COUNCIL MEETING 12 MAY, 2010

THE ANNUAL GENERAL meeting of the SALTNEY TOWNCOUNCIL will be held at the ODDFELLOWS HALL, 65 HIGH STREET, SALTNEY onWEDNESDAY 12 MAY, 2010at 7.15 pm in order to complete the transaction of thefollowing business.

WELCOME TO NEW COUNCILLOR - STONEBRIDGE WARD

The Town Clerk will formally report that Mr T A Evans of 7 Redwood Close, Saltney, CH4 8NB, has been elected unopposed to the abovementioned vacancy. The Town Clerk will then invite Councillor Evans to sign his acceptance of office and his undertaking to abide by the adopted Code of Conduct.

1. APPOINTMENT OF TOWN MAYOR

To elect a Town Mayor.

2. DECLARATION OF ACCEPTANCE OF OFFICE

To receive the Mayor’s Declaration of Acceptance of Office or, if not then received, todeclare when it shall be received.

3. APPOINTMENT OF DEPUTY TOWN MAYOR

To elect a Deputy Town Mayor of the Council.

4. CODE OF CONDUCT – DECLARATION OF INTEREST

Members are reminded of their responsibility to declare any personal interest or prejudicial interest which they have in any item of business on the agenda no later than when that item is reached.

5. MINUTES

The Minutes of the meeting of the Council held on 14 April, 2010 to be confirmed as a correct record. (Copy attached).

6. APPOINTMENT OF REPRESENTATIVES ON OUTSIDE BODIES

To consider the appointment of representatives on the following outside bodies:

One Voice Wales – 1 Councillor and the Town Clerk, 1 substitute;

County Forum – 2 Councillors and the Town Clerk, 1 substitute

Police Joint Consultative Committee – 3 Councillors and 1 substitute;

Community Centre Management Committee – 1 Councillor and 1 substitute;

Youth Centre Management Committee – 1 Councillor and 1 substitute;

St Anthony’s School Governors – 1 Councillor

7APPOINTMENT OF COMMITTEES

To confirm the terms of reference of the following Committees and to appoint the membership. Standing Orders provide for The Mayor and The Deputy Mayor to be ex-officio members of both Committees.

FINANCE AND GENERAL PURPOSES COMMITTEE - 7 members including 2 ex-officio

Terms of Reference

  • to report to the Council, at least four times each year on all matters relating to the financing of the Council including budget provision and financial management;
  • to be responsible for the inspection of the Council’s accounts and financial records;
  • random checking of invoices and to generally provide an internal audit service in respect of the Council’s financial transactions;
  • to consider, on behalf of the Council, any other urgent matters that might fall outside the normal Council meeting cycle.

ENVIRONMENTAL AND REGENERATION COMMITTEE - 7 members including 2 ex-officio

Terms of Reference

  • to report to the Council on all matters relating to regeneration of the Town including observations on planning applications and where necessary, because of urgency, to have delegated power to act on such applications; also to liaise with the relevant bodies and consider any planning matters as they affect Saltney;
  • to be responsible to the Council for the preparation of the Business Plan;
  • to report to the Council on all matters affecting the Environment of Saltney including anti-social behaviour; and Emergency Planning and flood prevention;

It would be helpful if the members of the Committees could stay behind at the end of Council to appoint the respective Chairmen and Deputy-Chairmen.

8.POLICE MATTERS

A representative of the Police will attend if operational duties permit.

9. ALLOTMENTS

To receive a report from the Town Clerk on the re-opening of the allotment gardens on Victoria Road. (Copy attached).

10. USE OF BRADSHAW AVENUE PLAYING FIELD

The Town Clerk will report that he has received the usual application from the Saltney Ferry Scout and Guide Group for the use of the land adjacent to their Scout Headquarters on Bradshaw Avenue Playing Field on Saturday 22 May, 2010 for their May Fair. Subject to an agreement to indemnify the Town Council from any liabilities, which has now been received, in order that the necessary arrangements could continue he has, on behalf of the Town Council, agreed to their request.

RECOMMENDED: That the action of the Town Clerk be confirmed.

11.PLANNING APPLICATIONS

The Town Clerk will report that the following Planning Application has been received for comment:

Proposal: Change of use of existing toilet block and bus turning circle to form landscaped area to be incorporated into existing superstore site and to also include demolition of existing toilet block, a new cycle route and footpath, seating area and ancillary works.

12.ENVIRONMENTAL COMPETITIONS 2010

The Town Clerk will report the receipt of a letter from the County Council inviting the Town Council to enter one of the 4 categories in the Best Kept Village Competition. There are 4 categories in the competition; village with a population of under 1000; Community with a population of over 1000 and less than 5000; Best Kept Town Centre with a population of over 5000 and the Best Kept Senior Citizens Estate. The closing date for all entries is 30 June and the judging will take place on 12/13 July.

13. QUESTIONS

In accordance with Standing Order 23 to consider questions to the Mayor or the Town Clerk from Members, of which due notice has been given.

14. NOTICE OF MOTION

To consider a Notice of Motion from Councillor Armstrong-Braun ‘that the Town Council congratulate the Corner Pin Football Team on their magnificent football double in winning the Chester and District Football League to add to their win of the Chester and District Football Cup they won last month. The people of Saltney are proud of them. Also commiserations to the Saltney Ferry Football Team who lost in the final of their cup competition and were creditable runners up’.

15. MEMBERS ATTENDANCE AT COUNCIL MEETINGS

By Minute 52 it was agreed that the Town Clerk would prepare annually, a report on the attendance of members at Council meetings. (Copy attached)

16.INFORMATION FROM THE LOCAL COUNTY COUNCIL MEMBERS

Further to Minute 210 Local County Council members, Councillor Armstrong-Braun and Councillor Gay are invited to give any feedback they might have received from County Council meetings that may or will affect Saltney.
