A MEETING OF GODSHILL PARISH COUNCIL WAS HELD AT THE VILLAGE HALL, GODSHILL AT 7.00 PM ON MONDAY 4TH JULY 2016.

MEMBERS PRESENT: Councillors Banks,Button,Child, Diment, and Thrower.

ALSO IN ATTENDANCE: G Hughes (Clerk), IW Councillor Downer and nine members of the

public..

7.00pm to 7.30pm time allocated for residents of Godshill Parish to speak to the Council on

Parish Council matters.

Yasmin Nigh gave an apology that circumstances have prevented her arranging a fete at Central Mead.

Maintenance of the Facebook page would need to be taken on, as due to commitments it was not possible for her to continue in that role.

Ms Eastgate and Ms Dinsdale spoke in support of retaining the playing field at May Close which had been left by a bequest from a local resident for the use of Children and Young Persons in the parish.. They felt that parking was better than that available at Central Mead and that many local residents would support the main playing field for the village being retained at May Close. Ms Collinson advised that whatever the chosen future location of the proposed playground, it would be decided in full consultation with local residents and at at this stage she was exploring options for future presentation to all concerned. Ms Collinson would be undertaking the associated design and fund raising as a volunteer and local resident.

Ms Beverton, Ms Dinsdale and Ms Eastgate expressed their deep concerns regarding the worsening parking situation in School Crescent and Moorview. Local employees were using the area for parking,

the area was becoming littered with cigarette ends , dumped rubbish and other items. Councillor Downer spoke privately with Ms Beverton and advised the meeting that he would once again take the matter to the appropriate authority at the IW Council.

106/16 MATTERS ARISING

The Clerk had received a quote from a local blacksmith for the repair of the handrail

to the slide at May Close. Mrs Rann suggested a local man who may be able to assist,

Mr Helps also offered his assistance. The Clerk would contact the author of the

playing field inspection report for his opinion on the proposed repairs. It was agreed

to proceed with the repair subject to any health & safety requirements

The Chairman confirmed that the Clerks appraisal had been undertaken and the

outcome would be detailed to all Councillors.

108/16 PLANNING APPLICATIONS

The following applications were considered –

TCP/20518/C: 5 Ternal Mead, Godshill. Householder application, proposed

single/two storey side extension.

TCP/04825/X: RSPCA, Bohemia Corner, Merstone Lane, Rookley.

Demolition of cattery block, wildlife barn and sheds. Proposed

reception/office building, storage shed and wildlife barn.

Alterations and conversion of existing office to boarding block

to include extension to form wildlife hospital. Alterations and

extension to include link to buildings B and C to form new

homing centre.

RESOLVED: To make no objection to the applications.

109/16 PLANNING DECISIONS

The following decisions had been circulated -

1.TCP/19016/B: Chestnut Farm, Bagwich Lane, Godshill.

Removal of agricultural tenancy condition. Approved.

2.TCP/32636: Newbarn Farm, Stenbury, Whitwell Road.

RESOLVED: That the decisions be noted.

110/16 PUBLIC CONVENIENCES

The Clerk reported that the public conveniences contained three Wallgate Units, one

each for the ladies, gents and disabled sections. These had previously been serviced

and maintained by Wallgate under contract with IWC. Ventnor Town Council had

led on forming a new contract that eleven local councils had signed up with and

which was deemed to be cost effective. The cost per unit would be £125 per annum

if the Council wished to be added to the contract with Wallgate and this would

include two services per annum of each unit.

The Clerk had contacted Richard Berry of IW Council to set up a meeting to discuss

the transfer of the freehold of the public conveniences and the adjacent grassed area

to the Parish Council. A response had been received (and circulated) advising that

IW Council will contact the Parish Council in due course regarding the matter.

RESOLVED: That the Council enter the contract agreement with Wallgate as

negotiated by Ventnor Town Council.

111/16 CENTRAL MEAD & WIGHT IN BLOOM

. The weekly gardening sessions had been held but attendance had not been as had

been hoped for with no further volunteers forthcoming. Clearance of brambles etc had

been undertaken but progress was insufficient to consider entry into Wight in Bloom

in the current year.

112/16 BEST KEPT GARDEN COMPETITION

Detail of the newly proposed format, including completion of entry forms, had been

placed on the website, on the facebook site and in the Parish magazine. Mrs Button had

received an enquiry for an application form from a previous winner but there had been

no other enquiries or applications to date. It was felt that there needed to be a minimum

of five applicants for the main categorys in order for the event to proceed

RESOLVED: That if no sufficient interest had been received by Friday 8th July, the

competition would not proceed in the current year.

113/16 PLAYING FIELD DEVELOPMENT

Nikki Collinson attended for this item which was brought forward to the start of the

meeting. She presented a further illustration of a proposed playground area to be sited

at Central Mead on the left hand side of the field on entering from Newport Road. This

proposal had again been costed at approximately £100,000 (inclusive of VAT) and

included for pathways to ease movement on site, in particularly for prams and

wheelchairs.

Ms Collinson explained that grant funding of up to £70,000 could be achievable and

that was a role that she would fulfil, the remaining funding would need to be found by

the Parish Council or other local organisations/ fund raising. Mr Diment asked

questions regarding the cost of any loan that the Parish Council may need to take out,

maintenance arrangements for the facility and whether it would be covered by current

insurances.The Clerk advised that low cost loans were available to Parish Councils via

the Public Works Loan Board (interest on a 15 year fixed interest annuity was currently

1.69%), VAT on costs incurred would be recoverable from HMRC and the Public

Liability Insurance would apply to the playground.It was noted that the proposed

development was still in a formative stage and all associated costs and finance would

become clear before any decision or commitment was taken.

The Chairman thanked Ms Collison for her continued application to the proposed

project.

114/16 NATIONAL PAY AWARD

The Clerk reported on a National Pay Award in respect of Parish & Town Council

Clerks salary scales. The Clerks contract of employment contained payment of salary

on the effected payscales. The annual cost of the pay award to the Council was

approximately £60. On the proposition of Mrs Child, seconded by Mr Diment it was –

RESOLVED: To note the pay award which was effective from from 1st April 2016.

115/16 STANDING ORDERS

The Clerk had circulated by e mail details of a template provided by the National

Association of Local Councils (NALC). The document comprised twenty pages and it

was agreed that it would form an Agenda item for the September meeting, giving more

time for the consideration of the detailed content.

116/16 REPORT FROM IW COUNCILLOR

Councillor Downer reported that the hedge at the car park had been cut, but not to his

satisfaction. The overhanging tree at Church Hill had yet to be cut and he wwould

chase up on that matter. Island Roads had accepted responsibility for the damaged

wall near the Post Office and there had been an incident involving a broken

windscreen at Yarborough Close. A further memorial to a soldier was to be placed at

the Memorial Garden, and he had spoken with the Sunshine Club regarding progress

with the introduction of the 20mph speed limit in the High Street.

Councillor Downer would speak with Public Rights of Way as to the condition of path

and crossway near Bridgecourt and also investigate the situation with low flying

aircraft in the area as raised by the Chairman.

117/16 QUESTIONS FROM CURRENT MEETING

Mrs Rann asked whether it may be useful to have a sign depicting the location of the

May Close playing field.

Mrs Button advised on the situation at Central Mead where Island Roads were

continuing to empty the dog bin but not the litter bin which was now overflowing. Mrs

Button and the Clerk had both contacted Island Roads but had yet to receive a

satisfactory answer as to what had led to the current situation. The Clerk would again

contact Island Roads who had previously been emptying both bins..

118/16 DATE OF NEXT MEETING

The next meeting of the Council would be held in the Parish Room

on Monday 5th September commencing at 7.30pm.
