SUBJECT:

CONSIDERATION OF A PROPOSED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE, EXECUTE, AND AMEND, AS NECESSARY, AN INTERAGENCY AGREEMENT WITH THE UNIVERSITY OF CALIFORNIA, DAVIS (UCD) FOR A SURFACE WATER QUALITY MONITORING AND ASSESSMENT PROJECT AND REPORT

DISCUSSION:

The State Water Resources Control Board’s (SWRCB) Surface Water Monitoring Program is attempting to identify impacted and non-impacted waters in all of the principal watershed management areas in the State. This project focuses on rivers and streams in the Central Coast Region.

Proposed monitoring methods include toxicity testing, biological assessment, and chemical analyses. Staff proposes to conduct the monitoring and assessment program through an interagency agreement with UCD for an amount not to exceed $322,000. UCD has satisfactorily performed laboratory work and interpretive reporting for similar SWRCB projects over the past ten years.

POLICY ISSUE:

Should the SWRCB adopt a resolution authorizing the Executive Director or his designee to negotiate, execute, and amend, as necessary, an interagency agreement with UCD for a surface water monitoring and assessment project and report for an amount not to exceed $322,000?

FISCAL IMPACT:

Funds for the proposed $322,000 interagency agreement are part of the SWRCB baseline budget for contracts for surface water monitoring and assessment, under PCA 15601.

RWQCB IMPACT:

Yes. The Central Coast Regional Water Quality Control Board.

STAFF RECOMMENDATION:

That the SWRCB adopt a resolution authorizing the Executive Director or his designee to negotiate, execute, and amend, as necessary, an interagency agreement with UCD for a surface water monitoring and assessment project and report for an amount not to exceed $322,000.

AUTHORIZING THE EXECUTIVE DIRECTOR TO NEGOTIATE, EXECUTE,

AND AMEND, AS NECESSARY, AN INTERAGENCY AGREEMENT WITH

THE UNIVERSITY OF CALIFORNIA, DAVIS (UCD) FOR A SURFACE WATER

QUALITY MONITORING AND ASSESSMENT PROJECT AND REPORT

WHEREAS:

  1. The State Water Resources Control Board (SWRCB) has the responsibility to investigate the quality of California’s surface water and waterways.
  1. One of the purposes of the Surface Water Monitoring Program is to monitor and assess all of the principal watershed management areas in the State.
  1. The UCD has qualified personnel, facilities, and experience to perform the field collections, laboratory analyses, and interpretive reporting needed for water quality monitoring.

THEREFORE BE IT RESOLVED THAT:

The SWRCB authorizes the Executive Director or his designee to negotiate, execute, and amend, as necessary, an interagency agreement with UCD for a surface water monitoring and assessment project and report for an amount not to exceed $322,000.
