Thank you for your FOI request to provide the following information in relation to Farley Heath Road, Albury,and in particular the section between Farley Heath and Upper Woodhill Farm-


1. Dates of all safety inspections undertaken on the carriageway in the two years preceding the 31.5.2014


2. Details of all carriageway defects identified during safety inspections in the two years preceding the 31.5.2014
3. Details of how carriageway safety inspections are undertaken, including whether walked or driven, the speed of the inspection vehicle and the number of persons in the vehicle.
4. The intended frequency of carriageway safety inspections.
5. Details of all complaints and/or enquiries relating to the carriageway, received in the two years preceding the 31.5.2014
6. The hierarchy classification.

7. The road/section number.

8. The defect intervention criteria adopted in relation to the identification of all categories of carriageway potholes in the two years preceding the 31.5.2014
9. The time period(s) adopted between identification and repair (temporary and
permanent) of all categories of carriageway defects.


10. Whether or not the authority has formally adopted all or part of the
standards contained within the national code of practice for highways
maintenance management

10. The Code of Practice for Highway Maintenance Management is the subtitle for the publication “Well Maintained Highways”, supported by the Department for Transport. It is designed to give guidance to relevant authorities an all aspects of highway maintenance.

The suggested recommendations in the Code are explicitly not mandatory although authorities are encouraged to adopt the philosophy of the Code so far is reasonably practicable, adapting as necessary to local circumstances, to encourage national harmonisation between strategic routes, local roads and between adjoining authorities.

The Code is set out in five Parts, each of which is divided into sections

Part A Executive summary, introduction to the Code, its scope and purpose.

Part B Policy and legal framework for highway maintenance within the context of best value and performance improvement.

Part C Principles for developing strategy and network hierarchy. Standards for inspections and condition surveys, investigatory levels, benchmarking and assigning priorities. Guidance on planning for Winter Service and emergencies.

Part D Guidance on procurement, financial management, sustainability and monitoring all service aspects

Part E Appendices.

The Code covers, reactive, routine, programmed and regulatory, maintenance, along with winter service, weather and other emergencies and suggests that the following highway features are included

·  Carriageways, footways and cycle routes

·  Drainage systems

·  Embankments and cuttings

·  Landscaped areas and trees

·  Verges

·  Fences and barriers

·  Traffic signs and bollards

·  Road markings and studs

·  Lighting installations

·  Bridges and structures

To all intents and purposes, where reasonably practicable and applicable to the local highway network, Surrey County Council’s highway maintenance management strategy is compiled using the principles and good practice contained within the document Well Maintained Highways.
