LOCAL AUTHORITY RESULTS

Report to Community Learning and Development Managers Scotland

Introduction

Community Learning and Development Managers Scotland was a partner in the ‘Working with Scotland’s Communities’ survey of the CLD workforce in Scotland. A summary report of the findings has been published by Education Scotland[1].

We haveadopted a Data Sharing Agreement with Education Scotland to allow further analysis of the data. Our main purpose was to identify and report specifically upon the responses from local authorities.

308 organisations of all types responded to the survey describing their CLD activity in the week beginning 23rd February, 2015. 245 of them gave total numbers for their CLD workforces and 214 gave further breakdowns of the CPD needs etc. of the workforce.

We have examined the responses to the survey and have identified for further analysis 69 that are from local authority organisations. (This number differs slightly from the one given in the published report. We have eliminated a handful which appeared to us to have been miscoded or clearly duplicate responses, but have included one or two ‘arm’s length’ bodies not identified as ‘local authority’ in the published analysis).

The 69 responses from 32 local authorities include several cases where ‘core’ CLD services are split between sections of the local authority, plus some where a response from a ‘core’ service is supplemented by returns from other sections of the authority where small numbers of staff have a CLD role, or from small units, projects etc. We suspect that there is also unfortunately still some remaining duplication of responses.

Of the 69 local authority respondents, 55 gave total numbers for their CLD workforces and 51gave further breakdowns of these workforces.

This report containstotals and percentages of responses from local authorities to the questions in the survey. Except (with one exception) those to which ‘open-ended’ answers were required are not included. Local authority totals are compared with the corresponding percentages for non-local authority respondents and for all respondents to the survey. After each table we provide a few points of commentary on its interpretation.

  • Although only 22% of the organisations replying to the survey were part of local authorities, they employed64% of the staff involved
  • However, they only employed 52% of the full time (35 hours+) staff involved, because they were much more likely also to use very part time (LT 17.5 hours) staff – more than half their total workforce
  • Local authorities had a higher ratio of front line staff to managers than other sectors
  • Local authority staff were only a little more likely to be on ‘permanent’ contracts than those in other sectors.

  • Other organisations – principally in the voluntary sector – appear to be significantly more likely to have increased staff and less likely to have decreased them than local authorities (However it should be noted that the survey cannot take account of any organisations that may have decreased their staff through closure or withdrawal from CLD work)

  • Mostlocal authorities used volunteers in face to face roles, whilst ‘others’, which obviously includes many voluntary organisations, were almost as likely to use them in support or governance roles. However when we look at the actual numbers of people involved (which are influenced by some very big users of volunteers in the voluntary sector), we actually find a higher percentage in local authorities of volunteers involved in governance and a lower percentage than elsewhere in face to face work.

  • Most CLD employers do not require any qualifications from volunteers. None in local authorities, and only a handful in other sectors, require higher level qualifications. But local authorities are more likely to have some requirements at lower levels.
