Questions and Answers
Q1.This looks almost identical to the VDHR cost share RFP issued last year. Is there anything you are liberty to share as to why it is being re-bid through the County?
Answer: This proposal is for the County andis not affiliated with VDHR’s bid. As stated in the “Background” this is to conduct additional surveys to complete those needed to prepare the Nomination.
Q2.Could examples of completed Highland Springs project survey forms (or a link to such forms) be provided?
Answer: The Highland Springs survey forms completed from the 2015 Cost Share survey are available in DHR’s archives (open Tuesday through Thursday, 9AM-5PM). They are also available to anyone with a VCRIS data entry license. The current (2016) Cost Share survey underway in Highland Springs will conclude by June, at which point all additional surveys will be available in the archives and on VCRIS.
Q3. Has the County established a budget for the project and if so, what is that budget?
Answer:The project has been fully funded
Q4. Is there a local organization, historical society or group that has also been participating in the project thus far? If so, will the County provide contact information?
Answer. There is not a local organization that has been participating in the project. Henrico County through the Department of Community Revitalization has been the entity that initiated and has been coordinating the work.
Q5.On Page 18 sec. VIII.3.i of the RFP it states: “Offeror shall provide a statement of financial stability and provide a copy of their most recent audited financial statements to include a balance sheet and income statement.” Although our financial statements are prepared by a CPA in accordance with generally accepted accounting principles, we do not have audited financial statements. Will a recent balance sheet and income statement suffice?
Answer:Firms can provide various forms of evidence of financial stability such as audited financial statements. Firms can declare this information proprietary and confidential and complete the information required on Attachment C, page 23.
Q6.We are confused by the use of thewords “prepare surveys” in the opening sentence of the RFP. Does this mean that currently there are 462 properties that have an existing survey which only require formatting and data entry OR does it mean that 462 properties have not been addressed and require the performance of a complete reconnaissance action resulting in the production of 462 survey reports and related data entry?

Q7.Can we provide a current, on- going project as an example of our work, or do all threeexamples have to have been completed within the past 5 year?
Answer: An on-going project would be acceptable, provided that comparable work has been completed sufficient to enable the client to provide an assessment of the quality, and timeliness, and if it includes anything that was submitted to DHR (or similar entity) for review and approval, that step has been completed
