Section 2: Sector Regional Narrative

Widespread fighting and violence continued to displace people into camps and rural locations in 2007. Consequently, people’s coping mechanisms were further eroded and humanitarian access decreased to some populations. In 2008, the security situation is still expected to remain the main challenge in Darfur. Although the UNAMID is expected to provide better protection to some of the IDP concentrations, the ability for the forces to contribute to the provision of physical security will be limited, at least during the initial start-up phase. Accordingly, the UN and partners priorities for 2008 are to maintain lifesaving humanitarian assistance, strengthen humanitarian protection, and support people’s coping mechanisms.

The objective of the Non-Food Items and Emergency Shelter sector (NFIs/ES) in 2008 therefore, is to provide non-food and emergency shelter items to IDPs in camps, newly displaced people, and other vulnerable or marginalized groups, thus contributing to their protection and mitigating health risks. The sector willalso continue to find strategies for more sustainable and environmentally-friendly types of emergency shelter, following the continuing environmental degradation in Darfur. Furthermore, special attention will be given to improving information sharing with partners as well as targeting and assessment methodology.The Darfur Common Pipeline,a partnership between UNICEF, CARE, and UNJLC, continues to be the primary mechanism through which NFIs are provided in Darfur,for onward distribution by NGOs. The Common Pipeline, set up in 2004, will carry on with procurement, shipment, transportation, warehousing, and delivery of items to the camps.Some partners will continue to compliment the Common PipelineNFI-basket with items that support their own project priorities.

The sector estimates that about 320,000 householdswill receive NFIs through direct distribution in 2008. In addition, a contingency stock of NFI’s sufficient for 60,000 households will be maintained for emergency response to victims of man made or natural disaster.Given the insecurity as well as the fluid political situation in Darfur, beneficiary numbers may be revised as more information becomes available. Close collaboration with partners and other sectors will continue to inform planning and programming of activities.
