CALL TO ORDER:

John Wieczorek called the meeting to order at 6:00 p.m. at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235

APPROVAL OF MINUTES:

MOTION

John Wieczorek made a motion to approve the minutes of the February 25, 2013 Board of Supervisors Meeting. Seconded by Franklin Ruch. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes; Linda Benner, yes and Todd Weaver, yes 5-0 vote. Motion carried.

Minute correction: Church Alley is 33 ft not 33.5 ft. Located under officials Bruce Steigerwalt portion of minutes.

APPROVAL OF TREASURER’S REPORT: February 2013

Question of who will perform inspections either Engineer or SEO? Do we want to use this seven page document provided by Tim or re-write what we have and get an appropriate fee to charge? Township office to contact Scott Bieber to have him reach out to Bruce Steigerwalt to discuss. Question of fees, find out what Scott Bieber would charge and compare to Tim Edinger’s fee schedule. We need to simply put a vehicle in place to ensure the work is being done, it’s on the plan they have to do it. Only change would be the situation of building a house larger than what was on the plan. In that instance, they would need to physically adjust size of dry wells accordingly.

Mahoning Township Medical Campus

MOTION

John Wieczorek made a motion to approve Mahoning Township Medical Campus request to withdraw land development plans and to release monies held in escrow in the amount of $7410.02. Hemlock Drive Reverse Subdivision Request of 90 Day Time Extension

MOTION

Bruce Steigerwalt made a motion to approve Hemlock Drive Reverse Subdivision request of 90 day time extension. Seconded by Franklin Ruch. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes; Linda Benner, yes and Todd Weaver, yes 5-0 vote. Motion carried.

Bruce Steigerwalt shared with the Board that he met with Nawal Hadeed, Chris Strom and Mr. Fetch at the site with regards to E&S and NPDES Permits and requirements for stormwater calculations. Basically, two of the lots have been sold off based upon approved subdivision. Suggestion made that we require Nawal Hadeed to have her surveyor prepare an E&S plan for those portions of the subdivision that are currently not stabilized. IE: detention basin and side slope of the roads. The thought was if she can get an approved E&S plan from the Conservation District and stabilize what work has been done that there would not be a need for a NPDES Permit for the subdivision. A note would need to be placed on the reverse subdivision plan saying that each individual lot owner as they build would have to get an E&S plan for their lot or if in fact they would disturb more than one acre get a NPDES permit. That would satisfy the requirements for redoing all stormwater. Bruce will share suggestion with Planning Commission to get their opinion. Conveyance system will be now oversized because we are going from nine to three homes.

Road Committee

Þ  Franklin Ruch shared he had conversation with Mr. Frable with regards to new quote for service relocation work. He said he did extras for the township. Bruce will talk to Ron.

Þ  Bruce Steigerwalt shared that the building should have power tomorrow. Penn State will be put on notice that they can finish up. Discussion of the holes in the concrete.

Þ  Contact Tim Edigner with regards to additional engineering services invoice

Þ  Advise Ron and Audie to use Diehl for fire extinguisher needs in future

Þ  Ron Reeser to contact Blue Mountain Machine Shop or other machine shop to get price to build part that was repaired on Truck #33.

Police Committee

Þ  Linda Benner shared a letter commending our police department
