Directors regarding:

Program Development:

  1. Determine appropriate areas for program development through literature searches, contact with other CACs throughout the state, discussions with the agencies housed at the center as well as those which utilize its services, and by assistance of Children’s Advocacy Centers of Texas, Inc. (CAC-TX) and National Children’s Alliance (NCA).
  2. Maintain all records of Center clients for the tracking of child abuse from the initial center contact to case disposition. Encourage the sharing of information to appropriate team members.
  3. Develops and recommends to the Board, specific, written, short and long-range plans for the development of programs and services.
  4. Implement accepted program plans
  5. Develop grant applications for program funding through research, identification, and application to grantors. Work closely with CAC staff to determine needs.
  6. Formulate plan consistent with Board –approved program
  7. Develop funding request consistent with program costs
  8. Monitor progress of proposal
  9. Develop program training and development for professionals in the area of child abuse.
  10. Research experts in child abuse to identify needs
  11. Formulate plans consistent with Board approved program.
  12. Monitor training programs
  13. Evaluate training for future assessment of needs.
  14. Develop and maintain inter-agency communication and networking regarding child abuse and role of Harmony Home. Ensure that HHCAC takes responsibility for all problems with team communication and develops creative solutions.
  15. Serve as resource agency for professionals and community at-large.

Financial Management:

  1. Responsible for the efficient management of Harmony Home’s budget.
  2. Develop yearly operating and capital budget and present to Board of Directors annually in December.
  3. Recommend changes in budget in accordance with changes in income.
  4. Develop and coordinate all Center fundraising efforts in conjunction with staff and board.
  5. Provide financial oversight and approval for every expenditure of the agency.
  6. Provide oversight and input in the preparation of monthly financial statements.
  7. Assure that the financial operations of the agency do not exceed the approved budget.
  8. Assures that Harmony Home annually receives a clean audit from an outside auditor.

Community and Public Relations:

  1. Disseminates information regarding the mission, goals, program and activities of the Center, via a public relations program, to:
  • Child abuse professionals
  • Businesses
  • Non-profits
  • Human Services Organizations
  • Local and state governments, legislative and judicial professionals
  • Community-at-large

  1. Participate on behalf of the Center in coalitions that address child abuse and other human resource needs.
  2. Work closely with the Children’s Advocacy Center of Midland to ensure that all clients in the Permian Basin have access to services.
  3. Disseminates information to the community and appropriate agencies regarding the mission and activities of the Center, via public relations programs, including personal contact and written materials.

Board Relations:

  1. Maintains appropriate working relationship with the Center’s Board of Directors and its committees.
  2. Reports regularly to the Bard regarding the Center’s activities and finances.
  3. Renders technical and professional assistance to the Board and its committees.
  4. Prepares annual report for the Board.
