Meeting called to order at 2:00 pm by Chairman Cox.

1.  APPROVAL OF MINUTES FROM JANUARY 31, 2013 MEETING

MOTION TO APPROVE JANUARY 31, 2013 MINUTES WITH CORRECTION – Councilman Alvarez , 2nd Deputy Mayor Bensoussan

ALL IN FAVOR – 3-0-0

·  Chairman Cox – minor revisions to Pond 20 update on page 4 as well as it was the implosion of the South Bay Power Plant not the Salt Reclamation Plant.

2.  APPOINTMENT OF NEW CITIZEN ADVISORY COMMITTEE MEMBERS

3.  SPECIAL RECOGNITION FOR OUTGOING CHAIRMAN JOHN WILLETT AND VICE CHAIRMAN KEVIN O’NEILL

·  Chairman Cox – We know that there were elections of a new Chair and Vice Chair of the CAC at the last meeting and we would be remiss if we did not commemorate the service of the past Chair and Vice Chair John Willett and Kevin O’Neill. We appreciate all of the work you have done for many many years as well as your continued participation on the CAC. Both John and Kevin will continue to serve on the CAC.

4.  INFORMATIONAL ITEMS

a.  Poseidon Project – Stan Williams, Poseidon Inc.

PowerPoint presentation. This project is located in the South San Diego Bay. This project includes the salt ponds and otay watershed.

·  Duane Bazzel – Will there be an artificial berm created in Pond 20?

¨  Yes, we did assure the Port District that we would create a berm between their section and the floodplain.

·  Jack Bransford – You have talked about wildlife in the area does this cover all animals?

¨  This mostly consists of the fowl, however we always consider all wildlife when doing any project.

b.  Preserve Owner Manager Update – City of Chula Vista

PowerPoint presentation. This is a joint effort between the City of Chula Vista and the County of San Diego. There is almost 2,500 acres of the POM within the OVRP boundaries. Over the last year we have done biological resource surveys, monitoring/trapping, access control and invasive species control.

·  Jack Bransford – Is there going to be trail connections and requirements for these areas and new developments?

¨  Yes, there will be trail requirements and restrictions for all of the projects and areas that would be reviewed by us before approval.

c.  Swiss Staging – County of San Diego

The staging area is under construction and expect completion in lateJuly

5.  OVRP PROJECTS

a)  Palm Avenue Trail – County of San Diego

Well I think the ribbon cutting before this meeting sums up how this project went and I’m glad you were all able to be here for this trail opening.

b)  Hollister Viewing Deck – County of San Diego

We are working on this project and bids and will start construction after birding season and hoping for completion late this calendar year.

6.  RANGER REPORTS

·  John Barone, City of San Diego, Western OVRP

We had OVRP Day on June 1st and it was a very successful day with a lot of help from WildCoast. Over 300 people attended and participate in various activities in the OVRP. We also had a donation from TerraBella Nursery to raise money to help cover the costs of this and future events.

·  Marc Pumpkinthief, County of San Diego, Eastern OVRP

We held a youth service day that was quite interesting as it was spearheaded by a high school senior who organized about 50 youth and 15 adults to come out for the day and perform various clean-up, planting, etc in the park. We also held the first Movie in the Park at our park and visitors enjoyed Wreck It Ralph and it has been great because since then we have seen an increased number of visitors at the park.

7.  OVRP/CAC CHAIR’S REPORT – John Vogel, CAC Chair

8.  FRIENDS OF OVRP REPORT – John Carroll, Chair

I wanted to commend all of the efforts in the OVRP and

9.  PC/CAC MEMBER COMMENT/OPEN DISCUSSION

·  Duane Bazzel – At one of our last CAC meetings we had a presentation about some planning in the Chula Vista area of the OVRP and I would like to specifically request from Joint Staff that for any projects that are coming up we (the CAC) get these ahead of time with plenty of time for review and input. I don’t know where things are currently but would just put out this request. I was also wondering about the City of Chula Vista’s Park Plan as I know that there was a very large park being proposed that is technically outside the OVRP boundaries but is close and could impact the OVRP.

·  Marilyn Ponseggi – I believe this is Village 8 EIR that has just gone out for comment to the public and earlier today I just sent to joint staff to ensure that this does get sent out to all appropriate parties.

·  Kristi McClure – We can bring the Park Plan Update to the next meeting to show our current progress on this.

·  Jack Bransford – I would reiterate a comment/request from another member at a previous meeting about having a motorized tour of the OVRP for CAC and PC members.

·  Supervisor Cox – Maybe we could tie this into the Swiss Park Staging Area opening.

·  Pauline Martinson – We have a clean-up day this Saturday in the Tijuana River Valley as well as a county-wide Coastal Clean-Up Day on September 21, 2013. We are looking for site captains so if you or anyone you know is interested please let me know.

·  Supervisor Cox – We received a settlement from the Border Fence project for approximately $2.5M and have worked with the State and other agencies to also get them to put their settlements towards the trails as well and we are also currently applying for a $2.5M grant from the Coastal Conservancy which combined could cover the rehabilitation and construction of all 22 miles in the Tijuana River Valley.
