API 17VO HIPPSSafety systems
STATUS REPORT
1. introduction
The API 17VO task group’’s scope of work is to develop a document (RP or specification) to cover safety systems in the subsea environmentmaintain the recommended practice for High Integrity Pressure Protections Systems (HIPPS) for subsea production systems. This scope has been extended to cover applications for export pipelines in a new sub-committee, it is intended that export pipeline HIPPS will be covered under a different specification. This follows on from discussions between API and BSEE in 2011 where a need was identified for a document to cover subsea pumping, gas lift, production control etc, for the areas not currently covered by API 14C.
2. previous reported status UPDATE
The first draft which is focused on the process components has been issued to the reading group in June 2012. Comments received were then incorporated.
A second draft was issued to the reading group in February 2013 with comments received in March 2013. The comments from this review and other changes have since been incorporated and a draft issued to API to be sent out for a formal comment period, ahead of a ballot later in the year.
The working group has continued to meet monthly to progress the document.
The group has also met with API 14C Chairman to ensure we have visibility on the changes being made.
The document was sent out for ballot on 13th December 2013, with a closing date of 24th January 2014.
This is the first reporthe RP was published in October 2009.
3. membership
Membership to the task group has grown with a large industry involvement.

5. MAJOR ISSUES
NoneThe group has met on three separate occasions (August, September and October 2012) to discuss the scope of the document, draft a table of contentsThe Equation 2 of section 9 of the RP has been found to be dimensionally inconsistent. API has contracted the services of a SIS specialist from ABB to review the issue and propose amendments for review by the working group. and prepare an initial schedule. The group has made initial good progress, but end of year commitments impacted the final meeting.
The group has a working table of contents and needs to identify a small working group with a larger reading group to review the output.
6. anticIpAted new work items
Ø Continue to develop table of contents
Ø NoneProduce a draft documentWorking to develop export pipeline annex.
7. plans for future meetings
Plan to continue monthly meetings in 20132, starting in JanuaryFebruary with the working group. There is an ongoing monthly meeting to develop and work on the export pipeline annex. This work is being lead by Brian Perilloux (Williams)
We have developed a mission statement and identified objectives and boundaries for drafting an API standard/RP/specification that will address the necessary system components to enable a subsea pressure class specification break. We are awaiting an official designation (title) from API, but we continue to progress the content of the draft through monthly meetings hosted by Williams Midstream in Houston. The DOI (MMS) and PHMSA (DOT) have committed to continue their attendance and input during the development of the document. Our goal is to complete a draft during the next year suitable for API review by YE 20112012. Brian Perilloux (Williams) will continue to lead the effort with assistance from Mark Cizek (Williams). We expect continuing regular participation by representatives of operating companies, equipment suppliers and the regulatory agencies. However, we have currently postponed the monthly meetings until such time that more representatives from industry and the regulatory agencies can resume attendance. We expect to resume the monthly meeting in the 4th quarter 2011.
8. RESOURCE NEEDS
NoneABB Consultant to provide input to Section 9.
