Sub: Abnormal delay in issuing promotion orders from JAO/AAO to the cadre of AO - calling of ACRs and other related information.

Sir,

The DPC for promotion from JAO/AAO to AO has been delayed abnormally. The whole process started more than ten months before and as of now there appear to be no signs of issuing of the promotion orders. The delay has been completely unnecessary and uncalled for which is clearly evident from the following facts:

The ACRs and other information in this regard had been called for by ADG(SEA), Corporate office BSNL vide No. 3-41/2007-SEA-BSNL dated 27.10.2007.

That ACRs along with grading list of the last five years i.e 2002-03, 2003-04, 2004-05, 2005-06 and 2006-07 of eligible candidates have been received in Corporate Office. The vacancies pertain to the crucial date of 1.10.2007.

It is astonishing to point out that orders for regular promotion to the cadre of AOs were issued in the year 2005 vide Corporate office Order No. 3-60/2005 SEA BSNL dated 26.7.2005, but no promotion for the AO cadre has been done against the Crucial date of 1.10.2005 and 1.10.2006. Further, it is worth mentioning that the crucial date of 1.10.2008 is also very fast approaching, but since the orders against the crucial date of 1.10.2007 are still awaited, even after a lapse of more than ten months, it is meaningless to look forward towards issuing of promotion orders against the vacancies of the year 2008.

This is a very serious situation and the delay, to such an extent, is neither desirable nor acceptable. There are no genuine and justified reasons for the delay, except that there is no seriousness and urgency on the part of the concerned officers to issue the orders.

We have been trying our best for the last about six months to prevail upon the concerned officers to expedite issuing of the orders, but have not succeeded. Hence, we are virtually compelled to seek your kind personal intervention just on a routine issue. We believe that you shall duly acknowledge our concern and anxiety on account of such an abnormal delay and direct the concerned officers to act to issue the said promotion orders at the earliest.
