Congratulations to managers, coaches and players on winning your District and Section Championships. District 16 and Plains Little League look forward to hosting all of you in the 2016 Pennsylvania State Little League Girls Softball Tournament. Plains Little League is located in Plains, PA. All games will be played on the Plains Little League Field located in Plains, PA 18705. As soon as you win your sectional title, email with appropriate information.

Before being permitted to compete, all teams must first submit all documentation (properly completed affidavit, documentation map, residency documentation and any necessary waivers) to the Tournament Staff for review and approval. Please see your District Administrator immediately if you are unclear on any matter relating to the required documentation.

Plains Little League and District 16 believe strongly that all games are to be decided on the field by the players according to the Little League Official Regulations and Playing Rules. In particular, rule XIV(a) – Field Decorum will be strictly enforced:

(a) The actions of players, manager, coaches, umpires and league officials must be above reproach. Any player, manager, coach, umpire or league representative who is involved in a verbal or physical altercation, or an incident of unsportsmanlike conduct at the game site or any other Little League activity is subject to disciplinary action by the Local League Board of Directors (or by the District, if the Big League is administered as a district operation)

Any unsportsmanlike action by players, managers, coaches or fans intended to disrupt the play of any player, especially the pitcher, will be dealt with immediately. Plains Little League and District 16 expect the manager and coaches to control their fans.

The tournament committee reserves the right to adjust times as needed to keep the tournament moving. We will do everything in our power to complete the tournament in the time allowed. All decisions of the tournament committee will be final. We will follow and abide by all Little League rules and regulations with no exceptions. The tournament committee asks that you dress appropriately, that is not short shorts, no tank tops, just presentable clothing.

TOURNAMENT GENERAL RULES AND GUIDELINES:

1. The Tournament Rules and Regulations as published by Little League Baseball shall be binding and strictly enforced.

2. Tournament affidavits will be submitted by the team manager before each game. The affidavit must be verified and signed immediately after each game.

3. The team manager is responsible for uniforms and equipment (equipment will be checked by the Umpire-in-Chief prior to each game). Players must be in uniform with the Little League approved patch. Managers and coaches shall dress neatly.

4. Only the manager, coaches and players listed on the official tournament eligibility affidavit are permitted in the dugout or on the playing field.

5. All batting helmets must be NOCSAE approved with warning labels.

6. Catchers must wear a mask with approved helmet and throat guard.

7. No jewelry will be allowed on the playing field regardless of the material. This includes earrings, necklaces, rings and watches. Medical Alert items ARE PERMITTED.

8. NO TOBACCO OF ANY KIND is permitted at the complex.

9. No pets allowed at the complex.

10. Game balls will be supplied by the host league.

11. All pre-game practices will be assigned by the host league. A short infield/outfield warm-up may be allowed if conditions permit. This warm-up may or may not be on the game field.

12. Dugout Assignment: The team listed at the top of the bracket will occupy the First Base Dugout. The other team will occupy the Third Base dugout.

13. Home Team Selection: The game field is neutral for each game. A coin flip will determine home/visiting teams with the team occupying the first base dugout calling the flip.

14. Fifteen minutes prior to the game start, managers, coaches, umpires and the game director will meet at home plate to review the ground rules and answer any pre-game questions.

15. Both teams will line up as directed by the Tournament Director when introduced and remain there for the National Anthem and the Little League Pledge.

16. Both teams will meet at home plate immediately at the conclusion of the game and shake hands.

17. At the conclusion of the State Championship Tournament, each team will receive a PA State pin. The State Winning Team will be awarded a Championship Flag.

Plains Little League will be providing championship t-shirts. The team names will be printed on the back. There will be a limited number of shirts available. Cost of the shirts will be $15.00

Things to See and Do in Northeastern Pennsylvania

Plan to visit Luzerne County in scenic Northeast Pennsylvania when looking to take a short getaway or just get out and do something. Whether you plan to visit Wilkes-Barre, Hazleton or points- in-between there is always something going on. Outdoor recreation is bountiful and offers various scenery and activities for different skill levels. History is all around Luzerne County from the various monuments to the many living reenactments. Area hotels offer various packages when you want to visit and stay overnight in Luzerne County. Packages typically include overnight accommodations, attractions, activities or events while visiting Wilkes-Barre, Hazleton and various smaller communities. Festivals around the region are occurring year round with an emphasis from spring to fall.


Visit Wilkes-Barre, PA, Luzerne’s county seat, continues to revitalize the downtown with restaurants, pubs and a new urban park. The River Common offers 12 miles of trails for bikers, joggers, walkers, and roller bladers along the Susquehanna River. It is not uncommon to see kayakers paddling by the city. The River Common is host to many local events including Riverfest in June when 100’s of kayakers adorn the banks of Nesbitt Park.

Visiting Wilkes-Barre and Hazleton in Luzerne County is easy; conveniently located within easy driving distance to many cities in the Northeast and Mid-Atlantic. Reach Luzerne County via Interstates 81, 80, 84, 476 (Pennsylvania Turnpike) and Routes 309 and 115.
