MINUTES OF THE REGULAR MEETING OF THE GRYGLA CITY COUNCIL

APRIL 12, 2004

The regular meeting of the City Council was scheduled to be held in the Civic Building at 8:00 p.m. The meeting was called to order, at 8:00 p.m. by Mayor Klein with the following council members present: Joy Nordby, Jeff Lund, Robert Thompson and Patti Johnson. Absent: none. Also present were Tony Moe, Shawna Olson, Tausha Siverts, Tina Englund, Lon Aune, Rose Aune, & Carter Torgerson.

MINUTES OF PRECEEDING MEETING

Motion made by Thompson , seconded by Nordby, to approve the minutes of the City Council Regular meeting of March 8, 2004. Motion unanimously carried.

Johnson made a motion and Nordby seconded to approve payment of all bills, carried unanimously.

GAZEBO

Olson, Siverts, and Englund brought to the councils attention that the Women of Today and disbanding, the need to have 7 members and they only have 4 (the other member is Stacy Tykward). They have had many fund raisers to raise money for a gazebo and they have $2,000 in savings and more in checking. After all of their bills get paid off they will be presenting the city with a check with the remainder of their money and they would like the city to set this money aside for a gazebo still. Johnson brought up the band shell option, which is like half of a gazebo with a stage, which they have in Grand Forks. Thompson made a motion to start a gazebo fund and have a committee and have the four members on it. Klein seconded the motion, carried unanimously.

ATV TRAILS THROUGH CITY

Tony Moe brought up that Fourtown-Grygla Sportsman Club would like to make an ATV trail that would come through town so people could fuel up and get food. The trail would start by Moe’s and go under the power lines just south of the hiking trail. There are four backwashes through there and the club would take care of putting the pipe and crossing in there, when they get to the big ditch they would build a bridge, then cross the field north of the hill, and come up right behind the arena and then they will be right by the streets to get to the station. They would not be on the hiking trail at all, except right at the end by the arena to get to the street. The club would take care of all of the maintenance on the trail. Nordby made a motion to approve the request for the ATV trail, seconded by Lund, carried unanimously.

STREET IMPROVEMENT UPDATE

Lon Aune said that the numbers that they figured out might be a little higher than what was figured out to begin with. Gordy Moe who works with CSI would like to go out and do surveying as soon as possible, when the frost is out, and Floan would like to be here when they do it.

Liberty Chapel wants to pay off the full assessment as soon as they get them figured out.

Klein contacted Earl Marques with Northwest Asphalt to see about putting a rubber sealant in so it expands and retracts. He is to contact Carter.

ALLEY BETWEEN EVELYN & SIXTH AVENUE ON BLOCK 6

Need to measure yet.

CORNER OF EVELYN AVENUE & HWY 89

Carter went to Safety & Loss meeting in Crookston and mentioned about this corner and what should be done with the state. They suggested writing a letter mentioning we want it checked to see how safe it is and keep it on file, so if an accident does occur there that we have prove that we tried to change things.

CHRISTMAS LIGHTS

The lights will be good enough for this year so we are no longer looking for anymore.

MARSHALL CNTY BILL FOR PUMPING

A motion was made by Thompson and seconded by Johnson to bill Marshall County $35 an hour for pumping out the streets by the water tower, carried unanimously. Carter has brought up to County about putting up a sump pump to help out with times like this in the future, but they have never gotten back to him.

LIFT STATION & WELL HOUSE

Lift Station is all done, there were some problems but they got it all unplugged. Carter borrowed Lund’s waders and they got ruined so we need to replace those for him. Bryce Torgerson came out to help and Thompson motioned and Johnson seconded that Bryce get paid $8 an hour for helping, carried unanimously.

Carter was thanked for all the extra work he did to get the lift station up and running

MOVING TREES & LANDSCAPING

Lund has trees he is trying to get rid of and the school is looking to plant trees on the playground and he should see if they want them or if they want some from the nursery and the tree mover will be around in a couple weeks to move bigger trees if anyone wants them moved.

The new apartments need to be landscaped around and Carter is going to have some black dirt brought in and get going on that.

GRYGLA SIGN UPDATE

Decided to table for a year and take it off the agenda.

Garden Valley won’t design so Rose to check with the school and see if there is anyone there to help with getting started on it.

FIRE TRUCK

Nordby made a motion and Johnson seconded to approve the fire department to purchase a used fire truck for $82,000, carried unanimously. They have already received $25,000 from Marshall County and have $24,000 from Beltrami Con-Con Funds and still have $18,000 with Beltrami Con-Con Funds, they still need to come up with about $15,000.

Fire Department sent in a grant application for $82,700 and if approved fire department and city needs to come up with 10%, for equipment, air compressor, camera, etc.

HOME REHAB MONEY

Need to check if the home rehab money can be used for fixing up the apartments or if it only has to be single family units.

ABATE TAXES FOR DNR SPECIAL ASSESSMENTS

Talk to Sparby if the DNR can get by with not having to pay interest and penalties for special assessments on 1995 street improvements.

CLERKS CONFERENCE

Rose received a $250 scholarship for clerks institute in July in Roseville.

Thompson made a motion, seconded by Klein for Rose to go to Digital Photography & Microsoft Excel Intermediate to Advance classes provided by the NWSC in Thief River Falls for $50 each; carried unanimously.

Need to start budgeting for new election machines for 2006. Lund to work on HAVA grant in by April 30th

Fire Department needs to make sure that they have no sign of sales of alcohol in fire hall.

Auditor said it is fine if fire department has checking account taken care of by someone other than city clerk.

FIBER OPTIC CABLES

Garden Valley will be putting in fiber optic cables going down Liberty Avenue to Esplee Street and to the east out of town to Hwy 89.

EXPERIENCE WORKS

We need to see if there is anyone that we could get to work through Experience Works for the city to help Carter. We need to get Melvin off the tractor, too many people around town are worried about him driving.

MINUTES OF THE BOARD OF APPEALS AND EQUILIZATION

APRIL 20, 2004

The special meeting of the Board of Appeals and Equalization was scheduled to be held in the Civic Building at 6:00 p.m. The meeting was called to order, at 6:00 p.m. by Mayor Klein with the following council members present: Joy Nordby and Patti Johnson. Absent: Jeff Lund & Robert Thompson. Also present were Rose Aune, Dave Clark – local assessor, Joann Kerian – County assessor and Loren Lusignan.

Lusignan discussed Far North Apartments taxes and would like them lowered. He paid $25,000 and the taxes are valued at $28,000. He wants to add doors this year and maybe doing a storage building or garages there and the taxes would go up then. Klein made a motion and Nordby seconded for Far North Apartments taxes to stay the same, carried unanimously.
