POSITION DESCRIPTION

POSITION: Transportation Planner

SALARY: DOE

DEPARTMENT: Planning Department

REPORTS TO: Planning Director

JOB PURPOSE: Engages in all aspects of transportation planning and programming that results in the plan, design and construction of roads, bridges, and related drainage and utilities located on, or providing access to, the Pueblo of Santo Domingo Indian Reservation.

This position description may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found or assigned to this position.

JOB DUTIES:

§  Assists and coordinates with the all Santo Domingo Tribal Departments and community members on transportation and other matters.

§  Develops and/or updates the tribal transportation plans and programs.

§  Performs public outreach informing Tribal members of the existing condition of the transportation system and identify community transportation issues.

§  Develops and maintains an inventory of the Indian Reservation Roads (IRR) Program and Transportation Improvement Plan (TIP).

§  Keeps the IRR inventory system and IRR strip maps current and up-to-date with necessary approvals so projects may be programmed and constructed on schedule.

§  Conducts traffic surveys to obtain data for estimates of traffic volume, estimates of the composition of traffic, and to obtain data on the current uses of the road systems in cooperation with other agencies.

§  Coordinates reservation transportation plans and programs with the Federal, State and other transportation programs.

§  Travels to works sites in order to gather data, perform field investigations or surveys.

§  Develops written reports for the Tribes’ submission to Federal, State and other agencies as required by Federal or State transportation legislation.

§  Actively participates with local governments, State and Federal agencies to seek transportation and other funds that will benefit the Pueblo of Isleta.

§  Participates in transportation planning meetings and conferences as directed.

§  Develops and writes the Scopes of Work (SOW) for the selection of design and engineering services specific to road projects.

§  Performs construction management for roads projects.

§  Supervises and instructs road maintenance personnel on road repairs and priorities.

§  Actively coordinates the bid specifications, contract documents, and supporting information for road construction projects.

§  Conducts bid evaluations and provides recommendations for the procurement of design and construction services specific to road projects.

§  Develops, writes, and coordinates grant and funding applications through the Federal and State Agencies.

§  Actively coordinates and manages the IRR budgets for all transportation projects to ensure on-going revenue and expenditures are accurately charged according to Federal regulations.

§  Performs other duties as assigned.

SUPERVISION RESPONSIBILITIES: Road Maintenance Crew and Equipment

MINIMUM QUALIFICATIONS/REQUIREMENTS:

§  Bachelor’s degree in Civil Engineering or related field.

§  Three (3) years of transportation planning experience with BA, or two (2) years of transportation planning experience with MA degree, with municipal, regional or tribal agencies. Experience working with tribal governments is preferred.

§  Construction management experience preferred.

§  Indian Reservation - Road Inventory Field Data Systems (RIFDS) Security Clearance or eligible to receive clearance.

§  Valid New Mexico driver’s license with ability to meet the Santo Domingo Tribe’s liability insurance requirements and maintain eligibility for insurance.

§  Must be able to pass background check, with NO prior convictions of any felonies.

§  Must be able to comply with the Pueblo of Santo Domingo Drug Free Workplace policies.

§  Must have fingerprinting completed prior to employment.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS:

§  Working knowledge of Federal laws relating to the Indian Reservation Roads (IRR) Program, Public Law 93-638 and other related federal and state transportation regulations.

§  Knowledgeable of civil engineering, roadway design, roadway construction, and construction management.

§  Knowledgeable of, and ability to use, computer aided drafting / GIS software related to transportation planning, road inventory and other applications required for general transportation planning work.

§  Knowledge of Federal and State grant funding sources for transportation needs.

§  Knowledge of Federal and State environmental (NEPA) regulations.

§  Knowledge of Federal Trust Land Regulations with an emphasis on Right-of-Way (ROW) acquisition.

§  Ability to pass a background check and drug test.

§  Must have a valid NM state driver’s license with the ability to meet POI insurance standards in order to drive tribal vehicles.

§  Ability to understand and carry out written and oral instructions.

§  Ability to communicate effectively in the English language, both verbally and in writing.

§  Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.

§  Ability to prioritize and accomplish tasks within strict deadlines.

§  Ability to respond to and remain calm in emergency or crisis situations.

PHYSICAL DEMANDS:

§  Stand and walk for up to 8 hours per day.

§  Talk, hear, stoop, bend, kneeling, climbing, use hands to handle objects, carry equipment and supplies.

§  Position may require lifting up to 50 lbs.

WORK ENVIRONMENT

§  Work is performed in indoor and outside environment.

§  Exposure to natural weather conditions may occur while performing outdoor duties.

§  Situations occur where safety-toe shoes, safety goggles, gloves, protective face shields, or hardhats are needed.

§  Evening and/or weekend work may be required.

PREFERENCE:

Tribal preference and Native American Indian preference shall apply to all positions at Pueblo of Santo Domingo.
