P183.08 MINUTES

The Minutes of the meeting held on 22 September 2008 were approved

and signed by the Chairman.

P184.08 PLANNING APPLICATIONS

Consideration was given to planning applications received for weeks ended

26 September and 3 October 2008.

RESOLVED:

(1) That no objections be raised to any of the following applications :- 3/2008/0800; 0801; 0809; 0811; 0812; 0815; 0824 and 0834;and

(2) That with regard to application 3/2008/0800 –

installation of automated teller machine - Roundabout Filling Station, Chatburn Road, Ribble Valley Borough Council be asked to take all

possible steps to ensure that wheel chair users can make use of the facility.

P185.08 ACCOUNT BALANCES

The Town Clerk submitted details of balances as at 30 September 2008,

together with Actual/ Estimated Income and Expenditure for September

and October 2008.

In addition the Town Clerk reported that he had transferred £6,000 from

the BBRT Account to the Current Account on 6 October 2008.

RESOLVED: That the Account Balances and Transfer, as reported,

be approved.

P186.08 ACCOUNTS PAID

The Town Clerk submitted details of accounts paid during September,

2008.

RESOLVED: That the accounts paid during September 2008, details

of which are shown in the Appendix to these Minutes be approved.

P187.08 SUMMER BAND CONCERTS 2008

The Town Clerk gave details, for information, of the receipts and payments made relating to the Summer Band Concerts 2008, and asked Members to determine the level of funds to go to the Mayor’s Welfare Fund.

RESOLVED: That the whole of the amount raised from the collection

at the Last Night of The Proms Concert ie £350.36 , be allocated to the

Mayor’s Welfare Fund.

P188.08 MAYOR OF CLITHEROE WELFARE FUND STATEMENT OF

ACCOUNTS FOR THE PERIOD 1 FEBRUARY TO 30 SEPTEMBER 2008

The Town Clerk submitted details of the Mayor of Clitheroe Welfare Fund

Accounts for the period 1 February to 30 September 2008.

RESOLVED: That the accounts be noted.

P189.08 EDISFORD CAFÉ AND PITCH AND PUTT COURSE

With reference to Minute No P179.08 (September, 2008), the Town Clerk

submitted a copy of a letter from the Street Scene Manager at Ribble

Valley Borough Council to the points raised by the Town Council on the

Closure of the café at Edisford and the future of the Pitch and Putt course.

He explained that the reply invited the Town Council to put forward any

suggestions as to what use the land could be put to if the pitch and putt

course had to close.

RESOLVED:

(1) That the Town Clerk be asked to write to the Editor of the Clitheroe Advertiser and Times requesting that an article be included in the paper drawing to the attention of the public the Borough Council’s decision to close the café and ask if there are any local organizations or volunteers who would be willing to continue to run the pitch and putt course as it is for local people and visitors to the area as the Town Council considers that it is an important leisure facility that we cannot afford to lose. If that does not prove possible to urge residents to put forward suitable alternative uses for the site: and

(2)  That the Town Clerk be asked to arrange for this issue to be included on the Town Council’s noticeboard.

P190.08 BILLINGTON AND LANGHO PARISH COUNCIL – REQUEST TO

MANAGE ALLOTMENTS

The Town Clerk reported that Billington and Langho Parish Council

had enquired whether Clitheroe Town Council were in a position to

manage their proposed allotments .

He explained that Section 101(1) (b) of the Local Government Act, 1972

allows a local authority to arrange for the discharge of any of their

functions by any other local authority.

He suggested that , having regard to the existing workload in dealing

with the Town Council’s allotments and the lengthy waiting list it would

not be possible or , indeed , practical to manage another Parish Council’s

allotments.

RESOLVED: That the Town Clerk be asked to inform Billington and Langho Parish Council that this Council is unable to become involved

in the management of their allotments for the reasons outlined.

P191.08 DRAFT PARISH AND TOWN COUNCIL CHARTER

The Town Clerk submitted a copy of the Draft Parish and Town Council

Charter which the Lancashire County Council had produced .

He reported that Parish and Town Councils had been asked to submit their

comments by the 17 October, 2008 on the basis that it was intended to

launch the Charter at the Annual Conference on the 29 November, 2008.

RESOLVED: That the contents of the Draft Charter be noted.

P192.08 ROAD TRAFFIC REGULATION ACT 1984

LANCASHIRE COUNTY COUNCIL – VARIOUS DISABLED

PARKING PLACE ORDERS AND A PROHIBITION OF WAITING

ORDER

The Town Clerk submitted a copy of several disabled parking place

Orders and Plans, along with a prohibition of waiting Order and Plan.

RESOLVED: That the Town Council has no objection to any of the

following Orders:-

Montague Street, Clitheroe Disabled Parking Place Order;

Brownlow Street, Clitheroe Disabled Parking Place Order;

Woone Lane, Clitheroe Disabled Parking Place Order;

Highfield Road, Clitheroe Prohibition of Waiting Order.

P193.08 REQUESTS FOR FINANCIAL ASSISTANCE

The Town Clerk submitted applications from the following organizations

for financial assistance:

Children with Leukaemia;

Ribble Valley Athletic Club;

RNLI Special Appeal; and

Clitheroe Football Club “Buy a Brick “ Campaign.

RESOLVED:

(1) That the applications from Children with Leukaemia and the RNLI Special Appeal be not supported as the Town Council gives preference to local organizations:

(2)  That the application from the Ribble Valley Athletic Club be not supported as the Town Council does not consider it is appropriate to support the request; and

(3) That a sum of £50 be provided to the Clitheroe Football Club “Buy a Brick” Campaign from the Town Mayor’s Welfare Fund.

P194.08 USE OF PLASTIC BAGS IN CLITHEROE

With reference to Minute No P165.08, it was reported that Members were

in the process of finalizing the collection of the survey forms and that

the Members Working Group would meet in the near future to decide the

next steps.

RESOLVED: That the position be noted.

P195.08 EXCLUSION OF THE PUBLIC

RESOLVED: That the public be excluded from the meeting before

discussion takes place on the remaining item of business on the ground that it relates to the supply of goods or the execution of work which, if details were reported might lead to unfair advantage.

P196.08 CLEANING OF BRONZE PLAQUES AND STATUE – CENOTAPH

GARDENS, CASTLE GROUNDS

With reference to Minute No P181.08 (September, 2008), the Town Clerk

submitted details of a quotation he had received from William Anelay, of

York for cleaning the bronze plaques and soldier statue at the Cenotaph

Gardens in the Castle grounds.

The Town Mayor submitted information of possible sources of external

funding.

RESOLVED: That the Town Clerk be asked, in consultation with

the Town Mayor to obtain details of ways in which the Town Council

could obtain external funding towards the costs involved in this work .
