1.  Description of problem to be mitigated: Mecklenburg County proposes two FMA projects: one to mitigate repetitive flood damage at eight (8) NFIP-insured Tier 2 repetitive loss properties located within the City of Charlotte (NFIP CID 370159) through a combination of elevation (six properties) and acquisition/demolition (two properties). The second project is to mitigate repetitive flood damage at ten (10 NFIP Tier 4 repetitive loss properties also within the City of Charlotte. Addresses are listed in Item 2 below Tax cards, photographs and elevation data is attached.

The subject properties were selected due to susceptibility to flooding as evidenced by inclusion on Repetitive Loss lists supplied by Insurance Services Organization to Charlotte- Mecklenburg Storm Water Services (effective date April 30, 2015). Property addresses are listed in the tables below, associated NFIP claim dates are listed for the Tier 2 properties.

7. Important Deadlines:

A. March 30, 2016 (Close of Business) – Letters of Interest (LOIs) are due. All documents to support a benefit-cost analysis are due. For acquisition and elevation projects, these include tax cards and elevation certificates (if available), as well as loss histories for all properties being mitigated. NCEM will conduct analysis to determine if projects are cost effective, including use of all waivers, and set up e-Grants accounts for eligible applicants (i.e. local governments). **Please note that Mitigation projects require a FEMA-approved and adopted Hazard Mitigation Plan at the time of submittal to FEMA, as well as on FEMA’s subsequent award date, if selected.** Note that applications for regional hazard mitigation plans do not require a benefit-cost analysis. B. April 27, 2016 – For sub-applications selected by NCEM to be submitted to FEMA, a strong first draft of the grant application is due in e-Grants, with all attachments. (NCEM HM staff will provide assistance during this process).

C. May 16, 2016 – Date final drafts of grant applications are due to NCEM, integrating comments from NCEM Hazard Mitigation staff.
