TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.

Consultancy –Monitoring and Reporting Associate

Background

The DSRM helps the Agency to fulfil its mandate by providing guidance, support and training to staff with the objective to retain the capacity to effectively deliver services whilst managing contextual, programmatic and occupational risks, by preventing injury or violent death of staff members, the willful damage or destruction of the Agency’s assets and/or forced suspension or withdrawal of programmes and mitigating and recovering from the impact of such incidents, in case these occur.

Some DSRM Guiding Principles are:

Supports and guides the Fields with regard to security and risk management;

Focuses on safety and security of frontline staff, assets and installations;

Produces actions that lead to positive impact felt by frontline staff and that impact is monitored;

Addresses accountability through empowerment of key staff in the Fields and HQ;

Manages risk prior to managing security;

Advises the Commissioner-General and Deputy Commissioner-General timely and effectively about incidents with critical impact on staff, installations and/or programmes.

Description of Duties and Responsibilities

The incumbent is responsible for providing planning, management, monitoring, evaluation, reporting and visibility support to the Department of Security and Risk Management (DSRM). Furthermore, s/he provides direct support to the Director of Security and Risk Management on a full range of matters under his/her purview, and relevant to the smooth functioning and management of the Department. Through this the incumbent contributes to implementing the DSRM strategy and to integrating Security and Risk Management in the Agency’s strategic cycle.

In accordance with Agency policy and procedures, the incumbent fulfils the below functions and responsibilities at the Headquarters level:

Monitoring and Evaluation:

  • Coordinates the Departments efforts to be integrated into the Agency’s strategic cycle, particularly in the Medium Term Strategy (MTS); develops and reports, in coordination with the Field Security Risk Management (FSRM) offices and the Planning Department, against the Departments Indicators in the Common Monitoring Matrix (CMM);
  • Develops a monitoring and evaluation framework that measures the outcomes and impact of the Department’s activities at all levels and identifies and integrates lessons learned into new planning cycles;
  • Develops and implements the Annual Security and Risk Management Survey to feed into the staff safety and security monitor; conducts analysis and writes reports and recommendations based on the results;
  • Coordinates with Field Security Risk Management (FSRM) & HQ offices, and Department of Planning to assist in providing DSRM elements into monitoring frame-works for the Strategic Response Plan (SRP), Annual Operational Plan (AOP), Emergency Appeals and other Agency projects; tracks and monitors progress to-wards achieving targets through collecting data on indicators, input into monitoring systems and reports on progress to the field and HQA;
  • Supports the standardization and processes development within the Department by identifying best practices and developing guidance and templates accordingly;
  • Coordinates with DSRM HQ & Field offices and DIOS to assist input into DSRM related evaluations and audits; maintains an up to date log of lessons learned and recommendations.

Special Assistant to the Director:

  • Takes on tasks as a Special Assistant to the Director by ensuring optimal preparation for and follow up on the programme of work of the Director, including internal senior management meetings and consultations, with special attention to action and monitoring of follow up actions; undertakes writing assignments (including minutes, notes for the record, presentations, and talking points) on a wide range of strategic, programmatic and operational issues of concern to the DSRM; drafts and coordinates the preparation of documentation on relevant issues for different purposes.

Internal Communication:

  • Coordinates with FSRM offices, HQA offices and the External Relations & Communications Department (ERCD) and Planning Department as required to assist in writing and submitting project proposals for General Fund (GF) and external donor funding including logical frameworks and indicators;
  • Assures that the Department is aligned with the Agency’s branding guidelines and manages and updates the Department’s Intranet page;
  • Translate all required the documents and materials related to and issued by the DSRM and assist DSRM personnel by conducting consecutive translation when needed;
  • Perform other tasks as per requested.

ESSENTIAL QUALIFICATIONS, EXPERIENCE:

  • A bachelor degree in a development field, social science, economics, or relevant discipline from an accredited educational institution;
  • ExperienceMinimum of two years of progressively responsible professional experience in a performance monitoring and/or reporting role with an international development organization;
  • Effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities;
  • Proficiencyin English and Arabic;
  • Values of teamwork, integrity as well as professionalism are required.

dESIRABLE QUALIFICATIONS

  • Experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government.

CONDITIONS OF SERVICE

  • The duration of the consultancy is 11 months with the expected start date of 2nd of January 2017;
  • Remuneration for this consultancy isapproximately $2000 per month.Qualificationsand experience of the candidate will be taken into consideration;
  • The incumbent will be based in Headquarters Amman.
