Objective
5 racingevents designedtobuildontheWestWalesWinterTraining. Whilstquality racingistheintentionoftheseries, coursesmaybeadaptedandtraining maybeprovidedtosuittheageandabilityofcompetitors.The serieswillcater for experiencedracers(wantingtopracticeagainsttheirsquadmates!)throughtonovicesailorstravelling totheirfirst event.

SailingInstructions
1. RULES
1.1.Racing will begoverned bythe‘rules’asdefinedin theRacing RulesofSailing (RRS)2013
1.2.CompetitorsshouldnotethatRYA Cymru WalesimplementtheRYA Racing Charterandthattheywill be required toundertaketosail incompliancewiththeCharter,whichcanbefoundatthefrontofthe RYA rule book orat
1.3.TheExonerationPenaltyandtheAdvisoryHearing andRYA Arbitrationof theRYA Rules Disputes

2. CONDITIONSOFENTRY
2.1.Insurance
Eachyachtshall becoveredbythirdpartyinsurancetoaminimumvalue of £2,000,000.
2.2.Classesandeligibility
Racing will beintheOptimists,TopperandGeneral HandicapClasses. Entrieswill beacceptedinthese classesfrom
a)Optimistsailorsunder16on31/12/2017
b)Toppersailorsunder19on31/12/2017
c)General handicapsailorsunder21on31/12/2017
2.3.TallySystem
2.3.1The use oftallywill beannouncedatthe briefing.Tally proceduremayeitherconsistofBeach Mastercontrolledlaunch,a Tally BoardtobecontrolledbytheBeachmaster oraSignonSignOff sheet.NoboatmaylaunchbeforeBeachMasterconfirmslaunchgoaheadandcollecting their tally ifinoperation. Immediately oncoming ashore,helmsshall returntheir talliestothetallyboard.
2.3.2Thepenaltyfornotcomplying withthisinstructionwillbea contributiontotheRNLI, made before theendofProtestTime,of£2for thefirstoffence,£4for thesecondandsoon,providedforinrule
64.1(a)(penaltiesand exoneration).Failure tocomplywiththisinstructionshall notbegroundsfor
protestbyanother boat,changing rule60.1(rightto protest).
3. NOTICESTO COMPETITORS
3.1.Noticestocompetitorswill be postedontheOfficial NoticeBoard,whichwill belocatedinoraround theclubhouseandidentifiedatthe briefing.
4. CHANGES INSAILINGINSTRUCTIONS
4.1.Anychangetothesailing instructions(SI)will be postedatleast30 minutes beforetheadvertised starting time of therace orracesconcerned.
5. SIGNALS MADEASHORE
5.1.Signalsmadeashorewill be displayedonastaffidentifiedatthe briefing.
5.2.Whenflag APisdisplayedashore,‘1 minute’isreplacedwith ‘notlessthan30minutes’intherace
signalAP.
6. SCHEDULEOFRACES
6.1.Dates ofracing areastheseriesNORdescribes.Notmorethan6eventswill be held.Aneventdays racing may berescheduledifone ormore daysracing areabandoned.
6.2.A Maximum of6racesadayarescheduled.
6.3 Warning signals:10:55forthe1straceof theday,at all events.
6.4Toalertboatsthataraceorsequence ofraceswill beginsoon,anorangeflag will be displayedon thecommittee boatnotlessthanfourminutes beforeawarning signal isdisplayed.

10.MARKS
10.1.Coursemarks tobe usedwill be notifiedatbriefing.
11.THESTART
11.1.Thestarting linewill be betweenastaffdisplaying anorangeflag orshape ontherace committee boatatthestarboardendandtheportendstarting markasshowninthecourse diagram.
11.2.Boatswhosewarning signal hasnotbeenmadeshall avoidthestarting area.
11.3.Ifany partofaboat'shull,crew orequipmentisonthecourseside ofthestarting line during the1minute beforethestarting signaltheracecommitteewill displayflag V.Itwill be displayed until all boatshavesailed completelytothe prestartside,butnotafterthestarting signal.
11.4.IntheeventofGeneral Recall thewarning signal for therecalled classshall bemade one minuteaftertheFirstSubstituteisremoved(onesound),andthestartsforanysucceeding classes shall followthe newstart.
12.CHANGEOFCOURSE
12.1.Tochangethenextleg of thecourse,theracecommitteewill movethe original mark toa new position.
12.2.If theracecommitteesignalsashortened course(displaysflag Swithtwosounds)the finishing lineshall be:atarounding mark,between themarkandastaffdisplaying flag S.
13.THEFINISH
13.1.Thefinishing linewill be betweenastaffdisplaying ablueflag onaracecommittee boatand thefinishing mark.
13.2.Boatsmay befinishedatany pointonthecourse byaracecommittee boatdisplaying Flag W
orletterWaccompaniedby1soundsignal.
14.TIMELIMITS
14.1.A Racetime of1hourandMark1timelimitof 20minutesshall applytotheleadboatin eachclass.
15.PROTESTS
15.1.Protestsshall bewrittenonformsavailableattheraceofficeanddelivered therewithin40 minutesafterthetime of thelastboat'sfinishintheirclass. Ifracesaresailedback-to-backprotests shall belodgedwithin40minutes of thefinishing time of thelastboatintheirclassinthelastrace of the day.
15.2.All boatsintending toProtest,mustreporttotheappropriateCommitteeBoatattheendof eachrace. Failuretodosowill render theProtestinvalid. This changesrule61.
15.3.Protestswill be heardinapproximatelythe order ofreceiptassoonaspossible.
16.SCORINGSYSTEM
16.1.Theeventwill bescoredusing AppendixA Low pointscoring system.
16.2.Eachboat’seventscorewill bethetotal ofherracescoreswithherworstscore discardedif
3ormoreraces have beencompleted.
16.3.Tworacesshall constituteaseries
17.PRIZES
17.1.Eacheventwill have prizesforeachClass,the overall circuitPrizeswill count3eventresults with3discards.
18.OUTSIDEHELP
18.1.Atthe discretionoftheracecommittee official supportboatsonlymay helpcompetitors.
ThisamendsRule41. Theapplicationof thisSIshall notgivegroundsforredress. Theextentofhelp will be dependentonability,examplesmayincludeshortening coursesfor theseboats, providing alternativecoursestosuittheconditions, coaching etc.
19.RISK STATEMENT
It must be recognized that sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, you agree and acknowledge that:
19.1You are aware of the inherent element of risk involved in the sport and you accept responsibility exposing yourself to such inherent risk whilst taking part in the event;
19.2You will comply at all times with the instructions of the Race Officer/Beach master and other officials particularly with regard to handling of boats, wearing of buoyancy aids and the wearing of suitable clothing for the conditions;
19.3You accept responsibility for any injury, damage or loss to the extent caused by your own negligence;
19.4You will not participate in the event whilst your ability to skipper or crew a dinghy is impaired by alcohol, drugs or whilst otherwise unfit to participate ;
The provision of patrol boat cover is limited to such assistance, as can be practically provided in the circumstances.
