TERMS OF REFERENCE FOR FINAL EVALUATION OF A PROJECT ON “CHILD FOCUSED INTEGRATED COMMUNITY DEVELOPMENT PROJECT”

1.ORGANIZATION BACKGROUND

PMS is a Pakistani relief and development organisation. The organisation was started
by a group of Christian professionals whose collective vision was to bring hope and
love by responding to human suffering and disasters through emergency relief
efforts and delivering long-term rehabilitation and development programmes.

2.PROEJCT DESCRIPTION

Kohistan is one of the disaster prone areas of Khyber Pakhtounkhwa exposed to different natural hazards i.e. Earthquakes, landslides, flash floods, and other seasonal epidemics due to its unique topography. In 2010 floods out of 15 union councils, 8 were severely affected. Lack of capacity at the Govt: level and particularly education department in the context of disaster preparedness at the school level left many children vulnerable to disaster whereas enrolment in schools is insignificant due to unfriendly teaching environment and fewer facilities at school level, due to unavailability of the teacher most of the schools are non-functional.

PMS developed project to motivate community and train local teachers in Child friendly teaching methods and transform schools where children can learn and adopt DRR techniques. The project is also contributing in Community Infrastructure and livelihoods strengthening.

OBJECTIVES OF THE PROJECT

3.PURPOSE OF THE EVALUATION

The evaluation is intended to assess the relevance, performance, management arrangements and success of the project. It looks at signs of potential impact of project activities in the lives of the project beneficiaries.

The evaluation also identifies/documents lessons learned and make recommendations that project might use to improve the design and implementation of other related projects and programs.

4.SCOPE AND FOCUS

The evaluation is intended to cover project titled “Child focused integrated community development project”. The time period of the implementation to be covered by the evaluation is January 2016 to December 2016. The geographical coverageof the evaluation is 12 selected villages of union council Haran and Shalkhanabad, Tehsil Pallas, District Kohistan.The target group or beneficiariesto be included in the evaluation must be children 1200 Primary students with age range of 5 years to 12 years however for under 5 children are included in Project through monitoring and providing logistical support to Government’s EPI Program in unreached valleys of Kohistan. Youth and elderly people are also organized through formation of the village development committees.

  • Assess progress made towards the achievement of results at the outcome and output levels
  • Identify lessons learned and provide recommendations for guiding PMS for sustainability of the project

5.EVALUATION CRITERIA

The evaluation criteria must focus on DAC Criteria for Evaluating Development Assistance.

A. Relevance

  • To what extent are the objectives of the programme still valid?
  • Are the activities and outputs of the programme consistent with the overall goal and the attainment of its objectives?
  • Are the activities and outputs of the programme consistent with the intended impacts and effects?

B. Effectiveness

  • To what extent were the objectives achieved / are likely to be achieved?
  • What were the major factors influencing the achievement or non-achievement of the objectives?

C. Efficiency

  • Were activities cost-efficient?
  • Were objectives achieved on time?
  • Was the programme or project implemented in the most efficient way compared to alternatives

D. Impact

  • What has happened as a result of the programme or project?
  • What real difference has the activity made to the beneficiaries?
  • How many people have been affected?

E. Sustainability

  • To what extent did the benefits of a programme or project continue after donor funding ceased?
  • What were the major factors which influenced the achievement or non-achievement of sustainability of the programme or project?

6.TARGET GROUP INVOLVEMENT

Project is targeting different Community groups:

  1. Project will be mainly targeting at least 1200 Primary students with age range of 5 years to 12 years however for under 5 children are included in Project through monitoring and providing logistical support to Government’s EPI Program in unreached valleys of Kohistan.
  2. Parents will be involved in project as member of Village Development Committee and further will participate in capacity building activities e.g. Parents and Teachers meeting, School Management Committees training and education campaigning.
  3. Project will train Local teachers and volunteers for Child Friendly Education techniques. Teachers will include Health & Hygiene messages in their lectures and help project team to develop conducive environment in school through project activities.
  4. Education Department Officers will be in coordination role. Project team will coordinate officers with all activities in field. Education Officers will be invited in the trainings if required by the District Officer.
  5. Community Elders and Leaders take lead in mobilizing communities and cooperate in all project activities esp. construction work in school and other community engagements.

7.STAKEHOLDERS

CFICDP Project closely work or coordinate with following District line departments and Local leadership:

  1. Project team will provide complete Project Design and activities to District Coordination Officer (DCO) – Kohistan. PMS attained NOCs for its previous projects and will process NOC for CFICDP Next Phase. The Project Manager will present periodic Project Progress to DCO Office.
  2. District Education Department, Kohistan will be involved and informed regularly. All the trainings and school activities will be shared and endorsed by the education department. Project team will develop close coordination with Education department for rennovation of schools and repair of missing facilities.
  3. District Agriculture Department, Kohistan will support Project in training of Agriculture and kitchen gardening, selection of seed for kitchen gardening kits.
  4. District Livestock Department will contribute in Project technically during deworming of animal and vaccination.
  5. District Health Department will collaborate with Project team to conduct EPI visit in the targeted communities’ esp. Children under 5 year of age.
  6. Communities will be linked with NADRA for the registration of the children into their respective family tree.
  7. On regular basis Project team will involve Local Political and Religious Leaders to take their consent and permission. Although the project has been designed after keeping all cultural practices however local leadership will be invited in all periodic meetings, community discussions and sessions.

8.DELIVERABLES

Evaluation report must be written in English language with pages not exceeding 30 pages in total (excluding the annexes).

The report should:

  • Contain an executive summary (mandatory)
  • Be analytical in nature (both quantitative and qualitative)
  • Be structured around issues and related findings/lessons learnt
  • Include conclusions
  • Include recommendations and lesson learnt

9.TIMING AND DURATION

The total duration of the evaluation will be 11 days within the period of December 10-21 2016, according to the following plan:

10.EVALUATION AND RESPONSIBILITIES

PMS will provide only provide travel facility to the consultant. The travel facility will include travel from Besham to field areas of the CFICDP project and back to Besham city. Other logistical arrangements related to accommodation and food will have to be the responsibility of the consultant.

  • The consultant shall share the evaluation report with PMS for seeking approval on the content of the report
  • Visit the project sites and interact with the local communities who’ve been impacted by the project to get context.

11.EVALUATOR QUALIFICATIONS

  • The evaluator must have 5 and above years of experience working in the field of monitoring and evaluation.
  • Extensive experience in quality monitoring and evaluation reports related to child rights, education and disaster risk reduction for Non-government organizations (NGO) with the aim of reaching both local and international audiences.
  • The evaluator must have excellent report writing and analytical skills
  • The evaluator must share technical proposal for applying to this evaluation with PMS and share the list of monitoring and evaluation assignments completed related to child rights, education and disaster risk reduction.

12.BUDGET

The tax will be deducted from the total evaluation cost as applicable by the government of Pakistan. The final payment would be made after satisfactorily completion of the final evaluation of the project. No advance payment shall be made.

13.DEADLINE FOR APPLICATION

The deadline for submitting the both technical and financial proposal is December 15, 2016. The name of consultant or firm should be mentioned on the envelope with clearly highlighted as “Final Evaluation for CFICDP Project 2016”. The address on which the proposals must be dispatched is mentioned below:
