A Bylaw to amend Bylaw 12800, as amended,

The Edmonton Zoning Bylaw

Amendment No. 721

WHEREAS portions of NE, NW, SE and SW 22-54-24-4, located west of 66 Street SW and south of 15 Avenue SW, Summerside, Edmonton, Alberta, are specified on the Zoning Map as (RF4) Semi-detached Residential Zone; and

WHEREAS an application was made to rezone the above described property to (RPL) Planned Lot Residential Zone;

NOW THEREFORE after due compliance with the relevant provisions of the Municipal Government Act RSA 2000, ch. M-26, as amended, the Municipal Council of the City of Edmonton duly assembled enacts as follows:

  1. The Zoning Map, being Part III to Bylaw 12800 The Edmonton Zoning Bylaw is hereby amended by rezoning the lands legally described as portions of NE, NW, SE and SW 22-54-24-4, located west of 66 Street SW and south of 15 Avenue SW, Summerside, Edmonton, Alberta, which lands are shown on the sketch plan annexed hereto as Schedule “A”, from (RF4) Semi-detached Residential Zone to (RPL) Planned Lot Residential Zone.

DISCUSSION

1.The Application

This application proposes to amend the Zoning Bylaw from (RF4) Semi-detached Residential Zone to (RPL) Planned Lot Residential Zone. The proposed rezoning will allow for single family housing on smaller lots with real lane access.

2.Site and Surrounding Area

The subject site is currently undeveloped and located along a future collector roadway. To the north of the site is developing single and semi-detached residential housing. A future park and community league facility will be located to the east. To the south of the proposed rezoning area are lands zoned for row housing and future low density residential development. The lands to the west of the site are currently zoned RPL.

ANALYSIS

1.Compliance with Approved Plans

The proposed rezoning conforms to the Summerside Neighbourhood Structure Plan which designates the lands for low density residential development.

The Summerside NSP envisions a central east-west collector roadway, (proposed to be named Grand Boulevard) to be built with boulevards and medians to create a pedestrian friendly environment providing a strong internal link between private and public neighbourhood focal points. The proposed RPL Zone will apply to lands fronting onto a central east-west collector within the Summerside Neighbourhood Structure Plan (NSP).

By requiring rear lane access, the RPL Zone will prevent front drive access and by so doing will create a more pedestrian friendly environment, maintain an unbroken boulevard along the collector and eliminate backing movements by vehicles onto the collector roadway.

2.Transportation and Utilities

The Transportation Department supports the proposed rezoning and advises that the future Grand Boulevard (collector roadway) will be constructed with boulevard walks with a straight faced curb. No front drive access will be permitted and access will be from the rear lane.

No other utility agencies have any outstanding concerns regarding this application.

3.Surrounding Property Owners’ Concerns

The Planning and Development Department sent a notification letter to surrounding property owners and the Ellerslie Recreation and Community League on June 29, 2006. There were no subsequent inquires about the application.

JUSTIFICATION

The Planning and Development Department recommends that Bylaw14382 be APPROVED on the basis that the application conforms to the Summerside Neighbourhood Structure Plan and meets the technical requirements of the affected City Departments and utility agencies.
