2006-2007

Year’s Highlights

The Old Dominion EMS Alliance (ODEMSA) has completed its 25th year with a series of actions and achievements in concert with its role as the region’s coordinator of emergency medical services in partnership with the Virginia Department of Health. In serving the 1.2 million residents in the 9,000-square-mile region, ODEMSA responded to numerous requests for assistance from EMS providers and agencies. It also enhanced regional efforts to create plans, guidelines, practices, protocols and training programs that ultimately improved emergent patient care. And ODEMSA helped to bring $1,481,526.00 in state Rescue Squad Assistance Fund grants to 25 agencies in Planning Districts 13, 14, 15 and 19 (See Page 12).

Provider Education – ODEMSA completed work on its EMT-Intermediate Accreditation. A final visit from the Office of EMS appointed site review team occurred on April 5, 2007.

Partnerships – ODEMSA maintained its numerous long-term partnerships with local governments, state agencies, colleges and universities, and acute care hospitals. Local governments provided matching funds for several grants. ODEMSA received financial support and other critical assistance from state agencies including the Virginia Department of Health, Virginia Department of Emergency Management, State Board of Pharmacy and Virginia State Police. Hospitals in the region continued to support clinical training for EMS students, to donate meeting and classroom space, and to provide EMS instructors, committee members and in-kind financial support. We are especially indebted to CJW Medical Center for continuing to provide ODEMSA with an office suite at CJW-Johnston-Willis.

Medical Direction -- ODEMSA remains a system that is driven by effective medical direction by physicians in the emergency department or in the role of operational medical directors (OMDs). We particularly are indebted to Dr. Arthur C. Ernst, Medical Control Committee chair and Regional Medical Director, for his leadership. Under them, ODEMSA committees created guidelines for new patient care programs including a STEMI (ST Elevation Myocardial Infarction) Task Force. They also reviewed and revised existing programs, including the region’s Prehospital Patient Care Protocols.

Continuing Challenges

ODEMSA’s major challenge remains working with local, regional and state EMS agencies in developing a regional strategy to meet the anticipated increased demand for out-of-hospital emergency care during the next 10 to15 years. A related task in addressing this challenge is gathering and reporting information needed for performance improvement programs. A third challenge remains obtaining adequate funding of this regional council to include local support and foundation monies. The ODEMSA Board of Directors remains committed to meeting these challenges in the coming year.

The Old Dominion EMS Alliance will work to ensure and support an EMS system that is viable and consistently excellent through the effective use of state, local and private funding, medical direction and the involvement of all persons and agencies involved in the delivery of emergency care.

Our Mission Statement

The Old Dominion Emergency Medical Services Alliance, an integral part of Virginia's Comprehensive Emergency Medical Services System, serves to assess, identify, coordinate, plan and implement an efficient and effective regional EMS delivery system within Planning Districts 13, 14, 15 and 19, in partnership with the Virginia Office of Emergency Medical Services and the Virginia Emergency Medical Services Advisory Board.

Code of Virginia

The Old Dominion EMS Alliance Inc. is one of 11 regional emergency medical services councils in the Commonwealth.

Section 32.1-111.11

The Board (of Health) shall designate regional emergency medical services councils which shall be authorized to receive and disburse public funds. Each Council shall be charged with the development and implementation of an efficient and effective regional emergency medical services delivery system.

The Board shall review those agencies that were the designated regional emergency medical services councils. The Board shall, in accordance with the standards established in its regulations, review and may renew or deny applications for such designations every three years. In its discretion, the Board may establish conditions for renewal of such designations or may solicit applications for designation as a regional emergency medical services council.

Each Council shall include, if available, representatives of the participating local governments, fire protection agencies, law-enforcement agencies, emergency medical services agencies, hospitals, licensed practicing physicians, emergency care nurses, mental health professionals, emergency medical technicians (EMTs) and other appropriate allied health professionals.

Each Council shall adopt and revise as necessary a regional emergency medical services plan in cooperation with the Board.

The designated Councils shall be required to match state funds with local funds obtained from private or public sources in the proportion specified in the regulations of the Board. Money received directly or indirectly from the Commonwealth shall not be used as matching funds. A local governing body may choose to appropriate funds for the purpose of matching grant funds for any Council. However, this section shall not be construed to place any obligation on any local governing body to appropriate funds to any Council.

The Board shall promulgate, in cooperation with the State Emergency Medical Services Advisory Board, regulations to implement this section, which shall include, but not be limited to, requirements to ensure accountability for public funds, criteria for matching funds, and performance standards.
