Minutes of Greenhalgh-with-Thistle ton Parish Council meeting held Monday 14th March 2016 The Villa Express, Greenhalgh, commencing 7-45 pm.

Present:Councillor R. Nulty, Chairman

Councillors Mrs. L. House, K. Dodsworth, L. Fragle, J. Penswick, Borough Councillor Mrs. M. Chew, D. Kirkham (clerk) and 3 members of the public.

Apologies– Received from County Councillor P. Hayhurst.

Prior to the meeting Councillor Nulty gave an update on the Mill Farm A585 development.

Declaration of Interest – None received.

Police Report–No local report received. However, the following information has been received from Lancashire Police and Information issued to Parish Councillors:-

1.Pension fund scam;

2.A further HMRC scam

Minutes – Resolved that the minutes of the meeting held 8thFebruary2016 having been circulated be accepted as a correct record and signed by the Chairman.

Matters arising from the minutes:-

Proposed Joint Civic Service with Ribby-with-Wrea Parish Council – Weeton Parish Council were not in agreement due to clash of dates with Weeton Rose Queen Garden Fete, therefore the Joint Civic Service will remain as Greenhalgh, Weeton and Westby.

Confirmation of Flooding meeting hosted by Wrea Green Parish Council is Saturday 19th March 9-30 am at Wrea Green Institute, Mark Menzies MP will be in attendance.

Correspondence

Fylde Borough Council open space and sport provision – Asking for support on important piece of research. Parish Council is to support and complete the questionnaire.

Fylde Borough Council - Budget Proposal Consultation - document dated 17th February had to be received back by Fylde Borough Council by the 21st February 2016. Read and noted. Parish Council consider the time allowed for response was rather short.

As you will know Lancashire County Council are making drastic cuts to services and Kirkham Library, which serves your residents, is under threat. Kirkham Town Council are determined to keep it open and is asking for your help by writing to Lancashire County Council and asking for Kirkham Library to be kept open for your residents. Councillor Nulty is to respond on behalf of the Parish Council

Fylde District Parish Liaison Group Meeting – Minutes of the meeting held 28th January 2016 received. Councillor Mrs. House and Clerk had attended the meeting. The Group Meeting Committee is looking for someone to host the next meeting. Read and noted.

Bus Services - A report received from County Councillor Paul .Hayhurst, which was noted. Thanks to Councillor Hayhurst for the excellent work completed in this matter and that it is recorded within the minutes of this meeting.

Kier Highways for England – Notification received of completion of M55 Eastbound Patching Works. Read and noted.

Lancashire County Council – Early diagnosis dementia campaign launching 14th March 2016 – posters been displayed on Parish Council notice boards and will be displayed on new web site.

St Anne’s on the Sea Town Council is preparing a Neighbourhood Development Plan (Neighbourhood Plan) for our town. This is an exciting opportunity for the whole community to help shape the future of our town and realise our vision for a ‘Garden Town by the sea’. Read and noted.

Close meeting for open discussion

Miss Winchester reported that Mrs. Hardy both of Medlar Lane would like to arrange a function to celebrateQueen Elizabeth II 90th birthday, Clerk is to contact Mrs. Hardy for more information.

Pot holes on Greenhalgh and Bradshaw Lanes are proving to be dangerous to traffic, pot hole and indentation in middle of road at Thistleton Village these complaints to be reported to the Highway Authority for urgent attention.

Re-convene meeting

LALC – Lack of dates and notification of Fylde Area meetings appear to be slow, Secretary Mrs. MacKenzie has been notified with details of whom to notify direct.

Web site – 175. 00 – Setting up – site will be accessible Friday 18th March 2016

David Kirkham – 254. 15 – annual administration (telephone, computer etc.)

Garden Centre – 30. 00 – new flower tub for Thistleton Village

Amenity Cleansing – 500. 00

Councillors expenses –308. 90

Andy Pawson has agreed to join the team for litter collection throughout the Parish and will commence 1st April 2016

Planning decisions

15/0829 – Outline application for residential development of up to 23 dwellings (access applied for with all other matters reserved) including demolition of existing farm buildings and off site highway work at Cornah Road Farm, Fleetwood Old Road, Greenhalgh – application refused.

16/0021 – Prior notification for change of use of agricultural building and land to form one dwelling with associated building operations under schedule 2, part 3, Class Q at land six acre field, Bradshaw Lane, Greenhalgh – application refused.

Planning applications – The following application has been received for Parish Council recommendations:-

16/0131 – Erection of two new agricultural livestock buildings at Fern Bank Farm, Bradshaw Lane, Greenhalgh – Parish Council supports the application.
