Position Title: Executive Director of Juvenile Court Services

Salary: $5,988 - $7,110 DOQ plus benefits

SUMMARY OF DUTIES

The executive Director for Juvenile Court Services has the responsibility for the overall and operation and supervision of the Juvenile Court Services Department, which operates as part of the Grays Harbor County Superior Court. This position is accountable for all operations of the department which includes intake, probation, detention, special supervision and diagnostic. This position is accountable to the Superior Court Judges, with salary and benefits set by the Board of County Commissioners.

The Executive Director is responsible for the 24 hour operation of all services and operations conducted in conjunction with the Juvenile Court, including theprobation program, detention operations and maintenance of facilities.

The Executive Director is frequently required to provide emergency intervention, action or decisions at irregular hours. The Executive Director works under the authority of the Grays Harbor County Superior Court.

EXAMPLES OF WORK PERFORMED

  1. Initiates, oversees and provides direction in implementing desired programs; reviews and evaluates departmental services, modifying as necessary; provides guidance and support to staff in carrying out programs and duties;
  1. Advises and assists with program implementation of various services; provides direction and counsel on complex matters involving personnel or program operation issues;
  1. Has final responsibility for all departmental personnel practices and policies; hires applicants for employment, evaluates work performance and takes disciplinary action when necessary;
  1. Prepares and administers departmental budget, secures grants and other financial contracts and oversees their use;
  1. Works actively with other agencies on the local, state and federal level in areas of mutual concern;
  1. Is responsible for communication and information flow to and from the community;
  1. Establishes direction of orientation and training for staff development;
  1. Performs other duties as required.

QUALIFICATIONS

  1. Graduation from an accredited college or university with a degree (Master’s preferred) in Public Administration, Corrections or a closely related field.
  2. Five (5) years of experience in the Juvenile Justice System.
  3. Thorough experience in probation, courts and organization and management.

KNOWLEDGE, SKILLS & ABILITIES

  1. Thorough knowledge of the principles and practices of probation work and of related court procedures.
  2. Thorough knowledge of the principles and practices of public administration, organization and management.
  3. Thorough knowledge of principles and practices of fiscal management, including budget preparation, expenditure control and recordkeeping.
  4. Thorough knowledge of the principles and procedures involved in conducting administrative studies and analysis of problems.
  5. Considerable knowledge of professional probation objectives, principles and methods.
  6. Ability to analyze and evaluate operations to recommend and implement more effective probation service methods.
  7. Ability to prepare reports and to present facts clearly and concisely.
  8. Ability to plan, organize and oversee work programs, including monitoring work schedules and evaluating the work of subordinates.
  9. Ability to establish and maintain an effective and professional working relationship with County officials, employees, local, state and federal agencies and the general public.
  10. Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations.

CERTIFICATIONS/LICENSES/REGISTRATIONS

  • A valid driver’s license is required.
